Civil Service Commission

Question

To ask the Minister for the Cabinet Office, on what date the Civil Service Commission approved its scheme of regulatory delegations, and whether each newly appointed First Civil Service Commissioner is asked whether they support the existing scheme of delegations.

Answer

Under Schedule 1 of the Constitutional Reform and Governance Act 2010, Paragraph 14, the Commission may delegate functions. Its current scheme of regulatory delegations was agreed in March 2025 under the current First Civil Service Commissioner and is published on its website. The Commission is operationally independent of the Government and the scheme of regulatory delegations was not subject to consultation outside the Commission. The scheme of regulatory decisions is reviewed periodically by the Board of the Commission and would be subject to review by an incoming First Civil Service Commissioner.
