Let me say without qualification that the interest and initiatives of the Department of Trade and Industry and the Treasury in this respect are welcome. Given that there is now a record £1.3 trillion of personal debt in this country, however, will the Minister ensure that his Department conducts a review of credit card charges? Two years ago, both the Trade and Industry Select Committee and the Treasury Select Committee, as well as the DTI, said that although good steps had been taken, much more needed to be done to protect people from being ripped off by small print that they do not understand or by charges that they have not been alerted to.

Although most people use credit productively, some end up with huge problems. The Department is most concerned to help such people, and there is much that we are doing.
We are giving grants totalling £45 million over the two years until April 2008 for advice agencies to hire and train 450 new debt advisers, who will help more than 100,000 of those with the highest levels of personal debt. That is part of a package to combat financial exclusion under the Treasury’s £120 million financial inclusion fund.
We are also giving more than £24 million to Citizens Advice and Citizens Advice Scotland to help support citizens advice bureaux, which, among other things, provide help and advice to those in debt.
We have recently funded loan shark pilots in Birmingham and Glasgow with a grant of £835,000 this year. We will assess the pilots, which have helped combat illegal activities.
We have given another grant of £l million this year to National Debtline, which will help tens of thousands of the indebted. We are doing as much as we can to try to help those with the highest levels of debt.

average household monthly income for the boroughs of Greater London. (170494)
The Office for National Statistics does not compile estimates of household debt below the UK level. Similarly estimates of quarterly
household income are only available at the UK level. No estimates of monthly income are compiled.
ONS has published gross disposable household income (GDHI) at current prices at the NUTS1, 2 and 3 sub-national geographies. An
explanation of how boroughs fit into these geographies is provided in the attached annex. These estimates were last published on
26 March 2002 and are presented in the table below. This data set runs from 1995 to 1999 and is consistent with the 2001
National Accounts. The estimates are available at. http:// www.statistics.gov.uk/CCI/article.asp?ID=128&Pos=2&Col Rank=1&Rank=224

Simon Hughes: To ask the Secretary of State for the Home Department how much money is owed within the probation service; and (a) by

Mr. Hilary Benn: The Home Office only has records relating to the outstanding debts on capital raised for Probation Service
investment, dating from the period before 1990. The Home Office pays local authorities a grant in respect of the principal and
interest on this capital financing debt. A table of the local authority debts, as at 1 April 2001, is provided in the table. Between
1990 and 2001, capital debt was financed by the local authority capital financing standard spending assessment (SSA). Since April
2001 however, local authorities are no longer responsible for Probation Service capital investment.
With the advent of the National Probation Service from 1 April 2001, the National Probation Directorate is now collecting and
collating the information relating to the 2001-02 accounts for the 42 local probation boards, including any creditors. When this
exercise has been completed and audited, the consolidated accounts will be laid before Parliament.

Ms Rosie Winterton: The Children and Family Court Advisory and Support Service's (CAFCASS) Accounts for 2001-02, show £4.3 million
as being owed to creditors on 31 March 2002. The three largest amounts owed were to CAFCASS Guardians at £1,211,900, £1,706,700 for
accommodation and £248,400 for staff related expenses. During 2001-02, CAFCASS paid 88 per cent. of all invoices within a 30-day
period, during 2002-03 this has risen to well above 90 per cent.

Miss Melanie Johnson: [holding answer 16 January 2001]: So far 22 countries have reached Decision Point under the Heavily Indebted
Poor Countries (HIPC) initiative. This is the point where debt relief has been agreed; 100 per cent. relief in the case of the UK.
The Chancellor announced on 2 December last year that the UK would no longer benefit from the historic debts of the 41 HIPC
countries. This means that, for those countries yet to secure debt relief because of civil wars, external conflict, or absence of a
poverty reduction programme, all payments will be held in trust for the day that they become eligible for debt relief.

Mr. Gordon Brown: At the G7 Finance Ministers Meeting in Frankfurt, I took forward my proposals for faster, deeper and wider debt
relief. Agreement was secured at the G8 Summit in Cologne on an initiative which will reduce the debt owed by the poorest countries
by $100 billion.

