I am sorry that this will be the last occasion on which my hon. Friend asks a question in this House; she has raised a very important point. On education, one can point to a qualitative shift. There are now, after all, about 6 million to 7 million children in school in Afghanistan, nearly half of them girls, which is a complete revolution in comparison with a decade ago. In other areas, however, as we heard from the civil society representatives at the London conference, progress has been much slower, including in areas such as political representation and health care, which my hon. Friend mentioned.

My question is about local food sourcing by the public sector. Is my hon. Friend aware that Airedale general hospital in my constituency now gets all its meals trucked from Pembrokeshire by a company called Sodexo? I campaigned against that, with people from the local community, but to no avail. That is what is happening, and it is absolutely ludicrous.

As I said in response to an earlier question, I recently had a meeting with my ministerial colleague at the Department of Health, my hon. Friend the Member for Lincoln (Gillian Merron), when we discussed the question of procurement. I am disappointed to hear of my hon. Friend's experience with her local hospital. We are doing everything that we can to increase the amount of locally produced food procured by Government Departments.

When my right hon. Friend next talks to food producers and packers, will he ask them to bear it in mind that an increasing number of us are living alone? It would be much easier to stop throwing food away if, for example, packets of bacon were reduced from eight rashers to just four rashers.

I agree completely with my hon. Friend. Another step that some supermarkets have taken is to move from "buy one get one free" offers to "buy one now, get one free later". That simple change gives the same benefit to the consumer and helps to reduce food waste, so I warmly encourage it.

My hon. Friend raises a really important issue. One of the advantages of High Speed 2 is that it will release capacity on the conventional lines, which can be used to move local commuters and freight much more than they currently are. That will be good for the environment, businesses and UK plc.

Is my right hon. Friend aware that there is a degree of bullying going on in areas such as the Bradford district? A person buys a detached house with a very large and sometimes beautiful garden but the neighbours object at the planning stage and so permission is refused. The owner of the house then allows it to go to wrack and ruin—I know two houses that are in a deplorable state—in the hope that the neighbours will then beg the local authority to give planning permission for the development to get rid of the eyesore that they have had wished on them.

The problem that my hon. Friend describes is slightly different from the one we studied in the research report. Local authorities have some fall-back powers to deal with extreme cases of the sort that she has described. If she would like me to, I shall write to her with details of those powers.

Steps that we have already taken have led to reports of rape to the police more than doubling in the past 10 years, and there has been a 50 per cent. increase in the number of convictions. We have set up a cross-governmental rape monitoring group, and there is a body continually going around areas of criminal justice to spread best practice from one place through all the others. We have commissioned Baroness Stern specifically to review the response of public authorities to rape, and she will report in February.

I thank my hon. and learned Friend for that very useful reply; we are clearly moving in the right direction. However, I think she will agree that at the end of the day there are too few successful prosecutions in rape cases, which could be because too many women are withdrawing. What are the Crown Prosecution Service and various police forces doing to support women so that they do not withdraw? Is anyone explaining to such women that when they do withdraw, the person concerned—the rapist—could well go on to rape and rape again, as in the recent "black cab" case?

My hon. Friend hits on a very important point that needs to be made much more regularly, which is that much rape is serial offending. When women do not complain or when they withdraw a complaint, they are not just making a decision on their own behalf; in many cases they are potentially putting other people at risk. I do not want to put any more pressure on rape complainants than there already is, but there is a clear and emerging position that much rape is serial offending.
Almost all sexual offence complainants are now given an independent sexual violence adviser who stays with them as a befriender and supporter from complaint to at least the end of the criminal proceedings and who helps them into counselling after that. That is a great support that is helping more women to be ready to come forward and to sustain a complaint when they do.

Friend aware that last summer Conservative-controlled Bradford city council excluded the wonderful Ilkley lido in my constituency from the free swimming initiative for young people and pensioners? Is he also aware that many of my constituents, having travelled from Keighley, were very disappointed to find that the lido was quite expensive?

