That this House notes that it is 150 years since the first reading of the Public Libraries Act enabling town councils to establish public libraries; applauds the great contribution made to people's lives by public libraries in terms of literacy and lifelong learning and engendering a love of books and acknowledges the vital part played in local communities by libraries over the last 150 years; further agrees that libraries of all kinds have an essential and continuing role to play in the new century as the information society unfolds; and lastly, congratulates the Library Association, the chartered body for librarians and information managers on the contribution of its members to our nation's cultural, educational, scientific and literary life.

That this House expresses its concern that bids for the funding of library projects are not likely to be eligible for funding from the Lottery Heritage Fund when it starts disbursing its proceeds; believes that libraries form an important and integral part of non-sport leisure activities and are one of life's great 'equalisers' and that capital and revenue funding is urgently needed for special projects to improve accessibility for disabled people, and to upgrade the many historic buildings in which libraries are housed; and urges the Secretary of State for National Heritage with the Director-General of the National Lottery to adjust the criteria accordingly.

That this House condemns the 32 per cent decline on books and journals in university library spending over the last 10 years; notes that university libraries spend an average of just a book and half a year per student; further notes that the situation for former polytechnic libraries is worse; agrees that the state of a university or polytechnic library is a clear indicator of the standards offered by the institution as a whole and the decline in provision must be of real concern to all; and urges that universities and polytechnic academic libraries be given sufficient further funding to enable students to learn and staff to teach.