Ms Hewitt: [holding answer 16 December 1998]: At the Annual Meetings of the World Bank and the International Monetary Fund, the
Chancellor secured agreement on his efforts to maintain momentum towards meeting his Mauritius Mandate targets. Specifically it was
agreed: to extend the Highly Indebted Poor Countries (HIPC) initiative from September 1998 to the end of 2000; to allow IMF post
conflict assistance programmes to count towards a country's track record under the HIPC initiative; to move forward quickly on
further proposals which recognise the special needs of post conflict countries, especially those with arrears to the International
Financial Institutions; and to hold a wide-ranging review of the HIPC initiative in 1999.
The United Kingdom has recently been at the forefront of international efforts to help maintain the debt service burdens of those
countries devastated by Hurricane Mitch. Following UK proposals, the International Financial Institutions have recently set up a
trust fund for assistance to meet the multi-lateral debt service obligations of Nicaragua and Honduras. Last week the Paris Club of
official bilateral creditors agreed Honduras and Nicaragua should not have to make payments to their bilateral creditors over the
next three years.

Mr. Mandelson: I have received a number of representations on this important issue, as have my colleagues in the Treasury, the
Department for International Development and the Department for Culture, Media and Sport. Representations have particularly related
to the Jubilee 2000 campaign and the Bondfire project.

Mr. Simon Hughes: To ask the Secretary of State for Health if he will list the deficits of each (a) health authority and (b) health
trust for the first quarter of the financial year 1997-98. [16716]
Mr. Milburn: [holding answer 19 November 1997]:
The forecast surpluses and deficits for all health authorities and National Health Service trusts for the first quarter of 1997-98
are listed in tables, together with information for the second and third quarters. Copies of the tables have been placed in the
Library.
As this is fast-track management information which provides a forecast estimate of the position at the end of the year, it is normal
for movements to occur during the year.
Forecast income and expenditure figures do not always reflect the underlying financial position, and a large income and expenditure
deficit does not necessarily indicate financial problems. There are a number of factors which should be taken into account when
looking at the underlying financial position, for example:
an NHS trust may make a charge to the income and expenditure account for provisions such as estimated clinical negligence
liabilities and early retirement costs--even though actual payments are not made at this time. In accordance with Generally Accepted
Accounting Practice (GAAP), these provisions are made in respect of future liabilities; and any deficit caused by charging them to
the income and expenditure account now is therefore not necessarily indicative of underlying financial problems;
a health authority which lent (brokered) cash to another health authority in 1996-97 will be repaid this year. Consistent with GAAP,
this repaid cash will not score as income on the health authority's income and expenditure account. Any income and expenditure
deficit caused by spending repaid brokerage would not necessarily indicate underlying financial problems;
a health authority or NHS trust in receipt of transitional funding may have a balanced position or even an income and expenditure
surplus.

National Health Service trusts are placed on a red light status when the NHS Executive has concerns over their financial
performance. The assessment is based on current and forecast financial positions and is subject to change throughout the year.
Information for 1996-97 Quarter 4 has previously been placed in the Library but is included here for completeness. The analysis of
red lights by region is provided for Quarter 4 1995-96, Quarter 4 1996-97 and Quarter 3 1997-98 in a table, copies of which have
been placed in the Library.
The criteria used for allocating red lights in 1995-96 and 1996-97 has been the subject of a previous reply I gave the right hon.
Member for Flyde (Mr. Jack) on 31 July 1997, Official Report, column 617. The criteria for 1997-98 have been changed to promote
consistency and objectivity across the NHS. The financial criteria used for red lights in 1997-98 is an adjusted income and
expenditure deficit of more than the lower of £1 million or 1 per cent. of turnover. Adjustments are made to the reported surplus or
deficit to remove items which are not within the control of the trust management. These include clinical negligence provisions,
early retirement provisions and compensating adjustments for losses on the disposal of assets. Where year to date performance
indicates that trusts are likely to breach the criteria by the year end, regional offices light to the trust.
The assignment of red lights in 1997-98 is more mechanistic than in previous years. This has resulted in red lights being assigned
because a trust has breached the financial criteria although the NHS Executive regional office may be satisfied that the trust has
sound finances, a recovery plan is in place to deliver breakeven and it is delivering the expected benefits. This will generally
result in more red lights reported in 1997-98 and as a comparison, an estimate of the number of red lights at Quarter 3 under the
old criteria would be around 50 instead of the 74 under the new criteria.
