Mr. Jack: The ratio of income tax receipts to GDP was 11 per cent. in 1978-79. The Budget forecast of the corresponding ratio in
1997-98 is 9 per cent. Over this period, the basic rate of income tax will have fallen from 33 per cent. to 23 per cent.--the lowest
headline rate for nearly 60 years.

The Deputy Prime Minister: The Government have today published the 1996 next steps review, Cm 3579, which has been laid in both
Houses. This review, the seventh in the series, brings together performance and trend information on 109 executives agencies and the
executive units of HM Customs and Excise and the Inland Revenue operating in 1995-96 and details of next steps developments up to
the end of 1996.
The publication sets out some impressive results flowing from the Government's managerial reforms of the civil service. It also
shows that there is scope for further improvement and describes the Government's approach for bringing this about, through better
assessment and benchmarking of the performance of agencies and their targets, the identification and spread of best managerial
practice, including that in the private sector, and action on the areas needing attention.
The 1996 next steps review opens up for scrutiny a wealth of data and comment on the executive work of the civil service and
provides a valuable source document and commentary on management issues.

Mr. Streeter: On 10 December 1966, in response to a question from my hon. and learned Friend the Member for Burton (Sir I.
Lawrence), Official Report column 96, I set out the Lord Chancellor's plans for the Advisory Board on Family Law which will provide
independent advice on the implementation and operation of the Family Law Act 1966.
The Lord Chancellor has now appointed Sir Thomas Boyd-Carpenter to be the chairman of the Advisory Board on Family Law and the
following people to be members of the board: The Honourable Mr. Justice Wall Naomi Angell Dr. Carole Kaplan Dr. Janet Lewis Suzan

Mr. Freeman: I have decided that Apax Partners and Co., the proposed acquire of the support services division of the Defence
Evaluation and Research Agency, should be granted exclusive access to further information about custody services, with a view to its
supporting a final bid for the business. Three other indicative offers were submitted, but I considered these to be unacceptable as
they did not meet the objectives for sale. The bid for custody services will be compared with the option of retaining the business
in the public sector.

Mr. Tim Smith: To ask the President of the Board of Trade what was the outcome of the Energy Council meeting on 3 December. [8632]
Mr. Page: The Council considered several issues and received reports from the Commission on matters of interest. My right hon. and
noble Friend the Minister for Energy, represented the United Kingdom.
A policy debate was held to discuss the way forward on a proposal to liberalise the gas market. The Council recognised the
presidency's compromise proposals as an important step in the right direction and as a good basis for progress in further
discussions. There was considerable convergence of views on the four key issues of public service obligations, unbundling and
transparency of accounts, access to the system and take or pay contracts. The Council agreed that further work was required in order
to ensure a rigid conclusion of this proposal under the Dutch presidency, due to end in June 1997.
The Council discussed a proposal for a Council regulation establishing a multi-annual programme to promote international
co-operation in the energy field-- SYNERGY--and asked for work on this dossier to continue.
A debate was also held on renewables following a Commission presentation on an EU strategy. Lord Fraser stressed that renewable
forms of energy had to be both economically attractive and environmentally acceptable if they were successfully to penetrate the
market.
Council conclusions were agreed on a Committee report on oil supply, refining and markets in the Community. The conclusions welcomed
the report and asked the Commission to undertake studies and continue to monitor and analyse the situation in close co-operation
with member states.
Conclusions were also agreed on the energy dimension of climate change. They recognised the contribution of energy policy to the
climate change debate and asked for reports to be made on progress in this area including on the negotiations on a protocol in the
framework of the UN convention on climate change.
On deregulation, the Council endorsed a report from the Commission on the review of Community energy legislation which will enable
several legislative acts to be repealed.
The Council reached a common position on a proposal for a Council and European Parliament decision amending the guidelines on
trans-European energy networks, updating the list of projects of common interest.
The Council agreed the decision on the conclusion of the energy charter treaty.
The Commission gave a presentation on a proposal for a council decision on the organisation of co-operation around agreed Community
energy objectives. The Commission also gave progress reports on the energy dimension of the Euro-Mediterranean partnership, the
proposed electricity liberalisation directive, the proposed decision on a multi-annual programme for the promotion of energy
efficiency in the Community--SAVE II--and the proposed directive on rational planning techniques in the electricity and gas sectors,
and gave information on the auto-oil programme.

