My Lords, having come from home yesterday, I can say to the noble Lord that there was a great deal of rain around there too. A lot of the roads and pavements were flooded. Until this drought is over, we may have to put up with that. As for the provision of waders to noble Lords, a few years back there was a project of issuing umbrellas. That was not a success as most of them disappeared rather quickly, largely on account of the fact that they had the House of Lords logo on them. I believe that they could be found on eBay relatively inexpensively.

My Lords, during last week's heavy rain, much of the new footpath across Abingdon Green was under water, as was the area in front of Old Palace Yard. Can the Chairman of Committees do something about the drainage in those areas? In the mean time, if we have any more warnings of severe rain, could those of us who do not have offices in the palace be issued with waders?

All those require facilities for contractors on the estate, which on the whole means portacabins. I am afraid that they will be around for as long as is required. As for other bits of tidying up, we obviously do our best to make sure that there is not too much clutter in the courtyards but it probably is an inevitable result of the great deal of work that is going on elsewhere.

My Lords, this is somewhat of an end-of-term Question but I am delighted for the Chairman of Committees to announce the plans for cleaning the seven internal courtyards of the Palace of Westminster. For 15 years, it has struck me as a great pity that, while two or three had been cleaned, the majority in the middle were a dirty mess. I would just comment that we have had announcements of cleaning, but what about tidying up?

That is an interesting suggestion. I am old enough to remember the great London smogs that caused this damage to the building in the first place, and therefore on the face of it the noble Lord's suggestion is a good one. However, I would resist it because of the damage being done to the building as of now, and therefore it is necessary to get on with cleaning and repairing it.

My Lords, I wonder if I might return to the subject of the original Question. Will the noble Lord consider retaining one of our courtyards in an uncleaned state as a permanent reminder to all of us of the casual environmental damage we sometimes cause, which reveals itself only many years after we have caused it?

The Parliamentary Archives, which is leading on the commemoration for both Houses, will be marking the 200th anniversary of the assassination of Spencer Perceval with a display of records and artwork in the Royal Gallery, which will run from early May to mid-August 2012. The display will be seen by visitors to Parliament on the visitor route throughout the summer. On the day of the anniversary there will be other activities including new web pages on the Living Heritage section of the parliamentary website, a Twitter feed, and a lunchtime talk by the Clerk of the Records. The Archives will also be participating in a BBC Parliament programme on the assassination, which is currently under discussion.
Such matters are a core activity of the Parliamentary Archives, working with the Information Office, and are reflected in published business plans. The marking of this anniversary has been in the Parliamentary Archives' business plan since October 2010, and was first published as a target in the 2011-12 House of Lords business plan (see HL Paper 132, p26). The Clerk of the Records is responsible for all business planning activities in the Parliamentary Archives, and the decision was taken by her after consultation with her public services and outreach team in the course of the usual business planning cycle in summer 2010.

The two staff in Black Rod's department who are not administrative staff or doorkeepers are Black Rod and the Yeoman Usher.
Black Rod's annual salary is disclosed in the annual remuneration report annexed to the resource accounts. For 2010-11 Black Rod's salary fell within the range £85-90,000 full year equivalent. A residence, which is owned by the House of Lords, is provided for Black Rod. The administration pays the annual service charge of £5,458. Black Rod pays for his TV licence, housekeeping and utility bills and council tax. The residence also incurs a personal tax liability.
The Yeoman Usher is paid within House of Lords Band A2 £47,164-£60,221 and is also in receipt of late duty and uniform allowances totalling £3,951.
Executive responsibilities of Black Rod include:
acting as the sovereign's representative within Parliament, taking responsibility for the planning and organisation of all ceremonial events, including the state opening of Parliament and royal and state visits;
managing the residual royal estate;
delivery of Task 3 of the House of Lords Strategic Plan 2010-15 which is to ““Ensure that security arrangements are appropriate to the assessed level of threat and the effective conduct of business; and develop and maintain contingency and business continuity plans so as to minimise the impact of disruption caused by unplanned incidents””;
maintaining access to, and order in, the Chamber and throughout the House of Lords estate;
managing the House's business continuity and contingency planning, chairing the bicameral Business Resilience Group and managing the Incident Management Framework and its training exercises;
sitting on the House of Lords Management Board;
maintaining effective liaison with the Serjeant at Arms in the House of Commons and the Parliamentary Security Director;
managing the police security contract;
overseeing and managing press conferences, filming requests and other events;
advising other departments within the House on security and order;
maintaining the pass access control system and oversight of sponsorship for passes;
managing car parking facilities in the House of Lords estate.
Executive responsibilities for the Yeoman Usher are to act as deputy to Black Rod in all areas of his responsibilities within the House of Lords administration. In particular, he line manages the team of doorkeepers within the House and oversees all personnel and budgetary issues within Black Rod's department.

The main boiler house within the Palace of Westminster comprises a set of three steam boilers. The boilers typically operate with two in use and the third as a standby, thereby providing resilience within the system. There is a single steam pipework distribution system from the plant room which serves the heating and hot water requirements of both Houses simultaneously.

