Data at specific constituency level are not available. The numbers of robbery and burglary offences recorded by the police, from 2002-03 to 2006-07, for each Crime and Disorder Reduction Partnership (CDRP) in London are given in the following tables.The following tables show the number of defendants found guilty at all courts for burglary and robbery in Greater London for the years 2001 to 2005, and is taken from the court proceedings database held by the Office for Criminal Justice Reform. Data for 2006 will be available in November this year.Caution must be taken in comparing recorded crime statistics with convictions statistics as these are from two different databases and recorded in quite different ways. Recorded crime data is provided on a financial year basis and counts offences whereas court proceedings data are on a calendar year basis and count offenders. Therefore, these two separate data-sets are not directly comparable.

No data on the costs of publicly-funded CCTV cameras operating on a local or on a national level are centrally held by the Home Office.Previously, closed circuit television (CCTV) has been provided using a range of national and local funding streams. The principal fund has been the crime reduction programme from 1999 to 2003 which invested £170 million in CCTV schemes.Currently, crime reduction funding is allocated directly to local authorities through the Safer Stronger Communities Fund These funds finance a variety of interventions, including CCTV, to tackle local crime priorities.Funding allocations are local decisions and are the responsibility of individual partnerships.

The latest data available for breaches of antisocial behaviour orders (ASBOs) and custody are for 2003. The figures show that only 134 people in total in England and Wales between 2000 and 2003 were sentenced to custody for breach of ASBOs alone. In all other cases, they were convicted for other offences at the same time.

Information on charging is not held centrally.Information on the number of males and females prosecuted, and convicted for (A) drunk and disorderly behaviour, (B) driving after consuming alcohol or taking drugs and (C) causing death by dangerous driving when under the influence of drink or drugs in each London borough, for the years 2001 to 2005 can be viewed in tables A to C respectively.In addition, penalty notices for disorder (PNDs) may be issued for the offence of being drunk and disorderly. No admission of guilt is required and payment of the penalty discharges all liability to conviction of the offence.PND data held centrally are at Metropolitan and City of London Police Force area level only. The number of PNDs issued in these two areas for being drunk and disorderly was 3,928 to males and 499 to females in 2004, and 2,768 to males and 392 to females in 2005.Detailed information on court proceedings including convictions, cautions and PNDs for 2006 will be published in the autumn of 2007.

Data on the number of defendants aged 10 to 17 years who were found guilty at all courts for the offence of being drunk and disorderly, broken down by gender and London court area for the years 1996-2005, are provided in the table.Additionally, suspects age 16 or over may be issued with a Penalty Notice Disorder (PND) for drunk and disorderly behaviour. Paying the penalty discharges all liability to conviction of the offence.In Greater London there were 51 PNDs issued to males aged 16 to 17 in 2004 for being drunk and disorderly in a public place, with four issued to females. These figures rose to 74 for males and 10 for females in 2005. Detailed information on court proceedings including convictions, cautions and PNDs for 2006 will be published in the autumn of 2007.

Available data relate only to offences where firearms have been fired, used as a blunt instrument against a person or used as a threat. The number of firearm offences (excluding air weapons) recorded by the City of London and Metropolitan police between 1996 and 2005-06 is given in the tables. Data cannot be broken down by London borough. Police force area breakdowns for firearm offences recorded during 2006-07 will be published in a future supplementary volume to the recent ‘Crime in England and Wales 2006/2007’ Home Office Statistical Bulletin.From the information collected on recorded crime it is not possible to identify those offences where knives or other offensive weapons were used, since details of the individual circumstances of offences are not recorded. From April 2007 police forces are providing data on knife-enabled grievous bodily harm and robbery offences.

[holding answer 4 July 2007]: Data for the number of fatalities caused by knives and sharp instruments is not available at borough level. The following table gives figures for the Metropolitan and City of London police force areas. Figures for the number of serious injuries caused by knife attacks are not currently available. However, new data collection arrangements from April 2007 will provide more detailed statistics on knife related violence. The British Crime Survey reports that knife crime as a proportion of all violent crime is broadly stable at 6-7 per cent.There is, of course, grave concern at the recent tragic incidents involving young people and knife crime. Work on tackling knife crime is being taken forward through the Home Secretary's round table on guns, knives and gangs, which has developed an action plan focussing on the themes of policing, powers and prevention. Legislation has recently been tightened in relation to knives, with the doubling of the maximum sentence for possession of a bladed instrument in a public place without good reason from two to four years. In April, a new offence of using someone to mind a weapon (including a knife) was introduced; and in May school staff were given powers to search pupils for knives.On 26 June, in conjunction with the Association of Chief Police Officers, we published guidance on tackling knife enabled crime, to provide police officers with a menu of options which they might use in their area. We also support police work to tackle knife crime such as Operation Blunt, run by the Metropolitan police, and Operation Shield, run by the British Transport Police, which uses search arches and other technology to search people travelling on the transport network with weapons.We recognise that policing and legislation are only part of the picture, however, and are also supporting educational projects such as the Be Safe programme, which helps young people understand the risks and consequences of carrying knives, and the Damilola Taylor Trust's "Respect Your Life, Not a Knife" campaign, which is encouraging young people to pledge not to carry weapons. We are also supporting local community organisations working to tackle knife crime through our Connected Fund. The sixth round of the fund was recently completed, and funding is now being provided to more than 100 projects in England and Wales to support local work.

Operation Foist was an initiative of the Metropolitan Police that targeted uninsured drivers as a means of improving road safety and reducing criminality. The Metropolitan Police arranged for a review of the initiative’s effectiveness to be carried out and I am arranging for a copy of this to be placed in the Library.

We do not collect this information centrally. Local authorities, among other partners, are encouraged to provide matched funding to enhance community safety. Partnership working is key to successful delivery of neighbourhood policing and the more matched funding forces acquire, the better placed they will be to invest further in policing their local communities.
