The 2011 Budget announced a £630 cash increase in the personal allowance for under 65s to £8,105 in 2012-13 (£240 above expected RPI indexation), with an equivalent reduction in the basic rate limit to leave the higher rate threshold unchanged.As a result of these measures, the Government estimated that in 2012-13 260,000 of the lowest income taxpayers will be removed from tax altogether. Information at Government office region is provided in the following table.
These estimates are based on the 2007-08 Survey of Personal Incomes, projected to 2012-13 using economic assumptions consistent with the Office for Budget Responsibility's March 2011 economic and fiscal outlook.The 2012 Budget announced a £1,100 cash increase in the personal allowance for under 65s to £9,205 in 2013-14 (£850 above indexation).As a result of this measure the Government estimates that in 2013-14 844,000 of the lowest income taxpayers will be removed from tax altogether. These estimates are based on the 2009-10 Survey of Personal Incomes, projected to 2013-14 using economic assumptions consistent with the Office for Budget Responsibility's March 2012 economic and fiscal outlook.Reliable estimates are not available at parliamentary constituency level due to greater uncertainties in projections for small geographical areas and small sample sizes.The Government are committed to supporting lower and middle income earners by raising the personal allowance to £10,000, and removing the lowest income individuals out of income tax. Decisions on future changes in the personal allowance will be taken as part of the annual Budget process in the context of the wider public finances.

The pupil premium was introduced in April 2011 and allocations have so far been made for the 2011-12 financial year only. For 2011-12 the pupil premium funding is £488 per pupil in respect of pupils known to be eligible for free school meals (FSM), and for children in care who have been continuously looked after for at least six months and £200 per pupil for those whose parents are serving in the armed forces.In 2011-12 the total pupil premium allocation for schools in Woking was £596,000, in respect of 1,370 eligible pupils. This includes pupils 1,120 eligible for the deprivation premium, and 249 pupils eligible for the service premium.In 2011-12 the total pupil premium allocation for Surrey local authority was £5,944,000, in respect of 12,740 eligible pupils. This includes pupils 11,371 eligible for the deprivation premium, 422 eligible for the looked after premium and 945 eligible for the service premium.The allocation for each school in the Woking constituency for 2011-12 is shown in the following table. It is not possible to present at school level eligible looked-after children, service children and FSM pupils recorded on the Alternative Provision census. This is because of the way we collect data for these pupils and for data protection reasons.

Each local authority receives funding from government grants directly to that authority, but also receives funding received through Surrey county and Surrey police authority.The definition of central Government grant used here is the sum of formula grant (revenue support grant and redistributed non-domestic rates), specific grants inside Aggregate External Finance (ie revenue grants paid for council's core services), Area Based Grant, and Police Grant.These figures do not reflect the income from council tax, nor do they illustrate the revenue spending power of local authorities.

The south-east stands to gain from the wide range of opportunities created by the 2012 games, through businesses winning games-related work, increased tourism and cultural celebrations. Some examples of how Surrey and Woking constituency in particular will benefit from the games are given as follows."The Olympic Delivery Authority (ODA) has awarded contracts to over 230 direct suppliers in the south-east. Examples of companies based in your constituency that have supplied the ODA include Jointing Technologies and Mouchel Parkman Services Ltd. Also Allenby Coach Hire from Warlingham, who are providing transportation for the Olympic Family during games time, along with numerous other providers from across the UK. Other companies such as Land and Water Services from Guildford have delivered several contracts, including water drainage at the Olympic Park.""Information on businesses that have directly supplied the ODA is available in the business section of the London 2012 website at the following link:""http://www.london2012.com/get-involved/business-network/oda-suppliers/index.php""This information does not include contracts further down the supply chain, in tiers two, three and so on, which are awarded by the tier one contractors and not by the ODA.""So far 26,301 companies in the south-east have registered on Competefor (the website where London 2012 contract opportunities are advertised), and over 550 contracts have been awarded to Competefor suppliers in the south-east.""To date, 3,485 schools and colleges in the south-east have registered for the London 2012 Organising Committee's (LOCOG) London 2012 education programme Get Set. Ideas include having five themes that represent the five Olympic rings—music, dance, language and literature, visual arts and sports.""Pre-Games Training Camps (PGTCs) will also provide an opportunity to create further economic benefits, including inward investment, through the international attention that will follow. The south-east has 30 PCTCs confirmed so far. Notably, the Singapore National Olympic Committee will be located at Surrey Sports Park in Guildford and several international cycling teams will base themselves at hotels throughout Surrey, to enable training on the road route, ahead of the races. Over 1 million people are expected to visit Surrey to watch the road cycling. To enhance visitor experiences, Surrey council is recruiting up to 450 local volunteers."

