As has already been reported to the House, an equipment review is going on in the MOD. That is designed to inform the decisions of the next—2009—planning round. The issues that the right hon. Gentleman talks about are part of that review, along with a lot of other things.

Pursuant to the question of the hon. Member for Chorley (Mr. Hoyle), the Minister knows that Germany, Italy and Spain have all decided what their position is on tranche 3. He also knows that his Department is considering various options in terms of the number of aircraft it would wish to evaluate. Therefore, will the Minister once and for all confide in this Parliament of the United Kingdom what options he is considering, and when he will make his mind up and make an announcement?

The Minister of State will understand that recent press reports commenting on the state of discussions between the United Kingdom Government and Saudi Arabia have caused concern among aerospace workers on the Eurofighter project, especially in the light of the comment by the chief executive of BAE Systems that discussions had ““stalled””. Now that Ramadan has concluded, what specific steps will be taken by the Department, as the representative of the UK Government, to restart those talks so they that achieve a successful conclusion on a vital order?

I am sure that the right hon. Gentleman is well aware of Lord Drayson’s active work, not just in the country that he mentioned but in wider markets. My noble Friend is in the United States looking at the joint strike fighter, and emphasising the importance of ensuring that we gain the proper understanding from the US, to take that project forward. The right hon. Gentleman cannot criticise what the Government have done to continue to market that plane and to extol its virtues wherever we find interest in it.

The partner nations have undertaken, through international memorandums of understanding, to buy 620 aircraft in three tranches. That undertaking remains extant. The success of overseas sales campaigns undertaken by the partner nations will clearly have an impact on the final production numbers of Eurofighter Typhoon.

The United Kingdom has to date contracted for 144 Eurofighter Typhoon aircraft for the Royal Air Force. A decision on the third production buy of the aircraft, known as tranche 3, has still to be taken and is not required until at least 2007.

I thank the Minister for the update on those numbers. I remind him that the Government have remained consistent to a commitment to buy 232 Eurofighter Typhoons. Given that 72 of those aircraft have already been sold, on a Government to Government basis, to Saudi Arabia, may I conclude that the number that the RAF will eventually be given is 160?

The Saudi Arabian export order is completely separate from the UK’s commitments under the international memorandum of understanding signed by the Typhoon partner nations. The answer I gave to the right hon. Gentleman’s original question still stands.

Mr. Ingram: [holding answer 2 December 2004]: The terms for the order for Tranche 2 Eurofighter Typhoon are negotiated by the
NATO Eurofighter and Tornado Management Agency, on behalf of all four partner nations, with a consortium of four national partner
companies including EADS. The order will then be subject to approval by the respective governments. That process is still under way
and Parliament will be notified in the usual way when the contract is awarded.

National price negotiations between the Ministry of Defence and BAE Systems on the second tranche of Eurofighter Typhoons have been
completed. When the terms and conditions of the draft contract are finalised, to the satisfaction of the four partner nations and
the industrial consortium, it can be signed by NETMA on the nations' behalf. This is expected to be achieved before the end of the
year. Parliament will then be informed in the usual way.

nations in respect of their orders for Tranche II aircraft. The international arrangements for the project require that all four
nations must agree the order before it can be placed on their behalf by the responsible NATO procurement agency.

Eurofighter Typhoon project about the United Kingdom being allocated the building of the 18 aircraft destined for Austria. Austria
has ordered 18 Typhoons from Eurofighter GmbH and the role of national contractors in their construction has yet to be decided.

Mr. Ingram: The Ministry of Defence currently has two major programmes with BAE Systems Air Systems, for Typhoon and the Nimrod
MRA4, which are supporting many thousands of jobs. Other jobs in the company are likely to be sustained by work for the Department
on the Hawk Advanced Jet Trainer and the Joint Strike Fighter.

Mr. Ingram: As part of our approach defined in the Defence Industrial Policy Paper, we continually monitor with industry the effects
of defence expenditure on the industrial base. However the direct impact on BAE systems of workflows and employment prospects are a
matter for the company. Negotiations with our partner nations and industry on the Tranche II order for Typhoons are ongoing.
