(300491)""In 2008, 68,000 immigrants came to the UK who were born in the UK. In the same year 258,000 emigrants left the UK who were not born here. Of these, 203,000 emigrants returned to their country of birth. Table 1 provides country specific data where these estimates are considered robust."

Letter from Jil Matheson, National Statistician, to Lord Roberts of Conwy, dated October 2009.
As National Statistician, I have been asked to respond to your Parliamentary Question concerning the figures that showed a 44 per cent reduction in net migration from 2007 to 2008 and how they are calculated. (HL5991).
The figures relate to the provisional 2008 International Passenger Survey (IPS) data released on 27 August 2009.
The net migration estimate is the difference between the immigration and emigration estimates.
In 2008 net migration was 118,000. This was 92,000 or 44 per cent lower than the 2007 net migration figure of 209,000.
Care should be taken when interpreting changes in net migration since a small change in net migration may mask large changes in immigration and emigration flows. There is also not a unique set of circumstances that result in a particular change to net migration. In this case the reduction is mainly the result of an increase in emigration of over 77,000 with a smaller decrease in immigration of over 14,000.

[holding answer 20 July 2009]: The DCSF does not publish any estimates of pupil mobility. Estimates of pupil mobility in primary and secondary schools are provided here using the mobility indicators that form part of the DCSF's Contextual Value Added (CVA) models. These identify pupils as mobile if they join a school at non standard times. Only pupils at the end of Key Stage 2 and the end of Key Stage 4 in 2007/08 are included in the figures. A copy of these tables has been placed in the Libraries.

The 2006-based principal (or central) projection assumed a long-term annual net inflow to the UK of +190,000 persons a year. The attached table shows the projected number of births in the UK for each year from mid-2008 to mid-2031 according to this 2006-based principal national population projection which is included for the sake of completeness.""The 2006-based 'zero migration' variant projection makes the same assumptions about future fertility and mortality as the principal projection, but assumes that immigration will equal emigration, and thus net migration will be zero, at all ages from mid-2006 to the end of the projection period. The projected numbers of births in the UK for each year from mid-2008 to mid-2031 according to this variant projection are also shown in the table.""To fully answer your question, further population projections have been produced by reducing the nominal immigration totals applied in the 2006-based principal projection, but leaving the ""fertility, mortality and emigration assumptions unchanged. It should be noted that, in practice, this may not be a realistic scenario: if immigration fell permanently to levels well below those experienced in recent years, it is likely that this would, in time, lead to a reduction in the level of emigration as well."

[267778]""The attached table shows the projected number of births in the UK for each year from mid-2008 to mid-2031 according to the 2006-based principal national population projection.""A direct estimate of the number of projected births from 2008 to 2031 accounted for by net migration is not available. However, it is possible to compare the results of the principal projection with the 2006-based 'zero migration' variant projection. The 'zero migration' variant projection assumes that net migration will be zero at all ages throughout the projection period but makes the same assumptions about future fertility and mortality as the principal projection.""On this basis, the table also shows the estimated number of projected births attributable to assumed net migration from mid-2006 onwards. There are limitations to this as a direct estimate of the impact of net migration on the number of births over the period 2008-2031. These limitations are that the comparison will:""exclude births to migrants who arrived in the UK prior to mid-2006; but""include, in later years, births to UK-born women who are children of migrants who arrived in the UK after mid-2006."
