Question

To ask the Secretary of State for the Home Department, what assessment she has made of the effectiveness of de-radicalisation programmes.

Answer

The Home Office monitors the effectiveness of the Prevent programme through data collected at each stage of the referral and support process for individuals susceptible to radicalisation. Official statistics on individuals referred to and supported through Prevent are published annually. https://assets.publishing.service.gov.uk/media/6903b863e2ebc0fb39a52048/individuals-referred-to-and-supported-through-the-prevent-programme-apr2024-mar2025-data-tables.ods. Prevent programmes also include the rehabilitation of convicted terrorist offenders through the Desistance and Disengagement Programme (DDP). DDP was independently evaluated in a report commissioned from RAND Europe in 2023. Out of a sample of 38 DDP cases during the evaluation period (April 2018 to March 2020), 39% were found to have made progress towards rejecting extremist beliefs, and 58% made positive changes relating to their attitude and/or motivation, including showing pro-social beliefs, improved resilience and demonstrating a motivation to change. More broadly an independent evaluation of Channel (Prevent’s multi-agency support programme) is currently being conducted. The evaluation will assess how effectively Channel reduces susceptibility to radicalisation, how interventions are delivered, and will identify areas for improvement. A final report is expected in late 2026. Finally, in April we appointed Tim Jacques as the Independent Prevent Commissioner to provide oversight, scrutiny, and recommendations to improve Prevent’s effectiveness.
