Tackling affordability is this government’s number one priority. The Government acted at last year’s Budget by taking on average £150 of costs off energy bills, with those decisions now factored into bills for the years to come
The recent rise in the price cap announced by Ofgem will be deeply concerning news for families. That is why we are doubling down on our mission for clean power to get us off the rollercoaster of fossil fuel prices and onto clean, homegrown power to bring down bills for good
In addition, around 6 million households in Britain will have benefitted from our expanded £150 Warm Home Discount this winter, which will remain in place for the rest of the decade. We understand that the developments in the Middle East are concerning: we will continue to monitor the situation ahead of the winter and plan for all contingencies.

To ask the Secretary of State for Energy Security and Net Zero, what assessment he has made of the effectiveness of consumer protection arrangements for households affected by defective work carried out under Government-backed home energy improvement schemes.
Failures in the Energy Company Obligation 4 and the Great British Insulation Scheme highlighted significant weaknesses in the consumer protection framework for home upgrades. Government has subsequently worked closely with the Retrofit System Reform Advisory Panel to gather further insight from industry, regulatory and consumer protection experts on the strengths and weaknesses of the current system.
Based on this evidence, the government view is that the consumer protection system requires fundamental reform. We are currently consulting on proposals to strengthen arrangements that will protect households from defective works. The consultation, published on Gov.uk, is open until 10 September 2026.

Failings in Energy Company Obligation 4 and the Great British Insulation Schemes highlighted weaknesses in consumer protection for home upgrades. There was a clear commitment in the Warm Homes Plan to learn from past failures and take decisive action to ensure consumers are properly protected in future schemes.
To put this vision into practice, we are consulting on options to strengthen the oversight of the consumer protection system. The consultation, available on Gov.uk, closes on 10 September 2026. This feedback will inform an assessment of the likely impacts of the proposed reforms, including on instances of defective works.

To ask the Secretary of State for Energy Security and Net Zero, what consumer protections are in place for households experiencing problems arising from work carried out under Government-backed home energy improvement schemes.
Work under Government–backed schemes requires TrustMark registration and needs to comply with PAS 2035/2030 and MCS arrangements.
Where work under Government-backed schemes falls short, installers are responsible for putting it right. Consumers can raise concerns through their installer, scheme provider or certification body, and may access TrustMark dispute resolution and installation guarantees where applicable. We are currently consulting on reforms to simplify the system, strengthen oversight, and provide clearer routes to swift remediation and redress.
The consultation proposes to create a single, end-to-end consumer protection service, accountable to government, providing advice, case management and support for consumers.

The Department takes the report's findings seriously. It sets out connected, systemic failures in the design and operation of some schemes. The consumer protection system was overly complex, with fragmented roles and accountability. Government oversight was too weak to identify problems sooner.
The Department's assessment is that these failures were systemic rather than isolated. We have suspended the worst-performing installers, contacted affected households, and made original installers liable for repair costs.
We are reforming the system and applying the lessons to the Warm Homes Plan.

To ask the Secretary of State for Energy Security and Net Zero, what powers the proposed consumer protection service will have to compel installers and delivery partners to undertake remedial works.
We are consulting on proposals to strengthen consumer protections for home upgrades delivered through government schemes through Government oversight of the market.
This includes introducing contractual arrangements between a new Government-led service and delivery partners, setting clear performance expectations and technical standards for installers, retrofit professionals and certification bodies. Non-compliance could result in suspension or removal from schemes, and referral to regulators for statutory enforcement.
We are seeking views on measures that would improve enforcement and compliance.
The consultation closes on 10 September 2026.
