Mr. Congdon: To ask the Secretary of State for Transport what changed he has made to London Transport's external finance limits for
1996-97. [21638]
Mr. Bowis: The external finance limits for London Transport for 1996-97 has been increased from £939 million to £964 million to
reflect arrangements for paying grant in respect of Croydon tramlink. The external finance limit for crossrail has been formally
reduced from £14 million to 6 million, reflecting my right hon. Friend's answer of 2 April 1996, Official Report, column 130,
about the project.

Mr. Bowis: As is customary at this time of year, I have today written to Peter Ford, the chairman of London Transport, setting
London Underground's quality of service objective for the year ahead. The table shows those objectives, London Underground's
objectives for 1998-99, which were set last year as part of a package of three-year objectives, and its interim targets for this
year and its performance to the beginning of January.

Mr. Congdon: To ask the Secretary of State for the Home Department if he will make a statement on the Metropolitan Police
Committee's advice on proposed objectives for the Metropolitan police in 1997-98. [21370]
Mr. Howard: Following consultation with the chairman of the Metropolitan Police Committee and the Commissioner, I have approved the
following objectives for the Metropolitan police in 1997-98: (i) To increase the security of the capital against terrorism; (ii) to
solve at least 20 per cent. of burglaries, 15 per cent. of street robberies and at least maintain at the present level detections
for offences of supplying illegal drugs; (iii) to reduce crimes of local concern in identified crime prone areas on every division;
(iv) to improve public reassurance through visible, effective patrolling and problem solving; (v) to improve the briefing, tasking
and debriefing of operational officers; (vi) to equip operational staff with the management information they need to do their jobs;
(vii) to structure our central support services to ensure the best support to operational policing.
These objectives and details of how to address the Government's key objectives for policing are set out in the "Metropolitan Police
Policing Plan 1997-98" which the Commissioner is issuing with my approval. I will be sending copies to all hon. Members whose
constituencies fall wholly or partly within the Metropolitan police district and arranging for copies to be placed in the Library.

Mr. Congdon: To ask the Secretary of State for the Home Department what plans he has to replace the current application forms for
foreign nationals wishing to apply for leave to remain in the United Kingdom. [21371]
Mr. Kirkhope: The current application forms expire on 14 April 1997. Revised versions of the six existing forms have been
prescribed, together with a new form for those applying for an extension of stay or indefinite leave to remain following the refusal
of asylum. These will be valid until 14 April 1998. From today until 14 April 1997 applications may be made on either the newly
prescribed forms or the existing versions. Only the newly prescribed versions may be used for applications made on or after 15 April
1997. The new forms will be available shortly from the application forms unit--0181 760 2233--and copies have been placed in the
Library.

for 1991. Regions have been adjusted as far as possible to allow comparisons between 1991 and 1996, but some differences remain,

Mr. Congdon: To ask the Secretary of State for Health how many (a) GPs and (b) GP practices the Government estimate will become
fundholders from April 1997; and what projections he has made for subsequent years. [20371]
Mr. Malone: A total of 1,714 general practitioners in 646 practices will join the fundholding scheme on 1 April this year. This will
give a total of 15,137 GP fundholders in 4,381 practices. This means that 58 per cent. of people in England will have a fundholder
as their GP from this April.
GPs have until 31 July 1997 to apply to join the eighth wave of GP fundholding.

Mr. Curry: The report was published today and copies have been placed in the Libraries of the House. The desk research had two
objectives: to explore the relationship between tenure and social and economic deprivation; and to identify and map the most
deprived local authority estates according to the index of local conditions. My Department has commissioned a validation exercise on
the results of the desk exercise.

Mr. Congdon: To ask the Secretary of State for Health how many of the (a) primary and (b) community health service projects,

Mr. Malone: On the basis of decisions on community health schemes made so far, some 300 schemes worth £64 million will be funded
through London initiative zone funds in 1997-98; some 70 further schemes worth £10.5 million which are currently funded through
London initiative zone funds will be funded directly by health authorities.
In primary care, the Government have made £20 million available in 1997-98 within the London initiative zone to support the third
year of educational initiatives and work force flexibilities for general practitioners.

Mr. Congdon: To ask the Secretary of State for Transport if he will make a statement on light dues. [19540]
Sir George Young: I am pleased to announce that light dues for 1997-98 will be reduced by about 4.6 per cent. from 43p to 41p net
ton with consequential reductions to other changes. This reduction, coming after four years of stability, takes rates back to below
those established in 1992. It is a clear demonstration of the increasing efficiency of the three general lighthouse authorities.
I am announcing changes to the light dues regulations which are designed to simplify some aspects of collection and will remove the
liability to pay light dues in certain cases. I shall be consulting the industries concerned on other possible changes in the
distribution of light dues.

Mr. Congdon: To ask the Secretary of State for the Environment what Government funding is going to be offered in the areas invited
by his Department and the Department of Health on 31 October 1996 to develop strategies to tackle rough sleeping. [19079]
Mr. Curry: The Government's aim is to ensure that there is no necessity for people to sleep rough. On 31 October last year, I
announced that, following detailed evaluations in 23 areas which were co-ordinated by Shelter on contract to the Department of the
Environment, funding would be offered to support expansion of the rough sleepers initiative to the London boroughs of Hammersmith
and Fulham and Kensington and Chelsea, and to Brighton; and that a new rough sleepers revenue fund would be made available to
support local strategies drawn up jointly by local authorities and voluntary sector agencies to tackle rough sleeping in Bath,
Bournemouth, Cambridge, Ealing, Exeter, Leicester, Manchester, Nottingham, Oxford and Richmond upon Thames. I have received and
considered strategies from each of these areas and have reached decisions on the projects which the Government will support. My
Department, in conjunction with the Department of Health, has today written to each of the local authorities explaining these
decisions in detail, and invitations to bid for funding will be issued shortly to voluntary sector organisations and housing
associations identified in the strategies as potential providers of the services that we have agreed to fund. The Department of
Health will be writing separately to local authorities about funding arrangements under the homeless mentally ill initiative.
My announcement on 31 October last year also referred to expansion of the existing central London rough sleepers initiative zones to
encompass the W1 and W2 postal districts of Westminster. My Department is discussing separately with Westminster city council and
local voluntary sector agencies the arrangements for this expansion, which may result in some extra funding for outreach and
resettlement work.
I am pleased that each of the strategies includes existing or new projects provided by statutory and voluntary sector organisations.
This local input is particularly important as a demonstration of the partnership approach that underlies the success of the rough
sleepers initiative. In some areas, Government funding will be subject to clarification of the local authority housing contribution
to the strategy.
This national programme of Government help is being targeted on areas where the most significant rough sleeping problems have been
identified. Local authorities have an obligation to consider the housing needs of everyone residing in their areas, including people
sleeping rough, and to reflect those needs in their general housing strategies. My Department has produced comprehensive guidance to
enable local authorities to conduct detailed evaluations of the extent of rough sleeping in their areas and to develop effective
strategies to tackle any problems that exist. The Government will consider offering funding to support local rough sleeping
strategies in other areas where a major problem is identified.
I am pleased to announce that Ian Brady, deputy chief executive of homelessness charity Centrepoint, will be joining my Department
on secondment to promote the development of local rough sleeping strategies, in liaison with local authorities and other voluntary
sector agencies. This combination of measures is designed to ensure that there is no necessity for anyone to sleep rough in England.
Copies of my Department's letters to each of the areas being offered funding, including summaries of the strategies and the
Government's response, have been placed in the Library.
