The Foreign and Commonwealth Office (FCO) has run the travel safety campaign, ““Know Before You Go””, since 2001. Its aim is to help British travellers prepare for their trips and stay safe while they're abroad.Gap year students are one of the key target groups for this campaign: they are both less likely to prepare for their trips and more likely to get into trouble while away. We work closely with partners from the travel industry and related groups to promote the FCO's travel website (www.fco.gov.uk/travel) and call centre (0845 850 4849) which give detailed travel safety information on specific countries as well as important general tips.Over the last year this activity included:"the publication and distribution of 500,000 copies of a ““Travel Safe Guide”” jointly produced with Lonely Planet. This is being ""distributed through partners including Millets, Snow and Rock, Ellis Brigham (adventure travel shops) and through the Lonely Planet website, so as to reach the target audience;""a sixth-form schools tour conducted by the FCO's Consular Communications Team jointly with a number of noted travel writers, including Simon Calder of the Independent;""FCO Student Ambassadors in 15 universities across the UK. Articles placed in university publications by the student Ambassadors have reached 467,000 students over the past year. We will be appointing new students in new universities over the course of the coming year;""a dedicated FCO gap year website (www.gogapyear.com) which will be re-launched in July this year with many new features."The Department has close working relationships with a number of organisations promoting the safety of gap year travellers. We do not make any direct grants for this activity, preferring to work through partnerships with relevant organisations—for example, promoting each others' information materials, co-branding.

Mr. Andrew Turner: To ask the Secretary of State for Transport what estimate he has made of the cost of providing free public transport (a) in each local transport authority area and (b) in England for (i) disabled people, (ii) all people aged over 60 years and (iii) all people under 19 in full-time education (A) in rural areas and (B) elsewhere. [217360] Charlotte Atkins: Local authorities in England currently spend around £500 million per year on concessionary fares schemes. It is estimated that an extension of current concessionary fares schemes to provide free local public transport for people over 60 and disabled people within their local authority area would cost an additional £200 million per year (approximately £18 million for disabled people and £182 million for the over 60s). This includes local bus journeys and, where the local authority chooses to fund wider concessions, journeys on trains, underground, light rail and ferries within the local areas. The additional cost would rise to around £250 million per year (£25 million for disabled people and £225 million for the over 60s) if all local journeys on the national rail system were included. An England-wide scheme allowing free travel for all older and disabled people on all bus journeys would cost around £260 million per year more than the current system (approximately £24 million for disabled people and £236 million for the over 60s). The additional cost would rise to £500 million per year if all national rail journeys were included (£50 million for disabled people and £450 million for the over 60s). Breakdown by cost for each local authority or for rural and other areas is not available. To provide free local bus travel for all under 19-year- olds would require additional funding of £520 million per year. Extending this to an England-wide scheme allowing free bus travel would cost around £580 million per year. Costs have not been estimated for free travel restricted to those in full-time education; however it is estimated that a free travel scheme applying to educational trips only would cost an additional £290 million per year. No estimates have been made to include journeys on all forms of public transport. Breakdown by area is not available.

Member for the Isle of Wight, if he will list (a) for each higher education institution and (b) in total (i) the number of students who were UK nationals, (ii) the number of non-EU students and (iii) the number of EU students from countries other than the United Kingdom; if he will list for each total the (A) aggregate fee-income and (B) average fee-income per student; and what the (1) aggregate fee-income foregone and (2) average fee-income per student foregone was (y) at cost to the institution and (z) at cost to the public purse through treating EU students from outside the UK in the same way as students from the UK. [171206] Alan Johnson :[holding answer 4 May 2004]: It is not possible to calculate what the change in income to higher education institutions would be if EU students ceased to be treated in the same way as UK students for fees and funding purposes. This is because the change in income will depend on the courses that these students are following and institutions' decisions about the fee levels for those courses. Fees for non-EU overseas students are not regulated and institutions determine the amount they charge depending, for example, on the costs of the course offered. The Higher Education Funding Council for England (HEFCE) provides funding for EU students but not for non-EU overseas students. The amount paid by HEFCE will also depend on the type of course the student is taking. Information for each HE institution showing student numbers and fee income received is published by the Higher Education Statistics Agency (HESA) in "Students in Higher Education Institutions and Resources of Higher Education Institutions" respectively, copies of which are available from the House Library.

