That this House notes that in May the United Nations told relatives of British citizen Malcolm Rennie that Indonesia's legal authorities had failed, repeatedly, to allow the United Nations to interview eight persons in Indonesia in connection with the death of British citizens Mr Rennie and Brian Peters, and three other television newsmen killed with them at Balibo in East Timor in October 1975; further notes that papers released by the Foreign and Commonwealth Office in 2002 show that on 28th October 1975 the British Embassy in Jakarta won Foreign Office backing for its view that no British approach should be made to the Indonesian authorities on the British citizens' case; and urges Her Majesty's Government, henceforward, to press the Indonesian authorities to extend full co-operation both in that case and in that of Sander Thoenes, the Financial Times newsman killed in East Timor in September 1999.

That this House recognises that the majority of families care for relatives suffering with dementia at home, is concerned, however, that under present arrangements, when they eventually agree their loved ones' needs would be better met by professional nursing care, they will not receive the assessed rate of free nursing care direct, it instead being paid to nursing home owners; notes that such arrangements have merely led to the majority of owners simply increasing fees to justify extra payments; and calls upon Her Majesty's Government to reassess its policy on the funding of long-term care and to agree to fund nursing care in residential settings to stop such abuse of public funds.

That this House notes that more than 4,000 letters are outstanding to honourable Members from seven Government departments; further notes that 800 of these are six months old or longer, of which 474 are from the Department of Health; further notes that the Department for Education and Skills does not monitor these figures; regrets that the DfID and the Home Office have failed to provide this information despite being asked on 7th November; further notes that letters to ministers are one of the few remaining ways that honourable Members are able to hold Her Majesty's Government to account, scrutinise its policies and programmes and pursue constituency cases; believes that ministers are either deliberately withholding information until it is no longer relevant or are incompetent; and calls upon the Public Administration Committee to investigate the reasons for the backlog of unanswered ministerial letters to ensure that this House and its honourable Members are not bypassed or prevented from undertaking scrutiny of the Executive.

That this House believes that the numbers of children in this country who die through abuse and neglect is unacceptable and that public policy has failed to reduce the level of child deaths over the last 30 years; is concerned that the Chief Inspector of Social Services records in her eleventh annual report that three per cent. of children on the child protection register and five per cent. of looked-after children are not allocated a social worker, up to 4,000 children without a safety net; is further concerned that there is no systematic follow-up for child deaths or co-ordinated strategy to reduce child deaths in this country; calls on the Government to place area child protection committees on a statutory footing by placing a duty on all the agencies involved in child protection to participate in the work of the committee and support the local authority in discharging its child protection role; and further calls on the Government to establish an independent Children's Commissioner to promote and protect the rights of all children.
