That this House congratulates Her Majesty's Government on its foresight in chartering the new red ship HMS 'Polar Circle' for deployment in the South Atlantic; wishes Captain Turner and his crew every success in their hydrographic survey work around the Antarctic Peninsula; believes that the ship will also play a valuable role in the projection of British sovereignty in representing the country's national interests and in supporting national operations in the area; and considers that the vessel should be purchased at the unrepeatable price of ??25 million, thus ensuring the long-term presence of the Royal Navy in the seas around the Falkland Islands, South Georgia, the South Sandwich Islands and the British Antarctic Territory for the foreseeable future.

That this House congratulates the Prime Minister on having returned from Maastricht with an agreement which safeguards Britain's interest whilst enabling the Twelve to move ahead on the basis of closer co-operation not only within the institutions of the Community but also between governments; recognises that this is the fruit of months of patient diplomacy during which the Prime Minister, the Secretary of State for Foreign and Commonwealth Affairs and the Chancellor of the Exchequer have argued firmly and constructively on Britain's behalf; and considers that this vindicates the Prime Minister's strategy of placing Britain at the heart of Europe.

That this House notes that the proposal to close Shortsands Residential Home for the elderly at St. Neots, Huntingdon, was taken in the Social Services Committee of Cambridgeshire County Council on the casting vote of the Chair; is aware that six Conservative town councillors in St. Neots have resigned from the Conservative Party over the proposed closure; regrets that no commitment has been given that resources released by the closure of the badly-maintained home will be used to restore the lost places in other residential care in the town of St. Neots and that residents will be moved far away from friends, relatives and the place they know as home; demands that the Conservative-controlled Cambridgeshire County Council appreciate that Care in the Community means more than railroading through closures of residential homes against the wishes of local people; and therefore calls upon all Right honourable and honourable Members representing the County of Cambridgeshire to agree to meet the Save Our Shortsands Committee, which they have so far refused to do.

That this House congratulates the seven year olds of Wales on the results of their tests and applauds the fact that almost 80 per cent. of pupils attained level 2 or above. that within this 13.5 per cent. achieved the highest level, level 3; and notes that the sciences results were particularly encouraging with almost 90 per cent. of pupils achieving the two highest levels, recognises that these results represent an excellent dividend from the Government's significant investment in the development of science at the primary level; compliments the seven year olds' teachers, their schools and local education authorities on working to make the computer-based reporting of these results such a success and above all else pays tribute to the professionalism of the teachers in Wales who not only completed the assessment on time but also provided the data so quickly and efficiently.