The majority of Select Committees are supported by the Committee Office. The Committee Office forecast outturn for 2011-12 was £3.56 million. The 1st report of the Liaison Committee 2010-12 estimated the additional marginal cost of a new unit of select committee activity as £225,000. This includes the cost of staffing, travel and all administrative costs, including printing.
In addition, certain other Select Committees are staffed outside the Committee Office. For example, the Legislation Office supports the Merits of Statutory Instruments Committee, the Delegated Powers and Regulatory Reform Committee and the Joint Committee on Statutory Instruments, as well as other legislative committees.
The domestic committees are served by staff with other primary duties, and do not generally take evidence in public, travel, appoint specialist advisers or incur any other discretely attributable administrative costs, apart from printing.
Between April 2011 and February 2012, the total cost of printing reports from Select Committees supported outside the Committee Office, and domestic committees, was £57,244 plus a small cost for electronic publishing.

There have been eight known Lyings in State in Westminster Hall. A House of Commons Library note, setting out the details of these Lyings in State, can be found here: http://www.parliament.uk/docurnents/ commons/lib/research/briefings/snpc-01735.pdf.
The seven other Lyings in State have been commemorated with a brass plaque in Westminster Hall, but these have all marked the Lying in State of Royalty or former Prime Ministers. The Lying in State of the passengers and crew of the R101 was of a different nature, and the House does not have any records to indicate whether a plaque was originally planned, or why one was not installed.
The installation of any such plaque would need to be agreed by the three keyholders for Westminster Hall (the Lord Great Chamberlain, the Lord Speaker and Mr Speaker) and I understand that they do not currently have any plans to do this.

The House did not have a specific programme of events to mark this anniversary. However, a number of recent activities in the House have celebrated the work of AWN Pugin.
In October 2011, the House authorities facilitated the filming of a BBC documentary about Pugin's life and contribution to architecture. A considerable element of the programme focused on Pugin's design for the Palace of Westminster, specifically for the House of Lords Chamber and the Clock Tower. The estates archivist and historian in the Parliamentary Estates Directorate appeared in the programme.
On 23 February, the House of Lords (http://twitter. com/#!/UKHouseofLords) issued a tweet with a photograph of the Lord Speaker with a new stamp, celebrating the work of AWN. Pugin, produced by the Royal Mail as part of the Britons of Distinction collection (http://twitpic.com/8nnthy).
On 1 March, the Parliamentary Archives (https://twitter.com/#!/UKParlArchives) also issued a tweet to mark the birth of AWN Pugin. This tweet included a link to the Parliament website, which contains a description of Pugin's work in the Palace of Westminster (http://www.parliament.uk/about/living-heritage/building/palace/architecture/palacestructure/the-architects/).
In addition, the Parliamentary Estates Directorate holds regular conservation and collections awareness days, and the next one will have a strong Pugin theme. This will be held on 28 March and Members and staff are welcome to attend. Further details and instructions on how to book a place can be found on the parliamentary intranet.
Finally, each year the estates archivist and historian usually provides one or two guided tours for the Pugin Society. This year's tours will take place later in the year.

It is not possible to calculate the total energy costs of the Palace for a particular week in the past. Later this year, automatic meter readers will be installed which will allow additional data to be collected in the future. This would allow the total energy costs for the Palace to be calculated for a particular week, although not by House.

The estimated food waste generated by House of Lords outlets in each month since April 2010 is shown in the table below.
The above figures represent prepared unsold food waste at cost value that cannot be reused or recycled. To put this into perspective, total food waste for the period above is 3.2 per cent of total food consumption. The highest proportion of food waste is from the cafeterias and self-service outlets.
Catering and retail services seek to reduce the amount of food waste generated through the use, where appropriate, of pre-prepared ingredients and careful menu management. Food waste is also controlled by reuse, and approximately 50 per cent of unsold prepared food products are either recycled through other outlets or reused (subject to food safety procedures).
Unsold food waste is either bagged or passed through a commercial waste disposal unit which extracts most of the water content, resulting in a dry mass which is bagged. The food waste is currently disposed of as part of the mixed general waste stream. This waste is sent to a local facility where energy is generated from incineration. None of the food waste produced is sent to landfill.
For the future, work is now under way with Parliament's new waste management contractor to increase composting rates for food waste in preference to incineration.

Paper is collected from offices using a two-bin system whereby dry recyclable materials such as paper and cardboard are collected separately from other general office waste. Dedicated paper and cardboard recycling bins are also available in photocopying areas throughout the House. It is not possible to estimate the proportion of Members and staff who use these facilities.
Where possible, paper that is mixed through with general office waste is segregated by the House's waste collection contractor. All paper and cardboard that can be segregated is recycled. Any paper that cannot be segregated is disposed of as general waste and is incinerated to generate energy. No paper or cardboard is sent to landfill.
