Mr. Jon Owen Jones: Information from which to estimate the total reduction in greenhouse gas emissions if NHS bodies used
not-in-kind refrigerants is not collected centrally.
The Welsh Office is fully supportive of the Government's commitment to running its operations and buildings in accordance with best
environmental practice as an integral part of its contribution to the UK's sustainable development strategy.
Following the transfer of functions, this issue will be a matter for the National Assembly.

Ms Lawrence: To ask the Secretary of State for Wales if he will adopt noise reduction criteria as they apply in England for road

Mr. Hain: A preliminary analysis of the criteria adopted to deal with the worst problems of noise on English trunk roads indicates
that no trunk road sites in Wales currently suffer from noise levels sufficiently high to meet those criteria. We will be extending
our analysis of noise levels adjacent to the trunk road network in Wales and considering the scope for adapting the criteria to meet
specific Welsh circumstances.
Following the transfer of functions, this issue will be a matter for the National Assembly.

Mr. Hain: Our plans to introduce revised criteria relating to noise mitigation matters were included (at paragraph 3.8) in the

Department of the Environment, Transport and the Regions on this matter and a separate announcement will be made in due course.

Mr. Barry Jones: To ask the Secretary of State for Wales what initiative he has taken to ensure cleaner beaches in Wales; and if he
will make a statement. [45882]
Mr. Win Griffiths: The Government are committed to complying with the EC Bathing Water Directive (76/160/EEC). Last year 60 of the
64 EC identified bathing waters on the Welsh coastline met the mandatory bacteriological standards set in the Directive. This
compliance rate of 94 per cent. was the highest ever achieved in Wales.
Earlier this month 13 Welsh beaches were awarded Blue Flags. This is also the highest level ever achieved in Wales. To be eligible
for Blue Flag status, water quality must attain the even more stringent guideline standards set in the EC Directive, as well as
meeting various land based criteria. 31 of the 64 EC identified bathing waters monitored in Wales in 1997 met the guideline
standards. The Welsh Office fully supports the aim of the Green Sea Initiative to achieve 50 Blue Flags in Wales.

Mr. Hain: Nearly 14 miles of porous asphalt has been laid in Wales in the last five years although none since 18 May 1997.
A contract for the first "whisper concrete" carriageway has been let, to be 7.5 miles in length, which will start to be laid next
month.

Mr. Barry Jones: To ask the Secretary of State for Wales what steps he has taken to improve the marine environment of the Irish Sea
as it affects the Welsh coast line. [33528]
Mr. Win Griffiths: Levels of pollution in the Irish Sea are being investigated in a Quality Status Report being prepared under the
auspices of the Oslo and Paris Commissions. A Regional Task Force is overseeing the Report's preparation: its membership is made up
of experts from the Irish and UK Governments, including from the Welsh Office.
At the same time, action is in hand to tackle many of the sources of marine pollution. We are currently reviewing the National
Contingency Plan for pollution from shipping and offshore installations which sets out the arrangements for dealing with pollution
arising from spillages of oil and other hazardous substances into the marine environment. Whilst radioactive discharges into the
Irish Sea are already at levels which cause minimal harm to the environment, we are reducing them still further. We have also said
that we want to move toward the target of the cessation of discharges, emissions and losses of hazardous substances. The dumping of
sewage sludge at sea is being phased out--Dwr Cymru Welsh Water stopped using this disposal route several years ago. Dwr Cymru is
also introducing full treatment at all its coastal sewage discharges.

Mr. Llwyd: To ask the Secretary of State for Wales what measures his Department is taking to protect the breeding populations along
the Welsh coastline from oil spillages. [32579]
Mr. Win Griffiths: A number of Welsh marine sites are being considered for designation as Special Areas of Conservation under the
European Council Habitats Directive. Management plans are being drawn up for these sites in consultation with all relevant
authorities, including those with shipping interests. In October, my right hon. Friend submitted the Pembrokeshire Islands, which
incorporates the busy Milford Haven waterway, as a candidate SAC.
My right hon. Friend the Secretary of State for the Environment, Transport and the Regions is also taking measures to prevent
accidental spills. These include the rigorous enforcement of international rules and standards and the funding of three emergency
towing vessels, including one in the South Western Approaches. In addition, international agreement has been obtained to a ban on
virtually all operational discharges in UK waters, penalties for offenders have been increased, and port waste management planning
is now mandatory for all ports, harbours and marinas.

Mr. Brake: To ask the Secretary of State for Wales what grants are available to assist with the cost of decontaminating recycled
land in Wales; and what grants have been available in each of the past 12 years. [32421]
Mr. Hain: The Welsh Development Agency (WDA) currently administers the Land Reclamation Grant and Urban Investment Grand (UIG)
schemes in Wales. These may provide assistance towards the cost of dealing with contamination which is either part of a reclamation
scheme or, in the case of UIG, is part of a more comprehensive redevelopment proposal. Land Reclamation Grants have been available
from the WDA in each of the past 12 years. UIG was introduced and administered by the Welsh Office in April 1989. Prior to that, an
Urban Development Grant scheme was available and could have provided assistance. On 1 October 1996, the responsibility for
administering the UIG scheme was transferred to the WDA.

automatic monitoring sites in Wales, during 1997, is presented in the table in the form of the national air quality
descriptors--`low' pollution, `moderate' pollution, `high' pollution, `very high' pollution. The breakpoint between `low' pollution
and `moderate' pollution corresponds to the national air quality standards set out in the National Air Quality Strategy.

Mr. Llwyd: To ask the Secretary of State for Wales what steps he is taking to deal with the effects of acid rain; and if he will
make a statement. [20310]
Mr. Win Griffiths: The UK was one of the first countries to ratify the Second Sulphur Protocol under the United Nations Economic
Commission for Europe (UNECE) Convention on Long Range Transboundary Air Pollution. This commits the UK to reducing emissions of
sulphur dioxide by 80 per cent. by 2010 compared with 1980 levels. The Government are currently taking an active part in
negotiations in the EU on a Strategy to further combat acid deposition. This was discussed on 16 December at a meeting of EU
Environment Ministers.
Acid rain is an on-going transboundary issue and only be concerted action across Europe shall we deal effectively with the problem.
The final report of the Welsh Acid Water Survey carried out in 1995-96 and commissioned by the Welsh Office and the Environment
Agency, was published on 26 November. The Survey indicates that although there are signs that the benefits of emission controls are
being felt in the environment the recovery of sensitive ecosystems has been slow.
