Scotland Bill
That was not my argument. I was responding to an intervention by the noble Lord, Lord O'Neill. I did not bring up oil. That was not my intention at all, particularly with regard to the Orkney and Shetland amendments. As for Rockall, I just wanted to know what the legal position is.
