There is currently no facility for police officers to check the holder of a biometric visa (Identity card) against the United Kingdom Border Agency database. An assessment of the technology requirements to develop such a capability has not taken place.

My right hon. Friend the Home Secretary visited the US from 10 to 12 February 2008. In Washington DC she had meetings with the Department of Homeland Security, the Department of Justice, the Federal Bureau of Investigation and the Drugs Enforcement Administration. In New York she met senior New York police officials, and visited the Gangs Resistance Education and Training (GREAT) Project.The meetings were to enhance co-operation and understanding between the UK and the US on issues such as, tackling terrorism and organised crime.She was accompanied on her visit by senior officials from the Office of Security and Counter-Terrorism, the International Directorate, the Serious Organised Crime Agency, Press Office and members of her Private Office.

I have been asked to reply.Since the Licensing Act 2003 came into force on 24 November 2005 two defendants were proceeded against at magistrates courts and one found guilty at all courts in 2006, in England and Wales under section 141 (a) and (b). No defendants have been proceeded against or found guilty under section 142 of the Licensing Act. In addition, under the penalty notice for disorder (PND) scheme established by the Criminal Justice and Police Act 2001, the police can issue a £80 fixed penalty to those found selling or attempting to sell alcohol to a person who is drunk (section 141 of the Licensing Act 2003 (c.17) The number of PNDs issued were 32 in 2005 and 47 in 2006.

The requested information is given in the following table.Within the recorded crime statistics, administrative detections are referred to as non-sanction detections. The number of non-sanction detections decreased significantly in 2006-07. This reflects a significant shift away from the use of non-sanction detections, where no further action is taken. Sanction detections are now viewed as the preferred measure, providing a more meaningful comparison of police performance.Some forces have made a policy decision to significantly limit their use of non-sanction detections in recent years. The Home Office has been informed that 600 designated public places orders (DPPOs) have been implemented throughout England and Wales. A full list of the councils which have implemented the orders can be accessed at the following internet link. The Youth Crime Seminar on 8 November 2007 was held as a series of events on youth crime, as part of the preparation on the youth crime action plan for publication summer 2008. The action plan aims to deliver results across youth crime prevention, youth justice as well as cross cutting themes on youth victimisation and youth violence. There were no formal minutes produced—instead, officials who were present took note of the points raised so that they could be fed into discussion during the development of the Youth Crime Action Plan. The seminar was followed up by the key Departments contacting those who attended as part of the work to get views and inputs into the Youth Crime Action Plan. A future date and attendees list for any forthcoming seminar has not yet been confirmed.

The Review of the Protection of Children from Sex Offenders, referred to in the ministerial statement, included two actions relating to the disclosure of information on child sex offenders' convictions to the public. Implementation of Action 3 of the review will introduce a legal duty on MAPPA responsible authorities to consider the disclosure of information about convicted child sex offenders to members of the public. Under Action 4 a separate process will be piloted whereby members of the public will be able to register their child protection interest in a named individual and receive information on any convictions for child sex offences that individual may have, where appropriate.The Criminal Justice and Immigration Bill will amend the Criminal Justice Act 2003 to impose a duty on MAPPA responsible authorities to consider disclosure of a child sex offender's convictions to members of the public. The convictions that the MAPPA authorities must consider disclosing are set out at schedule 24 to the Bill. However, under their common law powers, the police are able to disclose details of other convictions in appropriate circumstances (see R v. Chief Constable of North Wales ex parte Thorpe (1998) 3 AII ER 310). The extent of the information disclosed will be decided on a case by case basis.The MAPPA authorities will decide who, if anyone, should be provided with the information, and will be able to impose conditions, in order to prevent further dissemination of the information. Under the Bill, the MAPPA authorities will have discretion as to the extent of the conditions that they impose. When imposing such conditions, the MAPPA authorities will need to be mindful of their obligations under the Human Rights Act 1998 and what is necessary and proportionate to prevent harm to the child or children concerned.Existing statutory MAPPA guidance will be updated to take account of the new statutory duty to consider disclosure.In deciding whether to disclose details of convictions for child sex offences to a member of the public under the pilot scheme, MAPPA meetings will consider the risk of the recipient disclosing this information to others. Before a disclosure is made, the intended recipient will be required to sign a declaration that they will not share this information with others.Applicants for disclosure under the pilot scheme will be asked to provide documentary proof such as the child's birth certificate to demonstrate their relationship with the child with respect to whom they are declaring a child protection interest.The Government will ensure that the police are issued with comprehensive guidance on all stages of the pilot process, and are currently working with the four force areas participating in the pilot to develop the disclosure process.The extent of information disclosed under the pilot process will be considered on a case by cases basis by the MAPPA authorities.It is intended that the statutory duty will come into force following Royal Assent being given to the Criminal Justice and Immigration Bill, by means of a Commencement Order. It is intended that the pilots will commence this summer.

A number of changes have been made to recorded crime in response to suggestions in the two reviews of crime statistics. One such change is that the term 'violent crime' is no longer used in connection with the recorded crime statistics and we now provide figures for violence against the person.For London boroughs, offences of violence against the person recorded by the police are available from 1999-2000 and the number of sanction detections are available from 2000-01. The statistics are given in the following tables.

The Review of the ““Protection of Children from Sex Offenders””, published in June 2007, included two actions concerned with disclosing information on child sex offenders' convictions to members of the public, which were referred to in the ministerial statement. These actions are intended to build on existing practice, and were developed in consultation with all relevant agencies and voluntary organisations. The review did not consider disclosing information on arrests, and there are no plans to allow members of the public to apply for information on arrests for child abuse.

The following table provides information on the number of defendants proceeded against at magistrates courts and found guilty at all courts for sale of alcohol to a drunken person, under section 141 of the Licensing Act 2003. The data has been broken down by police force area.Data is provided for 2004 to 2006 only as prior to the Licensing Act 2003 coming into force, data for the offence was not held to the level of detail required.In addition to court proceedings, the offence was added to the penalty notice for disorder (PND) scheme on 4 April 2005. Data has been provided for the number issued by police force area in 2005 and 2006.
