Draft House of Lords Reform Bill

My Lords, I think it was Oscar Wilde who once said that in a democracy the minority is always right. I have to say, as a Liberal Democrat, that it is a saying that has given me much comfort over the years, and I have a suspicion that it will have to give me some comfort today. I rise, of course, to argue the case for a democratically elected second Chamber—a case made by my party for 100 years. The time was ripe for that 100 years ago. It is essential now. I just ask my noble colleagues in this place whether they find it acceptable, at a time when people are dying for democracy, that we should have in this place somewhere that infringes the fundamental principle of a democratic state, which is that the people's laws should be made by the people's representatives.
