Mr. Boswell: Yes. This is already Government policy, but I am not aware of any moves by the European Union which would affect
gardeners, allotment holders and market gardeners.

Mr. Booth:: To ask the Secretary of State for National Heritage if she will make a statement about the provision of sports grounds
in England. [16696]
Mr. Sproat: The policy document, "Sport: Raising the Game," made clear our commitment to ensure that the best possible sporting
facilities are in place to enable sportsmen and sportswomen to reach their full potential, and to develop sport at its grassroots
level. The national lottery is already making a significant contribution supporting more than 2,500 projects totalling some £440
million to date.

Mr. Booth: To ask the Secretary of State for Social Security what plans he has to make changes to the administration of the
discretionary social fund. [17969]
Mr. Roger Evans: My right hon. Friend the Secretary of State is introducing minor amendments to his directions and guidance on the
help available from the discretionary social fund. These changes, which will take effect from 7 April, include amendments in
consequence of the introduction of the Housing Act 1996 and the Housing Grants, Construction and Regeneration Act 1996, in England
and Wales, and the Children (Scotland) Act 1995. They also include a range of other minor improvements, the need for which we have
identified in the course of our routine monitoring of the social fund.
Details of these changes have been placed in the Library.

Mr. Booth: To ask the Secretary of State for National Heritage what plans she has to encourage more people to visit important
heritage sites. [12240]
Mr. Sproat: My Department, principally through the Historic Royal Palaces agency and English Heritage, is continually striving to
develop its historic properties to make them more attractive and accessible to visitors. The Historic Royal Palaces agency has
recently completed a programme of major improvements at its properties, and an additional £15 million will be spent on further works
over the next two years. English Heritage is undertaking a range of initiatives at its most visited sites, such as new exhibitions,
audio tours, and an increasing use of foreign language tours--all designed to encourage both domestic and overseas visitors.

national importance in the cities of London and Westminster. [7620]
Mr. Sproat: Responsibility for the safety of old buildings of national importance lies principally with their owners. Where the
buildings are in public use, or where the public has access, the local authority has responsibility for ensuring that the buildings
meet current health and safety standards. Government Departments are individually responsible for the safety of those historic
buildings which they occupy.

Mr. Booth: To ask the Secretary of State for Northern Ireland what assessment he has made of the current level of IRA terrorist
risk. [7329]
Sir John Wheeler: Our assessment is that the Provisional IRA is capable of mounting a sustained terrorist campaign both in Northern
Ireland and elsewhere and that there is currently a high risk of attack from PIRA. The security forces remain vigilant to prevent
such attacks, and have achieved a number of important recent successes.

Mr. Lilley: I have recently received only one representation in favour of allowing people to claim the state pension from age
60--from the hon. Member for Peckham (Ms Harman). To reduce the minimum age for claiming State pension to age 60 without increasing
the burden on the taxpayer would mean that a single person would have a cut in their basic pension of £20 a week for the rest of
their life.
