The Department has put in place a considerable programme of reforms and improvements across a wide range of policy areas since 1997 to help improve the quality of life for local communities. These include broadening enforcement tools to tackle litter, dog fouling, noise and fly-posting. The issuing of Fixed Penalty Notices for Islington in each of these areas are as follows.
Islington also has the power to impose Fixed Penalty Notices for dog fouling, graffiti, fly posting and noise. No notices have been issued by Islington for these offences. Improved monitoring tools and resources have also been introduced to help local authorities to manage local environmental quality issues at a local level, respond to local needs and target resources more effectively and efficiently.The main source of funding for local authorities' waste management services is the Environmental, Protective and Cultural Services (EPCS) block of annual Government grant. It is for the local authorities to decide what proportion of the block is invested in waste management services, including recycling. Funding is also provided from a variety of other sources to support recycling, the amounts allocated are set out in the table.
My Department is responsible for the Warm Front Scheme, which is the key tool for tackling fuel poverty in the private sector in England. Since its launch in June 2000 it has assisted more than one million households with a range of insulation and heating measures and energy efficiency advice.The number of households that have been assisted by the Warm Front scheme in Islington South and Finsbury, each year since June 2000 areas follows.
In general, Defra collects information on a local authority basis rather than a constituency basis so not all information provided in this reply is specific to the Islington South and Finsbury constituency. The information provided reflects a significant proportion of Defra activity in this area, but may not be exhaustive.

Sir Irvine Patnick: To ask the President of the Board of Trade what is the United Kingdom share of Japanese investment in Europe;
how many jobs have been safeguarded since 1979 as a result of inward investment; and if he will make a statement. [21365]
Mr. Greg Knight: The United Kingdom is the No. 1 location in the EU for inward investment with the latest OECD figures available
showing that in 1994 the UK had over 40 per cent. of all Japanese investment in the EU. Since 1979 my Department's Invest in Britain
Bureau has recorded over 462,000 safeguarded jobs associated with inward investment. This is an enviable record which we are
determined to maintain in the face of increased competition in Europe to international investment.

Mr. Luff: To ask the President of the Board of Trade if he has yet considered the business plans of the English regional development
organisations; and what level of financial support he proposes to offer for 1997-98. [21558]
Mr. Greg Knight: I have studied the current performance and future plans of the existing eight English regional development
organisations. I am pleased to say that they continue to make a significant contribution to the work of my Department's Invest in
Britain Bureau, and to the overall success of the United Kingdom in attracting inward investment and in particular to their region's
performance. I have also had detailed proposals for the establishment of new regional development organisations in the east and
south-east of England. Taking all this into account I have today offered a total of £10,47 million in grants for the inward
investment promotion activities of the existing regional development organisations for 1997-98 and to establish the two new ones in
the east and south-east who are being offered grants of £505,000 each.
This represents an 18 per cent. increase in total RDO grants to enable the UK to remain competitive in promoting its locational
advantages in the fact of increasing competition for mobile inward investment projects. I have allocated the grant aid as follows:

Grant is offered on an annual basis according to past performance, ability to absorb additional funding effectively, and for an
agreed programme of future activities, with proper regard to value for money. It is Government policy to encourage direct inward
investment to the UK because it contributes significantly to economic growth. Inward investment brings benefits both to the country
as a whole and more specifically to the assisted areas. The creation of new regional development organisations in the east and
south-east of England completes the coverage of the UK map with such organisations and will greatly assist our efforts to attract
inward investment.

Mr. Greg Knight: [holding answer 13 March 1997]: It is not possible to give figures for structural and cohesion funds receipts for
the period 1997-99 by member state, since these will depend upon the rate of implementation of each of the member state's SCFs
programmes. Forecasts of gross allocations by member state for the period 1994-99 are available, however. These are shown in the
table, expressed as an average sum per day. These allocations will be partly offset by the contributions each member state makes to
the total SCFs budget, but the size of these contributions, for 1997-99, will not be known until 1999.

Mr. Jamieson: To ask the President of the Board of Trade if he will make a statement on the decision of the South West industrial
development board not to award a regional selective assistance grant to Synex Ltd. in July 1995. [19469]
Mr. Greg Knight: The role of regional industrial development boards, such as the SWIDB, is to provide independent advice on
applications for RSA. The decision whether or not to award a grant rests solely with the Secretary of State for Trade and Industry,
who in the south-west is represented by officials at the Government office for the south-west. Each application for regional
selective assistance is determined on its merits against the common criteria for the scheme. The project as presented to GOSW was
judged not to have satisfied the criteria and therefore the GOSW properly decided in May 1995 not to award a grant to Synex. This
decision was confirmed in July 1995 following an appeal by the applicant.

Mr. Robert Banks: To ask the President of the Board of Trade what estimate he has made of the number of jobs created through inward
investment by overseas companies in (a) North Yorkshire, (b) west Yorkshire and (c) the north of England during the last five years.

Mr. Knight: We expect 11,671 new jobs to arise from inward investment projects in the north of England notified to the Invest In
Britain Bureau where decisions were taken during the financial year 1995-96. These figures are a combination of returns from
north-east England, north-west England and Yorkshire and the Humber.
The Yorkshire and Humberside development agency has estimated that the number of jobs created through inward investment was 80 in
North Yorkshire and 1,619 in west Yorkshire.
