Richard Ottaway: To ask the Secretary of State for Environment, Food and Rural Affairs if her Department will launch a public information campaign alerting businesses to their legal obligations as producers of waste. [183197] Mr. Morley: The Department is taking a range of measures to inform businesses of their legal obligations as producers of waste. Defra has issued a code of practice and information leaflet covering the duty of care requirements which are set out in Section 34 of the Environmental Protection Act 1990. We are currently reviewing the duty of care regime which will result in a consultation later in the year and should assist in raising public awareness. With the forthcoming changes to the management of hazardous waste, a dedicated hazardous waste web portal will be available at www.hazardouswaste.org.uk from the 16 July 2004. Other measures to inform businesses of these changes include leaflets, updated and signposted Defra, Environment Agency and Envirowise websites, press releases, case study material and a communication network, established primarily through the Hazardous Waste Forum. The Envirowise programme, which is partly funded by Defra, offers businesses in the UK advice on their legal obligations relating to waste, together with a range of support and guidance on waste minimisation. Defra and the Department for Trade and Industry are informing businesses of their obligations under the Packaging Regulations and the forthcoming Waste Electrical and Electronic Equipment (WEEE) Regulations and End of Life Vehicles (ELV) Regulations. For example, during the implementation of the WEEE directive the Government have organised over 50 workshops to alert stakeholders to the regulations. Defra also supports the Environment Agency-led NetRegs project, which provides businesses with an online plain English guide to the environmental legislation that applies to them, and how to comply with it.

Mr. Chaytor: To ask the Secretary of State for Environment, Food and Rural Affairs what steps she will take during 2004 (a) to increase awareness of the dangers of global climate change and (b) to promote education about ways in which (i) citizens, (ii) businesses, (iii) public services and (iv) the media can help the Government to reach its target for cutting greenhouse gas emissions. [171228] Mr. Morley: The Department provides funding to two key bodies which as part of their activities run programmes to promote energy efficiency and climate change, including advertising schemes, events, marketing, and awards. The Energy Saving Trust encourages the sustainable use of energy in the domestic and small business sectors. Work includes an Energy Efficiency campaign to encourage domestic consumers to take up energy efficiency measures. The Carbon Trust aims to enable UK business and public sectors to move towards a sustainable, low carbon economy while maintaining business competitiveness. Their recent "Lifeblood" campaign has had wide coverage. "Energy Efficiency: the Government's Plan for Action" published on 26 April confirms the Government's commitment to raising awareness on climate change and its links to energy use. As stated in the Action Plan, the Government are exploring the scope for a new climate change information campaign. The UK has also signed up to Article 6 of the UN Framework Convention on Climate Change (UNFCCC), through which Parties to the Convention have a legally binding commitment to carry out activities on education, public awareness, public access to information, public participation and international co-operation. At the Eighth Conference of the Parties to the Convention (COPS) in New Delhi, in October- November 2002, the Parties adopted a five-year non- binding Article 6 work programme, known as the New Delhi Work Programme to steer Parties towards implementation of Article 6. As part of this, UK officials are currently involved in the planning stage of a web- based internet clearing house that will act as hub for public users to find out information on Article 6 related activities carried out by different countries.

[154900] Mr. Morley: The demountable flood defences form an integral part of the Shrewsbury Flood Alleviation Scheme. The February 2004 floods were the first time such barriers had been used in the UK and were a great success, holding back 1.9 metres of water at the peak. Seventy properties in Frankwell are now protected for the first time in their history. The performance of the barriers was assessed and recorded and operational matters are currently being reviewed by the Environment Agency and Bauer--IBS. The Environment Agency and Shrewsbury and Atcham Borough Council jointly purchased 1400m of Danish Mobile Dam at a cost of £72,000 two years ago. A 90 metre length was used in Shrewsbury during the recent floods (pro rata cost of circa £5,000) and together with associated pumps helped protect approximately 40 properties and kept the main road into Shrewsbury open. A comprehensive monitoring and survey programme of all the defences was carried out during the floods. Debrief meetings with professional partners are now scheduled to assess the overall response. However it is clear the defences and associated drainage pumping stations worked very successfully and Frankwell remained dry. The Environment Agency has undertaken a thorough assessment of the remaining flood risk areas of Shrewsbury. Further permanent defences are difficult to justify but the Environment Agency will continue to keep the possibilities for further protection under review. The Bellwin scheme is only operated in circumstances that are exceptional by local standards and unforeseeable. ODPM have not received any application from the relevant Councils. General advice about health hazards of flood waters was disseminated via local radio, leaflet circulation and on site manning. No specific signs were deployed.

[121654] Mr. Morley: [holding answer 25 June 2003]: No money has been spent by my Department on the promotion of genetically modified produce or on the promotion of organic produce. However, aid has been made available to farmers converting to organic farming (and from 5 June 2003 aid has been made available to existing organic farmers also). The Department also funds a programme of R&D on organic production. And advice for farmers considering organic farming is provided by the Organic Conversion Information Service (OCIS) which is funded by Defra. Llew Smith: To ask the Secretary of State for Environment, Food and Rural Affairs what efforts have been made to publicise the national debate on genetically modified organisms and GM foods; and on what television and radio programmes Ministers in her Department have appeared since 1 May 2003 to provide advanced information on the national GM debate. [117632] Mr. Morley: GM Nation?--the public debate on GM issues--is being run by an independent Steering Board. The announcement of the debate and appointment of the Board were well publicised in the media last July. All meetings of the Steering Board are held in public and the minutes of the meetings and other key documents are available on the debate website, which has kept the debate in the public eye throughout the year. The Steering Board is responsible for publicising the debate at arm's length from Government. The Steering Board announced their detailed plans for the debate through a press release issued on 13 May 2003. This was pro-actively sent to over 150 national, regional and specialist correspondents and received wide coverage. Professor Malcolm Grant, chair of the Steering Board, sent a letter to all local authorities and hundreds of other organisations at the same time, inviting them to get involved and host their own regional or local meetings. Professor Grant launched the debate on 3 June 2003 at a well-attended press conference, which attracted extensive media coverage. In addition, members of the Steering Board have given interviews to national and local media to help publicise the GM debate. Since 1 May 2003, Ministers have given interviews on aspects of the GM public debate to BBC Radio 4 Farming Today, the Today Programme, Radio 5 Live, BBC Breakfast Television News, BBC News 24 and Channel 4 News.
