Mr. Chidgey: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will list the taskforces and advisory groups
composed of independent members which have been set up by his Department since 1 May 1997 and in each case (a) their remit, (b)
their membership, (c) how many members are (i) scientists, (ii) engineers and (iii) small businesspeople or representatives of small
businesses, (d) any remuneration members receive for their services and (e) their budget. [53149]
Mr. Fatchett: [holding answer 30 July 1998]: Since 1 May 1997 the Foreign and Commonwealth Office has established one advisory group
which includes independent members--Panel 2000 set up on 1 April 1998--but no task forces.
Panel 2000's remit is:
to produce a strategy to improve the way Britain is seen overseas;
to look at the methods and tools available to do this;
to make sure that the public and private sectors are working together to do this; and
to modernise the way the Foreign and Commonwealth Office communicates with the public.
Membership of the Panel, drawn from both the public and private sectors, is as follows:

Mr. Straw: [holding answer 30 July 1998]: A Task Force on Youth Justice was established in June 1997 and is being wound up this
month. Its remit and membership were published in the reply I gave to my hon. Friend the Member for Brigg and Goole (Mr. Cawsey) on
17 June 1997, Official Report, columns 99-100. The membership of the Task Force drawn from outside the civil service remained
unchanged. One independent member came from the business community, the others from public services business community, the others
from public services dealing with young people who offend or are at high risk of offending. None were employed as engineers,
scientists or by small businesses. The Task Force had no budget and members were not remunerated. To date, £2,440 of their travel
expenses have been refunded from the running costs of my Department.
I announced the membership of the Race Relations Forum in the reply I gave to my hon. Friend the Member for Leicester, East (Mr.
Vaz) on 21 May 1998, Official Report, columns 450-51. Detailed terms of reference have not yet been finalised, but the purpose of
the Forum is to advise the Government, in the formulation and implementation of their policies, on issues affecting ethnic minority
communities. I am not aware that any of the Forum's members is a scientist, engineer or a representative of small business. The
Forum has no budget and members are not remunerated.
Following its first meeting on 23 June, £257.90 has so far been refunded to members from the running costs of my Department for
their travel and subsistence.

up by the Treasury since 1 May 1997 are as follows:
1. Private Finance Taskforce
(a) remit: to advance the private finance initiative and private/public partnerships across government;
(b) membership: twenty two;
(c) composition: (i) scientists: none; (ii) engineers: two; (iii) small business: two
(d) remuneration: thirteen members of the Taskforce are full time employees of Treasury Taskforce Limited and receive salaries and
benefits under contracts of employment with that company: 6 are civil servants employed under normal civil service terms and
conditions and three are secondees from the private sector whose terms and conditions are determined by their employers;
(e) budget: £2,317,000 per year;
2. Task force on Banks' Assistance to Credit Unions
(a) remit: to explore ways in which banks and building societies can work more closely with credit unions to increase their
effectiveness; to look at ways to widen the range of services provided to credit union customers; and to encourage the continued
expansion of the movement;
(b) membership: yet to be announced;
(c) composition: yet to be announced;
(d) remuneration: none;
(e) budget: out of pocket expenses only;
3. Working Group on the Financing of High Technology Companies

In addition, a number of temporary working parties and other committees have been organised to consider detailed aspects of
preparations for the euro. Their membership is drawn largely from the associations represented on the Business Advisory Group,
including small business representatives, and from the Government departments and other public authorities. None offers remuneration
or has a budget. Details are available in "Getting Ready for the Euro, first report July 1998", published by the Treasury on 28
April. Copies of this report are available in the Library of the House.

The Attorney-General: On 12 June 1997 I established the Review of the Crown Prosecution Service under the chairmanship of the right
hon. Sir Iain Glidewell, a retired Lord Justice of Appeal. He was assisted by Sir Geoffrey Dear (a retired HM Inspector of
Constabulary) and Mr. Robert McFarland, a retired Chief Executive of a multi-national company. Their Report was published on 1 June
1998.
The terms of reference for the Review were set out in my written answer to the House on 12 June 1997, Official Report, column 533.
Sir Iain Glidewell was remunerated according to the daily sitting rate established for retired members of the Court of Appeal who
discharge judicial duties and that was £556.00 per day. Sir Geoffrey Dear and Mr. Robert McFarland were each remunerated at the rate
of £440.00 per day each. Subject to some outstanding items, the overall cost of the review was £652,466.00.

Mr. Foulkes: We established earlier this year a Development Awareness Working Group, whose terms of reference are as follows:
The Development Awareness Working Group will advise DFID on the development and implementation of its strategy on development
awareness.
Specifically it will consider:
The relative priority of different target groups and organisations including schools, colleges, providers of adult education,
development education groups or centres, employers and trade unions.
Key themes and messages.
The most effective materials and channels for communication.
How to measure progress in improving public awareness of development issues.
How to ensure proper coverage of different parts of the UK, as well as ethnic and religious groups.
How to set DFID activities in the context of wider UK activity on development awareness and to ensure coherence with other
Government sponsored or funded activity.

Mr. Chidgey: To ask the Secretary of State for Trade and Industry if he will list the taskforces and advisory groups composed of

Mr. Mandelson: Since 1 May 1997 the Department has set up the following task forces and advisory groups which include independent
members:
The President of the Board of Trade's Advisory Group on Competitiveness, six competitiveness working parties addressing innovation,
best practice, the information age, enhancing business performance through developing individuals, business investment, and
maximising competitiveness in Europe; the Tech Stars Steering Group and the Low Pay Commission.
I have arranged for the information requested for each of these groups to be placed in the Library of the House as soon as is
practicable.

Pension Provision Group
(a) To provide an independent analysis of the current state of pension provision in the United Kingdom and of likely future trends.
(b) Membership is drawn from pensions experts from outside the Government who come from a wide range of backgrounds and interests.

Pensions Education Working Group
(a) To advise on the development of a longer term pensions awareness strategy; to establish and evaluate the telephone helpline
experiment; work to develop free-standing initiatives and partnerships to implement their recommendations; to consider how to give
consumers basic and comparable information in plain English on pension schemes and products.
(b) Representatives from the pensions industry, employer and employee organisations, consumer organisations, regulatory authorities
and officials from various Government departments.

Pension Sharing Consultation Panel
(a) To enable representatives from the key interest groups to work together with the Government to review proposals for the detailed
operation of the policy.

Disability Benefits Forum
(a) To consider possible options for changes in the gateways to benefits for long-term sick and disabled people and carers, and how
to ensure that help is directed to those who need it.
(b) Representatives from "umbrella" groups representing all areas of the disability lobby and groups representing significant
numbers of disabled people. In addition, there are experts from the fields of local government and social policy as well as medical
professionals with a range of expertise in the areas of long term illness and disability.

Dr. David Clark: The information requested on the remit of individual task forces, and details of their membership and budgets is
not held centrally. The details for the task forces and advisory groups supported by the Office of Public Services are set out

1. Better Regulation Task Force
(a) `To advise government on action which improves the effectiveness and quality of government regulation by ensuring that it is
necessary fair, and affordable, and simple to understand and administer, taking account of the needs of small businesses and
ordinary people'.