[105944] Margaret Hodge: Borrowers become liable to repay their loans from the April after they finish or leave their course, depending on their earnings. Students who started their course before academic year 1998/99 repay their loans on a mortgage style basis. The table shows the average repayment of mortgage style student loans in financial years 1999-2000 to 2001-02 (the latest year available) for borrowers who became liable to repay their loans in the financial years 1998-99 to 2001-02 and who are making repayments; the table excludes any voluntary repayments made by borrowers before becoming liable to repay their loans. Students who started their course from the 1998/99 academic year will repay income contingent loans. Repayments of income contingent loans, apart from voluntary repayments and repayments from overseas borrowers, are made through the tax system. The scheme started in April 2000 and details of repayments are notified to the Student Loans Company by the Inland Revenue from the end of the relevant financial year. [105942] Margaret Hodge: Students entering higher education under the student support scheme since 1998 have been required to make a contribution to their tuition and support, depending on their family income. The average assessed student contribution towards tuition fees is presented in the following table. As we do not have up to date and reliable data on the amount students actually spent supporting themselves, we have presented the average loan taken out by students in the table. Available data on average assessed student contributions toward fees, and the average loan taken out by higher education students are given in the table. Mr. Andrew Turner: To ask the Secretary of State for Education and Skills what the average difference was between the cost of a student resident at home and a student resident away from home (a) to the student and (b) to public funds in each year since 1997. [105945] Margaret Hodge: Student costs consist of maintenance cost and tuition fee (if paid by the student). The average assessed student contribution towards tuition fees depends on family income and does not vary according to whether the student lives at home or away from home. Parents are assumed to contribute towards the tuition costs of their student children. There are no data available which discriminate between the cost to the student only and the cost to other family members, i.e. parents/spouse/cohabitee. The average assessed student contribution towards tuition fees for all eligible higher education students, in England and Wales, on courses subject to income- assessment for academic years 1999-2000 and 2000-01 (latest year available) are £470 and £510 respectively. Robust data on assessed student contributions for academic year 1998-99 (the first year of the student support scheme funding arrangements) are not available. The Department does not have up to date and reliable information on the amounts students actually spent supporting themselves. We are, however, conducting a limited Student Income and Expenditure Survey for the academic year 2002-03, which is due to report in July this year. We are conducting a comprehensive SIES for the academic year 2003-04 and the results will be available in November 2004. The cost to public funds of the student maintenance loan, and where applicable the maintenance grant, varies according to whether the student lives at home or away from home as the amounts of support available depend on term-time residence. There are no data available, which compare these costs.

Mr. Andrew Turner: To ask the Secretary of State for Education and Skills if she will list the courses of study in higher education institutions, broken down by the proportion of undergraduate students of each social class. [61305] Margaret Hodge: The available information on the social class of undergraduate students in UK higher education institutions relates to accepted applicants to full-time and sandwich undergraduate courses via the Universities and Colleges Admissions Service (UCAS) and not all undergraduate courses and students. The UCAS data can be broken down into broad subject categories and into First Degree or Higher National Diploma (HND) courses. The latest UCAS figures are shown in the table. Proportion of UK domiciled applicants accepted through UCAS{ 1} to full-time undergraduate HE courses, by subject group, course type and social class{ 2} _________________________________________________________________________________________________. [60255] Margaret Hodge: [holding answer 10 June 2002]: The most comprehensive information on the social composition of entrants to undergraduate courses in higher education is taken from data collected by the Universities and Colleges Admissions Service (UCAS). Although it is accepted that not all entrants or undergraduate courses use the UCAS route. UCAS assigns social class to applicants based upon the occupation of the parent with the highest income in the applicants household, as reported by the potential student. For applicants aged 21 or over, the occupation of the person contributing the highest income to the household is used. The latest UCAS data are shown in the table. Other information on the social composition of higher education entrants is also available from the Youth Cohort Study (YCS), a series of longitudinal surveys of young people that track their activities in the years immediately after they have completed compulsory education. The YCS is a sample survey of young people that employs a socio-economic group (SEG) classification that differs from the social class breakdown used by UCAS. Therefore, the two sources of information are not directly comparable.

Member for Sheffield, Heeley (Ms Munn) how many persons (a) under and (b) over 18 participated in the on-line consultation on the Fairer Sentencing website; how many were students; and what evidence he has of the representative nature of those participants. [34779] Beverley Hughes: [holding answer 8 February 2002]: As indicated in the Introduction to the overview of the responses to consultation on the Halliday report that I announced on the 4 February, over 1,200 attempts were made at the quiz on the Fairer Sentencing website, and about 100 messages posted on the debate forum. In addition, over 120 e-mails have been received, some of which have come through that website. Those who participated in this way were not asked to give any personal information though a very small number did so. Access to the on-line debating facility was available to all with access to the Internet through this website. Its availability was publicised widely and was designed to enable a wider section of the public to contribute to the debate. The consultation was not intended to be a scientifically based opinion survey but a means of extending the consultation more widely than the usual route of contact with criminal justice system professionals and known interest groups. The total number of written correspondence received in response to the public consultation exercise on the Halliday report was 185, which includes correspondence from those connected with the Criminal Justice System and members of the public.

Mr. Andrew Turner: To ask the Secretary of State for Education and Skills what grants and loans are available to a higher education non-home student living and studying outside London, with parents (a) who are each earning £20,000 a year and are divorced, (b) who are each earning £20,000 a year and are married and (c) one whom is earning £40,000 a year and the other of whom earns nothing. [32732] Margaret Hodge: [holding answer 1 February 2002]: The starting point for assessment of student support is the parents' gross taxable income. This is reduced by certain allowances, largely pension contributions that qualify for tax relief, to produce a residual income. In the case of divorced or separated parents, local education authorities will normally base the assessment on the parent's residual income with whom the student lives. In 2001-02 academic year, a student who was living away from the parental home, studying outside London, whose parent's residual income is £20,000 a year would be eligible to receive a public contribution of £1,030 towards their tuition fees and a student loan of £3,815. A student with the same circumstances but whose parents are married and have a combined residual income of £40,000 would be liable to meet the full cost of tuition fees of £1,075 but would be eligible to receive a student loan of £2,860. The same level of support would also be available to a student where one parent had a residual income of £40,000 a year and the other parent had no income as the public support we provide is based on joint parental income.
