Mr. Ivan Lewis: The DFES has licensed and funded a new Sector Skills Council, Automotive Skills, who are working with the sector's
professional bodies and trade associations--the Retail Motor Industry Federation (RMIF), the Institute of the Motor Industry (IMI)
and the Society of Motor Manufacturers and Traders (SMMT) amongst others--to explore the scope for a coherent response to raising
skill levels across the industry.

Mr. Ivan Lewis: The UK Motor Industry is considering this issue at present. The Institute of the Motor Industry are currently
piloting off-the-job competence testing of technicians and keeping other key partners, including the DTI, the Automotive Skills SSC
and the Consumer Association, informed of progress.

Mr. Ivan Lewis: The statistics collected on training in the motor manufacturing sector do not separate technician training from
training for other employees such as managers. However People Skills Scoreboard, which is a joint Engineering Employers Federation/
Science, Engineering and Manufacturing Technologies publication provides information on general training in the sector.
Participation in the Scoreboard, which is used for benchmarking purposes, is voluntary. For more information on People Skills
Scoreboard see website www.peopleskillsscoreboard.com
Of the larger companies (over 200 employees) taking part in the People Skills Scoreboard, the following firms provide five days per

Sandra Gidley: To ask the Secretary of State for Health (1) which staff are permitted to take impressions to make and fit dentures;

Ms Rosie Winterton: Taking impressions and fitting dentures are part of the practice of dentistry which, under section 38 of the
Dentists Act 1984, may only be carried out by a registered dentist or, in the case of taking impression, by a registered dental
hygienist or dental therapist working under the direction of a dentist. We will shortly be laying regulations before the House which
would empower the General Dental Council to register a new class of dental technician, the clinical dental technician, who would be
able both to supply and fit dentures.
Currently a dental technician who fits dentures is practising illegally. We do not have information on which to base an estimate of
the number of dentures provided illegally. I understand that the General Dental Council has records of 41 cases it has prosecuted
since 1997 involving dental technicians undertaking the practice of dentistry.

Sandra Gidley: To ask the Secretary of State for Health how many dental technicians had the necessary skills to construct dentures
in England in each year since 1997. [195523]
Ms Rosie Winterton: As dental technician is not yet a registrable profession, there is no official record of their numbers or
competencies. We estimate that, since 1997, the number of dental technicians who are capable of manufacturing or contributing to the
manufacture of dentures has remained fairly constant at about 9,000. Subject to the approval of an Order to be made under Section 60
of the Health Act 1999, we plan to give the General Dental Council powers to register dental technicians early in 2005.

Dr. Pugh: To ask the Secretary of State for Health what plans the Department has to review the role of denturists within the NHS;

Ms Rosie Winterton: The practice of denturism is currently illegal in the United Kingdom, but the Department is working with the
General Dental Council (GDC) to provide for the registration of appropriately trained clinical dental technicians (CDTs). On
30 July we issued for consultation a draft of an Order which, with other amendments to the Dentists Act 1984 to modernise the
regulation of dentistry, would give the GDC the necessary powers. Comments on the draft are requested by 30 October and it
will subsequently be laid before Parliament for debate under the affirmative procedure. Subject to approval, we expect the Order to
come into force during 2005.

Mr. Hutton: This data is not collected by London borough. However the boundaries of primary care trusts (PCTs) are co-terminous with
London boroughs.
The table shows the number of non medical staff employed in each of the London national health service trusts including Havering
Primary Care Trust.
The non medical staff grouping includes nurses, health care assistants, technicians, administration staff etc. but does not include
doctors employed in either the acute or primary care sector.

Mr. Hutton: Specific information is not collected on the number of vacancies for hearing aid technicians; they are included in the
physiological measurement staff group. The table shows the number of vacancies lasting three months or more for physiological
measurement staff by Government office region as at March 2003.

Dr. Julian Lewis: To ask the Secretary of State for Defence for what reason the title of engineering artificer is to be replaced by
that of engineering technician in the Royal Navy; what consultations were undertaken with non-commissioned Royal Naval personnel
before the decision was taken; and if he will make a statement on the future of engineering apprenticeships in the Royal Navy.

Mr. Caplin: The title Artificer no longer adequately describes the professional role that those personnel undertake in the modern
Navy. Replacing it with Engineering Technicians will align the Navy with the standards of competence published by the Engineering
Council United Kingdom, and refresh the image of this key role against increasingly competitive recruitment market forces.
There has been wide consultation with Royal Navy Engineering Branch personnel of all ranks and rates during this review, covering
all aspects of the proposals, including the title change.
It is expected that satisfactory completion of Technician training will be recognised by the award of a Foundation Degree, providing
the opportunity, for those who wish, to study to Bachelor Degree level, thereby enabling them to aspire to accreditation as
Incorporated Engineers. The quality of the skilled, technically trained men and women provided to support the Fleet will be
undiminished.

Mr. Hutton: The estimated average earnings of national health service laboratory technicians was £17,900 in 1997, increasing to
£23,400 in 2003. These figures are based on the average earnings of medical laboratory scientific officers and medical laboratory
assistants. Equivalent information about the pay for cleaners in the NHS cannot be separately identified from the pay of other
support staff.

Ms Rosie Winterton: No figures are available for the number of dentures made or sold by clinical dental technicians. I refer the
hon. Member to the reply given to the hon. Member for Sutton and Cheam (Mr.Burstow) on 9 February 2004, Official Report,
column 1203W, with regard to the number of prosecutions and convictions for illegal dental practice. Information is not available on
whether harm was caused to the patient involved, but I understand that the General Dental Council's decision to prosecute is usually
prompted by a complaint from a patient.

Mr. Simon Thomas: To ask the Secretary of State for Health (1) what plans he has to offer training programmes to prospective

as valid training for the role of clinical dental technician; [161299]
(3) how long the process of registering as a clinical dental technician will take; [161300]
(4) when the first UK trained clinical dental technician will be able to practise in the UK. [161301]
Ms Rosie Winterton: The Department is working with the General Dental Council (GDC) to provide for the registration of appropriately
trained clinical dental technicians (CDTs). An Order to amend the Dentists Act 1984 is being drafted under Section 60 of the Health
Act 1999 which, after the necessary consultations, will be laid before Parliament later this year for debate under the affirmative
procedure. The GDC will then decide which qualifications will make clinical dental technicians eligible for registration, what
account should be taken of any training acquired overseas and the timetable for implementation of the new arrangements. It should be
possible for registration to commence in 2005. When the qualifications required are established, we will alert national health
service workforce development confederations to the training requirements for this new class of professional complementary to
dentistry.
