As Director of the Office for National Statistics (ONS), I have been asked to reply to your recent parliamentary questions (60765,
60766, 60767, 60768, 60769 and 60770) about the economic status of mothers with dependent children.
Tables attached show data from the Labour Force Survey (LFS) which is the ONS major source of labour market data on individuals.
The first table shows the latest available quarterly data for the United Kingdom. The second table gives the same analysis for Great
Britain for the average of the period from spring 1996 to winter 1996/7 i.e. on a geography and time period consistent with the
answers to your other three questions about demographic data.
In the General Household Survey (GHS), adults and children in each household are assigned to families: married couple families;
cohabiting couple families and lone parent families. Children belong to the appropriate family either by virtue of being the natural
children of both the parents forming the couple, or of the lone parent, or else, if they are adoptive or stepchildren, by belonging
to the same family as their adoptive/step parents. Foster children, however are not regarded part of their foster parent family
since they are not related to them. For the purpose of answering this question, it has been assumed that the natural/adoptive/step
parent(s) are the adults responsible for the children. Attached are tables from the GHS give the information requested regarding
households.

Mr. Sutcliffe: To ask the Secretary of State for Education and Employment what steps he is taking to improve literacy and numeracy
skills among the young unemployed. [59131]
Mr. Andrew Smith: In the New Deal for 18-24 year olds young people who lack the basic skills they need to enter employment will be
given help to gain those skills, and to pursue an appropriate qualification. Depending on their level of need, help can be in the
form of short, intensive courses, while they are on the Gateway, full-time study through the Full-Time Education and Training
option, or, for those on one of the three work-based options, study towards a qualification one day per week, or the equivalent.
Sixteen and 17 year olds in Work-based Training for Young People may also receive help to improve their literacy and numeracy
skills, where this will help them to achieve their vocational objective.

Mr. Mudie: [holding answer 11 November 1998]: My right hon. Friend the Secretary of State has not made a detailed assessment.
Organisations wishing to deliver education and training provision in the Full-Time Education and Training (FTET) option of the New
Deal for 18-24 year olds bid for contracts with the Employment Service, on the basis of competitive tendering. FE Colleges, along
with other training providers, made a judgment on the level of funding they needed to deliver provision against the requirements in
the New Deal specification.
Contracts have been signed for 3 years, and will be reviewed during this period.

Mr. Hain: It is estimated from the Labour Force Survey that 26 per cent. of the working age population in Wales were economically
inactive in the period July-September 1998. The corresponding rate for all people aged 16 or over was 42 per cent. The latest
economic inactivity rates for each unitary authority in Wales are for 1996 and are shown in the following table. Inactivity rates
are not available at a constituency level.

Letter from Tim Holt to Caroline Flint, dated 16 November 1998:
As Director of the Office for National Statistics (ONS), I have been asked to reply to your recent parliamentary question on
unemployment statistics.
The ONS measure of unemployment, derived from the Labour Force Survey, is defined on a consistent and internationally recognised
basis set out by the International Labour Organisation (ILO) and counts as unemployed people who are: out of work, want a job, have
actively sought work in the previous 4 weeks and are available to start work within the next fortnight or; out of work and have
accepted a job which they are waiting to start in the next fortnight. The ILO methodology has been in use since 1984, and since
April 1998 ILO unemployment estimates have been published every month.
ILO unemployment, as measured by the LFS, has high sampling variability for areas below regional level and quarterly unemployment
data is only published for larger local authorities. There is an annual Local Area Database (LAD) which, by combining four quarter's
samples, provides more robust estimates down to Local Authority/Unitary Authority level. However, the estimates of ILO unemployment
for many LAs/UAs are still below the ONS publication threshold of 6,000 for annual averages.
ONS also publishes the monthly claimant count. The claimant count records the number of people claiming unemployment-related
benefits. These are currently the Job Seeker's Allowance (JSA) and National Insurance credits, claimed at Employment Service local
offices. People claiming JSA must declare that they are out of work, capable of, available for and actively seeking work during the
week in which the claim is made. They enter into a Jobseeker's agreement setting out the action they will take to find work and to
improve their prospects of finding employment.
The claimant count is accurate down to very small geographic areas, such as postcode sectors and wards, from which aggregations such
as Parliamentary Constituencies can be made. It is unaffected by sampling variability since it is a 100 per cent count.
ONS is currently investigating improving both the range of labour market indicators available at a local level and the range of
geographies for which they are available.

Mr. Webb: To ask the Secretary of State for Education and Employment what plans he has to improve provision for 16 and 17-year-olds
who are no longer able to remain in the parental home and who are not in paid employment. [56454]
Angela Eagle: I have been asked to reply.
We are concerned that too many young people are not in either paid employment, training or education. This can lead to disaffection
among young people, particularly young men.
There are a number of initiatives underway across Government Departments which will have an impact on education, training and
employment opportunities for all young people, and we have set up a Ministerial Group to look specifically at issues affecting boys
and young men. The Green Paper "Supporting Families", which was published on 4 November, sets out proposals for strengthening the
family unit and providing support to those families dealing with particular problems such as truancy, low educational achievement
and bad behaviour, all of which can lead on to unemployment or homelessness among young adults. More broadly, the Social Exclusion
Unit is looking at teenage pregnancy and, as announced at the launch of the Womens Unit on 9 November, the issue of underachievement
by teenage girls will be examined in the New Year.
In addition, a new educational maintenance allowance--linked to attendance and based on parental income--will be piloted for 16-18
year olds. If, as we expect, the new allowance succeeds in encouraging more young people to stay on in education, we plan to
introduce it nationally, using money currently spent on post-16 Child Benefit.
These initiatives are designed to ensure that we tackle the problems in a holistic way, in addition to addressing the question of
support through the Social Security system. Our overall aim is to see as many young people as possible staying on in education and
training, including those already in jobs.

Ms Hewitt: The economy continues to expand and create new jobs. Employment has risen by 400,000 since the election and unemployment
has fallen by 280,000. With regard to future employment prospects, the Government have been putting in place a wide range of
measures to address structural problems in the labour market. The key is to ensure that people are well trained and able to adapt to
the changing circumstances of a modern dynamic economy.

Mr. Worthington: To ask the Chancellor of the Exchequer how many people were registered as unemployed in each constituency in
Scotland (a) in May 1997 and (b) at the most recent available date. [58341]
Ms Hewitt: The information requested falls within the responsibility of the Director of the Office for National Statistics. I have
asked him to reply.

As Director of the Office for National Statistics (ONS), I have been asked to reply to your recent question on how many people were
registered as unemployed in each constituency in Scotland.
The information you have requested can only be derived from the monthly claimant count of people claiming unemployment-related
benefits (i.e. Jobseeker's Allowance or National Insurance credits). Essentially, all people who were claiming these benefits on the
count day are counted.
The number of people claiming unemployment-related benefits in each Parliamentary Constituency in Scotland can be obtained from the
Nomis database which is accessible by the House of Commons Library.

Ms Hewitt: In line with the convention adopted by previous administrations, the Government do not publish a forecast for
unemployment.
