That this House welcomes the petition presented to the Prime Minister, signed by more than 1600 British scientists working overseas, drawing attention to the drain of highly skilled scientists out of the United Kingdom because of the shortage of research funding and low morale; rejects the assertion by the Government that there is not a 'brain drain' problem; believes that this trend is doing immense harm to British science and our economic performance; and supports the call for investment in scientific research to be increased as a proportion of the national wealth in line with our major competitors.
