Most apprenticeships require literacy. What proportion of prisoners was functionally illiterate at the start of their sentence and what proportion was functionally illiterate on release?
The hon. Gentleman asks a very important question. At the moment, roughly 50% of prisoners are illiterate as far as English and maths are concerned. Our prison safety and reform White Papers proposes that we test prisoners’ literacy on entry and on exit so that we can measure the distance travelled and progress made in prison.
A few months ago, the Secretary of State prayed in aid the Technical and Further Education Bill, which we will debate today, as a measure to help apprentices. That Bill changes the name of the Institute for Apprenticeships and includes vast numbers of provisions to deal with further education colleges and sixth-form colleges going bust. Will the Minister tell me exactly which part of the Bill does anything to promote apprenticeships, in schools or elsewhere?

As I said, we are transforming our country into an apprenticeships and skills nation. The whole point of the Bill is to drive up standards to help improve our technical education offering. We already have an Institute for Apprenticeships, which will be up and running by April 2017.

The Institute for Apprenticeships will advise on funding rates for all newly developed apprenticeships and, where appropriate, the funding rate for standards and assessment plans when they are reviewed.

Provisional funding bands will be published in June 2016, and finalised in October 2016. The Institute for Apprenticeships will play a role in reviewing them once it is operational. The frequency of this will be agreed at that point.

My officials have been engaging employers throughout the policy development to gain their insight and advice. As part of the formal consultation last year, over 700 responses were received from employers. Opinions were evenly split as to whether levy funding should only be used to pay for the direct costs of apprenticeship training and assessment. In June 2016 we will be publishing provisional funding bands, which will set the maximum amount of funding which is available for each apprenticeship, as well as the provisional level of the government support that will be available towards the cost of apprenticeship training if you are not a levy paying employer, from April 2017. The final levels of funding and full, draft funding and eligibility rules will be published in October.

I am absolutely delighted to be able to tell the hon. Gentleman three specific things. First, we are introducing an apprenticeship levy. I would have thought that he might have taken the time to welcome it, because it will require larger employers to make a substantial investment in apprenticeships. Secondly, we have reformed the Construction Leadership Council under new leadership and charged it with taking a very active role in promoting apprenticeships in the sector. Thirdly, I regularly meet the new, very focused leadership team of the Construction Industry Training Board, and I have charged it with focusing on apprenticeships as the key method of delivering high-quality training and further skills.
