Will the Chancellor be boasting, as he has just done today, to his fellow Finance Ministers about how wonderfully well we are doing and, by implication, how badly they are all doing? In that context, what will he say to the French Finance Minister about the scandal now taking place in France? The following table shows historical and projected carbon dioxide (CO2 ) emissions in million tonnes of CO2 (MtCO2 ) for the UK, EU, USA, Russia, China, India, Japan, Brazil, and Indonesia, together with global emissions.Countries submit emission estimates to the United Nations Framework Convention on Climate Change (UNFCCC). The UK, EU, USA, Russia and Japan are developed country (Annex I) Parties to the UNFCCC, and submit emissions inventories annually; the most recent year for which data are available is in general 2003. China, India, Brazil and Indonesia are developing country (non-Annex I) Parties to the UNFCCC; the most recent data they have submitted is for 1994. Annex I CO2 emissions for 1994 are provided for comparison. The data in the table cover all sectors including land-use, land-use change and forestry. Global emissions are estimated as the sum of those submitted to the UNFCCC in 1994 by 136 participating countries, including all major developed economies, plus an estimated 680 MtCO2 for emissions from international shipping and aviation which are not included in national totals under international reporting guidelines.The UK, EU, USA, and Russia have submitted projections to the UNFCCC for CO2 emissions in 2020, and Japan has submitted projections for 2010. China, India, Brazil and Indonesia have not submitted projections. UK projections are have been updated for consistency with the inventory and projections information published in January 2006. Projections to 2030 are not available for any of the countries, although the UK policy, as set out in the 2003 Energy White Paper, is to put ourselves on a path to a reduction of some 60 per cent. by 2050.

The International Energy Agency provides estimates of projected emissions from use of fossil fuels which indicate, for China and India respectively, increases of about 110 per cent. and about 140 per cent. over the period 1994–2020. Fossil fuels account for the majority of CO2 emissions in China and India but do not include land-use, land-use change and forestry which in 1994 reduced emission from China by about +5 per cent. and increased those of India by about 8 per cent.For Brazil the IEA data indicate an increase of about 120 per cent. in emissions from fossil fuel use over the period 1994 to 2020; however this does not include projections of emissions from deforestation, which accounted for about three-quarters of total CO2 from Brazil in 1994. We do not have projections specific to Indonesia. In total, emissions from world fossil fuel usage, including emission from international marine and aviation, are predicted by IEA to increase by 55 per cent. between 1994 and 2020.

The table shows carbon dioxide (CO2) emissions in million tonnes of CO2 (MtCO2) for the 25 EU member states which are all signatories to the Kyoto Protocol and the percentage change in CO2 emissions between 1990 to 2003. The emissions figures are those reported by parties in 2005 to the United Nations framework Convention on Climate Change (UNFCCC) which is the parent treaty for the Kyoto Protocol. Cyprus and Malta are non-Annex I Parties to the Convention, and as such are not required to submit emissions inventories annually.These figures include emissions and removals from land-use, land-use change and forestry which provides the most complete coverage of carbon dioxide. The figures are not an indicator of progress with commitments under the Kyoto Protocol because the latter take account of emissions of methane, nitrous oxide and the fluorinated gases as well as carbon dioxide, and include only some activities in the land-use, land use change and forestry sector.

EU Budgetary Reform

Ugly rumours are circulating that the Prime Minister is prepared to give away Lady Thatcher's rebate in return for some vague promise or undertaking on CAP reform. Does my hon. Friend not agree that, for once, the Commission has come up with a sensible response to what is, by any account, an utterly absurd proposition? The idea that 16-year-olds should be able to decide who governs the country is so patently absurd that I hope that my hon. Friend will not urge anyone to have a debate on that subject in this place in the foreseeable future.

The Department does not routinely collect information on the amount that individual schools spend from their delegated budgets on core administrative software packages.Becta, the Department's strategic partner for ICT in education, collects some market intelligence, often provided on a commercially confidential basis, as a part of its continuing strategic role in understanding and influencing market activity.From the available information, Becta is able to estimate typical costs, which suppliers derive by taking account of the number of pupils in a school and the range of software being licensed.Becta's understanding of the annual charges applied by suppliers to a typical primary school is:

It is not possible to estimate typical costs for special schools because of the different mix of age ranges of pupils and the scope and complexity of the curriculum structures within a particular school. These factors determine whether a school needs to licence administrative software predominantly covering the needs of a primary school or a secondary school.These estimates do not reflect differences in the functionality and service levels offered by individual suppliers. Any comparisons between these estimates and charges made by a particular supplier must therefore take these into account and be made with caution.In addition to the estimated typical costs shown above, some suppliers also levy charges for services on local authority support teams. Depending on the policy of the education authority, these extra charges may be passed on to schools.
