This information is not held centrally and could be provided only at disproportionate cost. Data are more readily available for the Task Force Helmand area of operations in Helmand province, which includes the majority of UK forces deployed to Afghanistan. It should be noted that this area of operations has not stayed constant during the period in question.

The following figures refer to IED explosions that have been subsequently reported by International Security Assistance Force units operating within the Task Force Helmand area of operations. This includes both 'laid' IEDs and suicide (both vehicle and person borne) devices.

[139657] Dr. Moonie: This is a matter for the Chief Executive of the Defence Procurement Agency. I have asked the Chief Executive to write to the hon. Member. Letter from Robert Walmsley to Mr. Mike Hancock dated 28 November 2000: I am replying to your question to the Secretary of State for Defence about the Technology Demonstrator prototype and its sensors for mine detection. This matter falls within my area of responsibility as Chief of Defence Procurement and Chief Executive of the Defence Procurement Agency. There are no plans to produce production versions of the DERA Technology Demonstrator prototype. The Route Proving (RP) and Reconnaissance variants of MINDER are, however, likely to utilise concepts used in the DERA prototype which will be developed and evaluated in the course of the Competitive Assessment Phase of the MINDER project. The estimated in-service date for MINDER (RP) is 2005. There is a large range of senors which are being considered for MINDER (RP). Close-in sensors under consideration include Ground Penetrating Radar and Metal Detectors, both of which allow the detection of buried and surface laid mines. Forward-looking senors like Ultra Wide Band radar will be able to detect surface laid mines some distance ahead and should also be able to detect buried mines.

Mr. Hancock: To ask the Secretary of State for Defence what concepts have been developed by UK Defence Evaluation and Research Agency for mine detection; what the cost of the latest version of the technology demonstrator is; what the technology demonstrator is based on; and if he will make a statement. [138979] Dr. Moonie: The Defence Evaluation and Research Agency is undertaking a number of research tasks for the Ministry of Defence in mine detection. There are three applied research technology demonstrators, aimed at proof of principle demonstrations. These are: 1. The Advanced Hand Held Mine Detector (AHHMD) technology demonstrator programme that started in April 1995. AHHMD is a man-portable, although not necessarily strictly `hand held', system. Research expenditure has been approximately £3 million over five years. The demonstrator is based on integration of Metal Detection, Ground Penetrating Radar and Quadruple Resonance sensors. 2. The Mine Detection, neutralisation and Route Marking System (MINDER) technology demonstrator programme that started in April 1997. MINDER is a land vehicle mounted system. Research expenditure will be in the order of £4 million over five years. The demonstrator is based on integration of close-in Metal Detection and Ground Penetrating Radar sensor arrays and forward looking Ultra Wide Band Radar and Polarised Infra-Red sensors. 3. The Remote Minefield Detection System (REMIDS) technology demonstrator programme is aimed at minefield detection rather than individual mines and began in 1995. Research expenditure will be in the order of £6 million over six years. The demonstrator is based on Ultra Wide Band Synthetic Aperture Radar and Polarised Infra-Red sensors together with a mine detection workstation.

This matter falls within my area of responsibility as Chief of Defence Procurement and Chief Executive of the Defence Procurement Agency. On 30 and 31 October this year, the Defence Procurement Agency awarded contracts to Ultra Electronics Ltd. of High Wycombe, Buckinghamshire and to Hunting Engineering Ltd. of Ampthill, Bedfordshire respectively, for the Competitive Assessment Phase (CAP) of the Mine Detection, Neutralisation and Route Marking System Programme known as MINDER. Each contract is worth £6 million VAT inclusive. A bid was also received from BAE Systems (RO Defence, Leicester) which was not successful in the detailed tender assessment process. The initial capability for MINDER is planned to enter service in 2005, with incremental capability growth up to 2010. The purpose of the CAP is to determine the level of system performance that can be achieved in these timescales. The total cost of the MINDER programme is estimated to be £344 million.

[113904] Dr. Moonie: This is a matter for the Chief Executive of the Defence Procurement Agency. I have asked the Chief Executive to write to the hon. Member. Letter from Sir Robert Walmsley to Mr. Mike Hancock, dated 22 March 2000: I am replying to your question to the Secretary of State for Defence about the result of the phase 1 testing of the remote minefield detection system and the estimate of the total cost of the system. This letter falls within my area of responsibility as Chief of Defence Procurement and Chief Executive of the Defence Procurement Agency. The aim of phase 1 of the remote minefield detection system Technology Demonstration Programme (TDP) was to evaluate a number of remote sensing technologies. Five emerging technologies were investigated over a ten month period for applicability to the remote minefield detection role. Following feasibility studies a formal sensor selection methodology recommended as Infrared Polarimetric Camera (IPRC) coupled with Ultra WideBand Synthetic Aperture Radar (UWB SAR) as the best complimentary combination. Other technologies were discarded as being too immature, poorly performing, or impractical for airborne operations. Phase 2, which began in November 1996, covers the detailed design and build of the sensors. The cost of phase 1 of the TDP was some £411k. The technology is still at a very early stage and, as a consequence, it is too early to estimate the potential cost of any resulting system.
