That this House is saddened, disappointed and alarmed that the present United States Administration should see fit to withdraw from the Anti-Ballistic Missile Treaty in order to facilitate their implementation of the National Missile Defence System, thus compounding the offence given to other members of the international community by their abandoning of Kyoto and the refusal of Congress to ratify the Comprehensive Test Ban Treaty and the Ottawa Agreement on anti-personnel land mines; and believes that these actions by the now pre-summit world power do not bode well for the future of planet earth and the human race.

That this House expresses concern at President Bush's intention 'to move beyond the constraints' of the Anti-Ballistic Missile Treaty in developing Missile Defence; and endorses the unanimous conclusions of the Foreign Affairs Select Committee, which recommended that the Government voice the grave doubts about NMD in the UK, questioned whether US plans to deploy NMD represent an appropriate response to the proliferation problems faced by the international community; and recommended that the Government encourage the USA to explore all ways of reducing the threat it perceives.

That this House regrets the Transbus International plc announcement of the proposed closure of the Plaxton bus and coach factory, Eastfield, Scarborough at the end of the working day on Thursday 3rd May; is concerned that this proposal will deny 700 employees future employment and consequential loss of contracts to suppliers and sub-contractors in North Yorkshire and will result in one out of 20 members of the local workforce losing their livelihoods; notes that the withdrawal of the company will jeopardise future employment opportunities in Scarborough and North Yorkshire with the potential collapse of the local economy; commends the actions taken by Plaxton employees, local authorities and regional government agencies with the support of Her Majesty's Government in establishing an Eastfield rapid reaction taskforce to secure a sustainable outcome for the people of Scarborough; and supports representations by the honourable Member for Scarborough and Whitby to Her Majesty's Government for the enhancement of the economic prospects for the communities of Eastfield, Scarborough and North Yorkshire by urgent consideration of a special assisted area status for Scarborough, progress for upgrading of the A64 transport corridor to the North Yorkshire coast and the continued fullest support for the Eastfield rapid reaction taskforce.

That this House is opposed to the United States' proposed National Missile Defense System; believes it would breach the existing ABM and non-military space exploration treaties and lead to an escalation of nuclear dangers; therefore calls on the British Government not to provide any facilities for NMD; and calls upon the USA to abandon this dangerous and wasteful project.

That this House notes that many communities, such as those surrounding Erin Void at Staveley in Derbyshire, have suffered excessive disruption including serious discomfort from nauseating smells under the policy of burying animal carcasses at local landfill sites; believes that the use of the worst affected sites should now end and that neighbouring communities should be compensated for the great inconvenience they have suffered; notes that one method of compensation is through the use of local projects which, apart from funding out of operators' profits, can be financed under landfill tax credits; and believes that the maximum credits which can be claimed under this scheme should, therefore, be extended from 20 per cent. to 100 per cent. where communities have experienced adverse conditions.

That this House, on the occasion of the Census 2001, pays tribute to the memory of the suffragette, Emily Wilding Davison, a member of the Women's Social and Political Union, who, in protest at the denial of the franchise to women, spent the night of the Census 1911 in this House so that she could state her address as the House of Commons; notes that this act is commemorated by a plaque erected by the Right honourable Member for Chesterfield in a room off the Crypt Chapel; and further recognises the efforts of members and supporters of women's suffrage movements in securing votes for women.

That this House believes that the Halifax, Yorkshire's biggest financial company, must keep its headquarters in Halifax, the town whose name it takes; does not accept that all major financial centres in the UK should be located only in capital cities; notes that Leeds is a growing centre of financial excellence; and that if the headquarters are moved to Edinburgh this would be a major blow to the Yorkshire Region as a place in which to invest and locate.

That this House welcomes the SSRB recommendations on the reform of honourable Members' staff salaries; agrees with the SSRB that the new system should be in place immediately following the General Election; believes it would be quite wrong for narrow calculations of party of political advantage to be used to delay the decent treatment of honourable Members' staff; and calls on the Government to allocate parliamentary time to endorse these proposals forthwith.

That this House commemorates Workers' Memorial Day on 28th April and recognises that it helps trade unions and work place health and safety campaigners in over 100 countries to draw attention to the plight of the 335,000 workers world-wide who die every year as a result of their work; observes that this year's theme focuses attention on the tragedy of asbestos-related diseases around the world; is appalled that the human cost in the UK is the death of over 4,500 people every year; and calls for a global ban on the use of the material and of products containing it.

That this House notes that Tory councillor Isaac Leibowitz has been sent to prison for six months for his role in the commission of forgery, conspiracy and fraud in local elections in Hackney and that Lib-Dem councillor Zev Lieberman has been jailed for four months; believes that given the gravity of the crimes the sentences were absurdly lenient and calls on the Attorney General to refer the cases to the Court of Appeal so that they can be increased; condemns Leibowitz and Lieberman for their persistent and extraordinary lies during the trial as though they were unable to tell the difference between right and wrong; is saddened that their only regret and that of their colleagues on Hackney Council was that they were caught, regrets that the prosecution has decided not to ask for a re-trial to agree on their innocence or guilt in the trial; calls on Sharer and Achhala who, whether or not they were involved in the fraud, were beneficiaries of it, to resign immediately so that free and fair by-elections can be held; and in furtherance of the interests of democracy for the future calls on local and national leaders in the Tory and Lib-Dem parties including the Tory mayor of Hackney to condemn and disown the fraudsters in the strongest possible terms.

That this House notes that international currency speculation currently stands at about $1.5 trillion a day and that the vast majority of this is unrelated to trade in real goods and services; further notes that such enormous speculative flows substantially undermine the powers of national governments and regional blocs; believes that a small levy on such speculation, known as the Tobin Tax, after the name of the Nobel Laureate who originated the concept, could both help to dampen down the scale and scope of speculation and raise substantial revenues, raising as much as $250 billion each year for good causes such as development and environmental protection; recognises that such a levy would have to be universal or as near to that as possible and contain safeguards to minimise and eliminate tax evasion; notes that the Tobin Tax has the backing of the Canadian Parliament, the Belgian Parliament, the Finnish Government and campaign groups such as War on Want; and urges the Government to discuss the concept with its partners in international organisations such as the World Trade Organisation, the IMF, G8 and the European Union with a view to drawing up an internationally co-ordinated and feasible tax regime for currency speculation.