Sir John Wheeler: Up to 30 November 1996 the RUC have seized 70,931 ecstasy tablets, 147 kgs of cannabis resin, 5,871 gms of herbal
cannabis, 2,116 LSD tablets, 13 kgs of amphetamines, 237 gms of cocaine, 137.5 gms and 1,175 tablets of opiates, including heroin.
During the same period Customs and Excise have seized 4,295 tablets of ecstasy, 10,044 kgs of cannabis resin, 43 gms of herbal
cannabis, 120 gms of cannabis resin--space cake-- one cannabis joint, 200 tablets of LSD, three amphetamine wraps, 2 gms of heroin
and 3 gms of psilocin--magic mushrooms.

Mr. Tim Smith: To ask the Secretary of State for Health if he will make a statement on the transmission of CJD via blood donation.

Mr. Horam: I refer my hon. Friend to the reply I gave to the hon. Member for Stockton (Mr. Cook) on 1 April at column 46.
Further to this reply to the hon. Member for Stockton, I would like to clarify of my statement that "as precautionary measure,
individuals with central nervous system diseases or risk factors for CJD, including a family history are excluded from giving blood"
Instructions came into force nationally on 1 August providing that all blood donors must be directly asked about any family history
of CJD. Until then, under national blood service guidelines potential donors would have been told not to give blood if they
mentioned a family history of CJD, but they may not specifically have been asked the question.
All potential blood donors should now be directly questioned about any family history of CJD, as well as about their own health, and
any people found to have risk factors in their own personal health history or with a family history of CJD are excluded from giving
blood. I should emphasise that these remain only precautionary measures, as there is no evidence of any risk of transmission of CJD
through blood or blood products.

Mr. Sproat: [holding answer 21 November 1996]: The Department of National Heritage has this month introduced a new accounting system
which will enable the concurrent production of cash and accruals based information. This new system will give the Department the
ability to continue to produce the existing cash information required by Treasury, while at the same time develop the commercial
style accounts required from 1998-99. The Department continues to discuss with Treasury the development of appropriate accounting
policies, output and performance measures for the new resource accounts, as well as discuss how best to implement a resource based
public expenditure survey. As set out in CM 2929, the first published resource accounts for the Department will be in respect of
1999-2000.

The form of the current appropriation accounts prepared by Departments is prescribed in "Government Accounting" and no accounts
directions have been issued in respect of these accounts. Her Majesty's Treasury issues accounts directions to Departments in
respect of the accruals-based accounts prepared by their Supply-financed executive agencies and trading funds, a number of accounts
of entities which are regarded as Departments, certain NHS bodies, the NHS summarised accounts, and a number of individuals
accounts.
Departments are in the process of introducing resource accounts which will conform to the guidance given in the resource accounting
manual currently being considered by the financial reporting advisory board. This guidance is intended to remove the need to issue
separate accounts directions in respect of bodies which will fall within the departmental boundary for the purposes of resource
accounting and budgeting.
The list below shows the Supply-financed executive agencies, trading funds, entities regarded as Departments and the summarised
accounts prepared by the NHS to which Her Majesty's Treasury has issued an accounts direction, and the financial year in respect of
which the direction became effective. Information on the directions issued in respect of individual accounts is not kept centrally
and can be obtained only at disproportionate cost.

The Treasury will be introducing its resource accounting system on 1 April 1997. The Department, in common with others, is preparing
to implement resource budgeting in time to form the basis for the 2000 survey. As set out in Cm 2929, the first published resource
accounts for the Department and all other Departments will be in respect of 1999-2000.

Mr. Tim Smith: To ask the Attorney-General what progress his Department is making with the introduction of resource accounting and
budgeting; and in respect of which financial year he expects to publish the first set of resource accounts. [4987]
The Solicitor-General: All the Departments and agencies for which the Law Officers are responsible will be introducing resource
accounting systems during 1997, apart from the Serious Fraud Office which has already done so. The Law Officers' Departments and
agencies, in common with other Departments, are preparing to implement resource budgeting in time to form the basis for the 2000
survey. As set out in Cm 2929, their first published resource accounts will be in respect of 1999-2000.

Sir John Wheeler: Northern Ireland Departments and the Northern Ireland Office continue to progress their plans for the
implementation of the changes necessary to support the introduction of resource accounting and budgeting. The Departments are in the
course of introducing systems which will enable resource accounts to be published and laid before Parliament for the year 1999-2000.

Mr. Horam: The Department of Health is currently enhancing its accounting system to meet the requirements of resource accounting by
1 April 1997. The Department, in common with others, is preparing to implement resource budgeting in time to form the basis for the
2000 survey. As set out in the White Paper "Better Accounting for the Taxpayer's Money: The Government's Proposals--Resource
Accounting and Budgeting in Government," the first published resource accounts for the Department and other departments will be in
respect of 1999-2000. Copies of the White Paper, Cm 2929, are available in the Library.
