Mr. Efford: To ask the Secretary of State for the Environment, Transport and the Regions what recent representations he has received regarding the implications of water metering for low-income households where there are (a) children, (b) elderly and (c) people with disabilities and illnesses that require them to take frequent baths. [124649] Mr. Mullin: The Government published "Water Industry Act 1999: Consultation on Regulations" on 12 October 1999, a copy of which is in the Library of the House. Fifty-three responses were received relating to the proposals for assisting low-income households who pay by meter. Following that consultation, the Government laid the Water Industry (Charges) (Vulnerable Groups) Regulations 1999 on 22 December 1999, and made minor clarificatory amendments in the Water Industry (Charges) (Vulnerable Groups) (Amendment) Regulations 2000, which were laid on 3 March 2000. Both came into force on 1 April 2000. The Regulations offer assistance to low-income households with water meters, who might face hardship as a result of high water use for basic household purposes. To qualify for assistance, a member of the household must be entitled to received income related benefits or tax credits; and either be responsible for three or more children under the age of 16; have (or have a child with) a qualifying medical condition which requires significant extra use. The response to consultation is contained in "Water Industry Act 1999: Delivering the Government's Objectives" which was published on 3 February 2000. This also included a copy of the main Regulations. A copy is in the Library of the House.

[118365] Mrs. Liddell: [holding answer 10 April 2000]: The information to produce estimates of costs on this basis for the last ten years is not readily available. Estimates of these costs for the years for which this information is available (1998 and 1999) are given in Table 1 as are equivalent bills for customers on standard credit terms. The majority of customers are still on standard credit terms. The available information on bills for earlier years is presented in Table 2. This is based on different levels of consumption to those stated in the question. Mr. Hilary Benn: To ask the Secretary of State for Trade and Industry what steps he is taking to ensure that low-income consumers using pre-payment meters are charged the same amount for their gas and electricity as those who pay by direct debit. [117509] Mrs. Liddell: [holding answer 3 April 2000]: Provision of a gas or electricity supply through a prepayment meter (PPM) is inherently more expensive than via a standard meter because the meter itself is more complex and because of the additional payment infrastructure that is necessary. We have, however, encouraged the regulator and the energy supply industry to bring PPM tariffs closer to the cost of standard credit, so as to reduce the burden on those PPM users who may be on a low income. As part of the new price controls on the Public Electricity suppliers, the Office of Gas and Electricity Management (Ofgem) has proposed a new licence condition limiting the maximum additional annual surcharge for a PPM to £15 above the standard credit tariff. For gas, Centrica, which has about 90 per cent. of gas PPMs, has already reduced its PPM prices so that they are the same as those paid by standard credit customers who have not paid promptly enough to receive a discount for quick payment. I should point out, however, that the use of PPMs should not be taken as a proxy for fuel poverty: a wide range of people use these meters because they like the control it gives them over payment. Many PPMs are in second homes or holiday lettings. About half of those reckoned to be fuel poor are pensioners; and yet less than 10 per cent. of pensioners use a PPM.

Ms Walley: To ask the Secretary of State for Trade and Industry what representations he has received on net metering from (a) business, (b) environmental groups and (c) others; and how he intends to enable domestic producers of renewable and clean energy to gain access to the grid. [117709] Mrs. Liddell: The Government have received a number of representations on net metering from industry, particularly solar energy companies, environmental organisations and private individuals. Many of the issues in those representations have been debated in the House-- most notably in the Standing Committee debate on Clause 30 of the Utilities Bill, held on 14 March 2000. The Government are keen to ensure that all renewable generation, including that produced by domestic customers, is treated in an equitable fashion and receives full and fair value for energy exported to the distribution system. To this end, the DTI last year mounted an internal review of a wide range of issues associated with embedded generation and a consultation paper which set out the outcome of this review was issued in December. Many informative and helpful responses to the consultation document were received from the renewable industry, distributors and other interested parties. A joint industry-OFGEM-Government working group has now been established to take the process forward, and this will report before the end of the year. The working group represents a major opportunity to resolve a number of long-standing issues relating to the treatment of renewable and other embedded generation and to ensure access to the distribution networks on an equitable and fair basis.

Mr. Efford: To ask the Secretary of State for Trade and Industry if he will make a statement on the financial difficulties caused to public utility ETM customers when extra emergency credit is given to them without advanced notification; and what is being done to safeguard their interests in the future. [114627] Mrs. Liddell: [holding answer 23 March 2000]: At the end of 1999 the Office of Gas and Electricity Management (Ofgem) asked energy suppliers to increase temporarily the amount of emergency credit (where this was available) to people using electronic token prepayment meters, so as to ensure that vulnerable customers would be protected from loss of gas or electricity supplies over the long Christmas/Millennium holiday period. For example, the amount of emergency credit available on Centrica (British Gas) after prepaid supplies had been used up was increased from £2 to £10. Ofgem decided that it would be unwise to publicise this measure--which would in some cases effectively increase consumers' level of debt because they would consume extra energy which would need to be repaid--and so the advance publicity before the holiday period merely encouraged customers to ensure that they had sufficient prepaid credit to get through the holiday, and advised them of the availability of charging points over the period. In the event, a relatively small number of customers used a significant amount of emergency credit, such that some of the money they spent after the holiday to recharge payment cards was taken up in repaying this emergency credit rather than providing new supply. This may have come as a surprise to some customers--although the information displays on the meters would have warned them of the increased emergency credit level; and they were not obliged to use it. The need to ensure continuing energy supplies to vulnerable consumers over the long Christmas 1999/ Millennium holiday period was very much a "one-off" problem, and the extension of emergency credit was designed to resolve any potential difficulties arising from it. The level of emergency credit has now reverted to the pre-holiday norm. Ofgem will ensure that if such a measure should be needed again, there will be a more proactive campaign of informing customers of the change.
