Dr. Kumar: To ask the Chancellor of the Exchequer if he will set out, including statistical information relating as directly as possible to the constituency, the effect on Middlesbrough, South and Cleveland, East constituency of his Department's policies since 8 June 2001. [206838] Mr. Timms: The Government has put in place a radical programme of both macroeconomic and microeconomic reform since our election in 1997 to improve the economic performance of all parts of the UK. There is significant evidence that these policies have already yielded considerable benefits for the Middlesbrough South and East Cleveland constituency. For example, since May 1997, claimant unemployment has fallen by over 50 per cent., and both long-term unemployment and long-term youth unemployment have fallen by 80 per cent. Looking more specifically at improvements since the 8 of June 2001, the beginning of our second term in government, claimant unemployment has fallen by a third, long-term unemployment overall has fallen by 50 per cent. and long-term youth unemployment has fallen by almost 40 per cent. In November 2002 2845 families were benefiting from the Working Families' Tax Credit; by January 2004 4000 working families were benefiting from more than the family element of Child Tax Credit, an increase of 41 per cent. The Neighbourhood Statistics Service provides a wide range of statistical information at Parliamentary constituency level, taken from the 2001 Census and other sources. This service is available on the National Statistics website at http://neighbourhood.statistics. gov.uk./.

Vera Baird: To ask the Parliamentary Secretary, Department for Constitutional Affairs (1) what percentage of the cost of running the small claims track was recovered from the payment of court fees by litigants in the last period for which figures are available; [155383] (2) what percentage of the costs of the small claims track in Middlesbrough court was recovered from court fees paid by litigants in the last year for which figures are available. [155384] Mr. Leslie: The approximate unit cost to the Court Service of processing a claim from issue of proceedings to judgment at a small-claims hearing in 2002-03 was £527. For the purpose of calculating the unit cost the divisor is the number of claims allocated to the small claims track. In 2002-03 this was 80,496 (England and Wales). The total cost of small claims that are defended is therefore £42,421,392. The percentage of cost recovered from fees paid by litigants was 103 per cent. This allows for income and cost associated with small claims that did not go to a hearing or were not defended. The cost of the small claims hearing itself, (included in the figure of £527) is based on the average length of a small claims hearing published in Judicial Statistics 2002 (table 4.11). In 2003 a total of 482 small claims were allocated to track at Middlesbrough county court, indicating a total cost of £254,014. It is impossible to carry out valid comparisons of cost and income at local level. This is because a significant proportion of fee revenue is accounted for centrally at the Claims Production Centre (Northampton). The CPC issues claims on behalf of all county courts in England and Wales.

Dr. Kumar: To ask the Secretary of State for Trade and Industry how many people (a) in the UK and (b) in Middlesbrough South and East Cleveland have benefited from the minimum wage; and what measures are in place to ensure that employers are paying the statutory hourly minimum wage. [148401] Mr. Sutcliffe: Based on the Office for National Statistics' low pay data released in 2003, the DTI estimates that around 1.2 million people in the UK should have benefited from the introduction of the minimum wage in April 1999. We also estimate that between one million and 1.2 million people in the UK should have benefited from the increase in the minimum wage rates in October 2003. It is not possible to provide estimates specifically for Middlesbrough South and East Cleveland. However, the DTI estimates that around 80,000 people in the North East should have benefited from the introduction of the minimum wage in April 1999 and that between 80,000 and 90,000 people in the North East should have benefited from the increase in the minimum wage rates in October 2003. The Inland Revenue enforce the minimum wage on behalf on the DTI. If a worker believes they are not receiving the minimum wage they should contact the minimum wage helpline (0845 6000678). All complaints about underpayment, including those from third parties, will be investigated. The Revenue also make use of their own data, including tax credits information, to make proactive visits to employers whom they suspect may not be paying the minimum wage. In 2002-03 the Revenue completed over 6,200 investigations and identified £3.6 million of minimum wage arrears.
