My Lords, in answer to my noble friend’s question, given the admonishment of my noble friend Lord Freud in an earlier debate I can hardly utter the word ““target””. I do not know where he got the figure of 28 days from—it is not familiar to me—but I will answer his question in more detail in writing. Will the noble Baroness repeat her question?
