Estimated Government investment in walking and cycling until 2019-20 is over £1billion. This includes funding for Cycling Ambition Cities, Bikeability cycle training, Highways England, schemes already committed in the Local Growth Fund and a portion of the Integrated Transport Block based on previous trends. It does not include the funding to be allocated through the latest round of the Local Growth Fund.
The Cycling and Walking Investment Strategy, due to be published soon, sets out the Government’s investment of £1.1bn in cycling and walking from 2016/17 to 2020/21. Decisions on the allocation of government funding will be made by the relevant local bodies, in line with the Government's devolution and localism agenda.

The Wirral Way in my constituency is a beautiful path that is popular with cyclists and walkers for the expansive views it gives over the Dee estuary, and, of course, the fresh air it affords and the internationally renowned bird life. The Government have committed more than £15 billion over five years for their roads investment strategy, but just £316 million for their draft cycling and walking investment strategy. What more will the Government do to increase cycling and walking in the United Kingdom?

That was an extraordinary answer from the Minister because at Transport questions six weeks ago, the Secretary of State told us that we would not have long to wait for CWIS, but it is almost a year since the consultation was launched. The Department seems to have a problem with lateness: the Bus Services Bill—late; CWIS—late; taxi regulation—who knows?; and private parking measures—more than a year late. Will the Secretary of State tell us how many people in the Department are working on CWIS and give us a firm date—or is it just the Department for being late?

On 26 January 2017, the Department for Transport announced the outcome of the Access Fund, a £60 million revenue competition which was open to all local transport authorities within England (outside London).

The draft Cycling and Walking Investment Strategy was published for consultation in March 2016. Question 4 asked for views on how to increase cycling and walking in under-represented groups. We are assessing responses to the consultation and we will set out our position in a Government Response.

We have previously said we would publish the Strategy in the summer of 2016. Due to the very large number of consultation responses covering a wide range of issues, there has been a need to assess these and make any necessary revisions to the Strategy. We hope to publish the Strategy shortly but we are not able to specify a precise month.

This Government wants to create an environment which encourages walking and cycling, where cycling and walking is the norm for short journeys or as part of a longer journey. Our goal is of streets and public places which support walking and cycling and a road network where infrastructure for cycling and walking is always improved when local and national routes are maintained, upgraded or built.
Moving forwards the Department is working on a revision of the draft Strategy based on the feedback received during the consultation period. A number of officials are involved with the Strategy, with one specifically concerned with the consultation analysis.

The draft Cycling and Walking Investment Strategy sets out the Government’s plans for increasing cycling and walking in England. It is a high level document, with a long term ambition up to 2040, supported by a target and a number of objectives.
The Strategy outlines how Government will work with local bodies and business to develop expertise and support, the tools and policies Government will deliver to support them in increasing walking and cycling in local communities, and how this work will enable progress towards our national objectives and target. It does not set out details of individual schemes as that is a matter for local bodies.

The table attached shows investment in walking and cycling to school programmes in each year since 2010:
In 2010/11 Bikeability was one of a portfolio of programmes delivered by Cycling England, which received £63m government funding in 2010/11.
Between 2011/12 and 2015/16, the Local Sustainable Transport Fund was open to local authorities to bid for funding for projects to address local transport problems. For some areas, this included support for walking and cycling to school projects. The Department does not hold information on precise funding allocated to these projects.
Similarly, the Department has made £20.6m revenue funding available in 2016/17 through the Sustainable Transport Transition Year Fund, which is eligible for local authorities to bid for projects which support walking and cycling to school.

The objective to increase the percentage of children aged 5 to 10 that usually walk to school, as mentioned on page 6 of the draft Cycling and Walking Investment Strategy, is evidently quantifiable in that we will know if the objective has been achieved if the percentage of those walking to school in the future is higher than the percentage at the current time.