I am concerned that the council in question signed up to that initiative for the over-60s and under-16s but excluded Ilkley. That was a big mistake, and the council should look at its swimming pool strategy. I shall work with my hon. Friend to ensure that we try to put the situation right.

Over the past few years we have tried to ensure that drug treatment is available at the same level inside and outside prison, so that individuals can get the treatment suitable for their particular addiction problem, whether they are inside prison or out in the community. We have made great strides in ensuring that that is now possible.

I wonder whether I could confirm what the hon. Member for Ribble Valley (Mr. Evans) said about dairy farming. My constituency is similar to his—not quite as beautiful, but almost—and for the past two years I have been the president of the Keighley and district agricultural show. I have been made painfully aware of the feelings of many farmers, and I am not sure whether the Minister is aware of how deep those feelings go. Not just they but their children are being forced out of the industry, because there is not a wage to be earned.

Obviously, I commend my hon. Friend for the position that she holds locally. Notwithstanding the reduction in the number of dairy farmers, the volume produced is not far short of where we were 10 years ago—13 billion litres rather than 14 billion—and we are well within quota. I reinforce the point that the UK dairy sector is much better placed than those elsewhere, and the recent trends in prices across the world demonstrate a keen rise in recent months. We want that to continue, because the dairy industry is very important to UK agriculture, making up 18 per cent. of the whole industry.

My right hon. Friend the Foreign Secretary most recently discussed nuclear non-proliferation with US Secretary of State Hillary Clinton in London on 11 October 2009. Mrs. Clinton said after that meeting that British leadership had been pivotal in the run up to the historic Security Council session chaired by President Barack Obama on 24 September 2009, which unanimously adopted UN Security Council Resolution 1887 and committed us to work toward a world without nuclear weapons.

Does he have a precise figure for how many non-stipendiary priests there are in the Church of England—and may I pay tribute to them? My second late husband, John Hammersley, spent his last four years of working as a Church of England vicar in the Oxford diocese training and preparing for ordination as a non-stipendiary priest, and he was terribly impressed by their abilities.

I am grateful to my hon. Friend for referring to the good work that the non-stipendiaries do and how much that work is appreciated in the Church. In response also to the earlier question from the hon. Member for South Staffordshire (Sir Patrick Cormack), the clergy work load is always under review and it is part of the bishops' pastoral care for the clergy. My hon. I want to talk about transport through Shipley, which eventually links to my constituency, and to ask my right hon. Friend about the rail transport links on the Airedale and Wharfedale lines. We have chronic overcrowding on both lines during the early morning and at tea time, to the point where it is almost impossible to get anyone else on—people are crammed like sardines. I understand that the stock will be supplemented with stock cascaded down from other lines. When will we get that extra stock so that we can supplement the timetable, and will the Airedale and Wharfedale lines eventually get new stock hot off the press rather than having ancient cascaded stock?
When we were elected into Government in 1997, we were still living with slam-door stock, which meant that one took one’s life in one’s hands just closing the door. I appreciate that we have come a long way since then, but we have a little further to go.

I know how strongly my hon. Friend feels about the issue, not least from the visits that I have made to her constituency to discuss it, along with many other issues that she has raised on behalf of her constituents. A rolling stock plan will be published in autumn. I can certainly take back the request to find out a little more about the timing on allocations that have already been made, which she mentioned.
The Airedale corridor is prioritised in the regional spatial strategy and the Leeds city region plans. I am sure that my hon. Friend knows that the Leeds city region pilot is one of only two in the country, and we are working closely to ensure that the aspirations are delivered. I must return to the fact that we have tried to say to the region that this is the allocation, and it is important for the region to prioritise, particularly looking at the economic benefits of some of the projects that are put through in the allocation. To date, that has not happened with the Airedale corridor scheme, but as I said, other things are being looked at.