The Environment Agency continuously monitors river flows of the major rivers in Surrey and West Sussex. River flows are compared to long term averages, mapped and summarised in monthly Water Situation Reports on the Environment Agency's website:"http://www.environment-agency.gov.uk/"The last 15 months in Surrey and West Sussex have been the driest since 1996. However, despite the impact of rain in December, the Rivers Ouse, Adur, Cuckmere and Arun in Sussex and the Mole and Wey in Surrey are either "low" or "notably low" when compared to average flows for this time of year. Low river flows can affect water supplies, business and the environment. The Environment Agency continues to work closely with local communities and the water supply companies to minimise the impact.The Environment Agency completed a detailed screening of water abstractions in West Sussex and Surrey, as part of the Restoring Sustainable Abstraction initiative. This did not highlight any significant issues, and there is no evidence that unsustainable abstraction is an issue affecting river flows in West Sussex and Surrey. The current low flows being measured and reported by the Environment Agency on their website are caused by the period of significantly dry weather we have been experiencing in the South East.More broadly the Environment Agency is taking action to investigate and identify solutions to unsustainable abstraction. On 8 December 2011, I launched a new approach to water management as set out in Water for Life, the Water White Paper. In particular it includes a package of measures to help us do this more efficiently and promote increased trading of abstraction licences to support economic growth.

Statistics are not kept centrally on the population or geographical spread of people in each local justice area. It is proposed that only work currently heard at Woking from Runnymede will transfer to Staines, which is around 20 minutes by bus. The remaining two-thirds of work will be transferred to Guildford, which is 6.4 miles from Woking (20 minutes by car; eight minutes by train). Further analysis of travel times will be undertaken during the consultation period.

Central Government became responsible for the magistrates courts in 2005 upon the formation of HM Courts Service. Limited information is available for the period before that. 20 years ago there were magistrates courts in: Camberley, Chertsey, Dorking, Epsom, Farnham, Guildford, Godstone, Redhill, Staines, Walton, and Woking.Magistrates courts continue to sit at Guildford, Redhill, Staines and Woking.

The clerks to the justices for Surrey between 1979 and 2009 were:"In the period 1979 to 1989 there were six justices' clerks, three of whom were solicitors and three were barristers.""In the period 1990 to 1999 there were four justices' clerks, one of whom was a solicitor and three were barristers.""In the period 2000 to 2009 there was one justices' clerk who was, and still is, a barrister."The justices' clerk is the principal legal adviser to the magistrates and the provider of consistent legal advice throughout their clerkship. Decisions on the numbers of justices clerk before 2005 were taken by Magistrates Courts Committees in consultation with magistrates. The position of justices clerks was reviewed in 2007 when the number of clerkships was reduced from 70 to 49.

Data for the periods 1980 to 1995 are no longer retained. On average, there were 422 magistrates per year in Surrey during the period 1996 to 1999.Despite an extensive search, it was not possible to locate data for the year 2000 in the archives. On average, there were 367 magistrates per year in Surrey during the period 2001 to 2009.
