That this House notes the upsurge in violence against the Serbian community in Kosovo comes immediately after the beginning of the first substantial talks between Serbian and ethnic Albanian representatives since the NATO bombardment of 1999; agrees with the Serbian Prime Minister Vojislav Kostunica that these attacks reveal the violent and terrorist character of Albanian separatism; is aware that the UN Administration has failed to provide for the safe return of over 200,000 Serbs, Roma and other ethnic minorities driven out of Kosovo at the end of NATO's military campaign; calls for the UN Interim Administration Mission (UNMIK) and the Kosovo Protection Force to take immediate steps to protect minority communities; and further calls for the UN to bring forward plans for the safe return of the ethnic minorities as a matter of urgency.
