[holding answer 18 April 2006]: Medway council was one of 27 areas that benefited from the liveability fund, improving local authority service delivery before investing in public space developments. Areas such as the Weedswood Estate in Chatham have seen physical and social improvements, while the Street Guardian scheme will ensure their continued improvement, keeping them cleaner, safer and greener.In line with all recipients of the fund, Medway council confirmed completion of milestones set out in the grant agreement. Further information and lessons from the liveability fund in Medway are being shared through a good practice programme run by the Improvement and Development Agency.

My right hon. Friend is quite right to distance herself from the decision, but assessment is important when we look at the long-term viability of capital projects such as Buckmore park in my constituency. Sport England awarded it a grant, but did not talk to the local authority. When I asked the National Audit Office to investigate, the papers on the decision were missing. Is it not vital that there is a clear assessment of long-term viability so that a project that is welcomed by the community is sustainable?

Again, my hon. Friend is absolutely right. It is worth taking this opportunity to reflect on the fact that, on average, every single parliamentary constituency in England has about 50 lottery-funded projects, enriching the lives of those in the local community and bringing important local value. Every single Member of this House has a role as an advocate for the lottery in their local community, as he is.

My hon. Friend makes a very important point. Indeed, for many decades, the NHS has been indebted to staff from abroad. The Home Office has recently announced a change to the arrangements for the immigration status of doctors who come from abroad to complete their training, but we have put in place transitional arrangements to protect doctors who, for instance, may have come here with three years' leave but are taking part in a specialist registrar training programme that may well last five years. The transitional arrangements will ensure that they can complete that training programme. However, my officials are meeting the Indian high commission, which has expressed concern, and the British Medical Association this afternoon to find out whether anything further needs to be done to clarify the arrangements, particularly the transitional arrangements, but the fundamental reason why we can make those changes is that we have been successful in training far more of our own doctors and nurses in this country.

I have already expressed my view on Estonia, which I think was attractive to the shadow Chancellor at the beginning of his post. Strangely, I do not think that he has mentioned Estonia in the past few months in an analogy to the substantially more developed economy of the United Kingdom. The House knows my position on that. It is not an appropriate analogy and Estonia's position in relation to the rest of the European Union facilitates its ability to be able to run its tax system as it does.

The NHS Security Management Service (NHS SMS) has developed a range of both proactive and reactive initiatives to tackle violence and aggression against staff.A network of local specialists has been put in place, with the professional skills to tackle this problem, supported nationally by the NHS SMS. A national syllabus for conflict resolution training has been developed to ensure NHS front-line staff are given the skills required to confidently and lawfully de-escalate and manage potentially violent situations.A new national reporting system for physical assaults has been introduced and the first ever accurate figures for the number of assaults on NHS staff. The NHS SMS is also ensuring that effective sanctions are applied to those who attack NHS staff by providing highly effective legal advice, guidance and support to NHS bodies. Figures released in August 2005 show a 15-fold increase in the number of prosecutions against those who physically assault NHS staff.

Before I list my engagements, let me say that I am sure the whole House will join me in sending our condolences to the families of the two British soldiers who were killed in Iraq yesterday. They were doing a vital and important job, and we owe them a great debt of gratitude.
I am also sure that the House will join me in sending our warm wishes to Mr. Speaker for a speedy recovery.
This morning I had meetings with ministerial colleagues and others. In addition to my duties in the House, I will have further such meetings later today.

I entirely agree with my hon. Friend and I am delighted to have the opportunity to congratulate staff at Medway Maritime hospital, who have slashed the waiting time for urgent and for routine MRI scans. They have taken advantage of the work force reforms that we introduced with ““Agenda for Change”” and the new roles, particularly for assistant radiographers and advanced practitioners. Unlike the Opposition, we do not simply talk about waiting times—we take action to cut them.

The price differentials for the last three months are given in the table.
The choice of the type of contract to enter into is a commercial decision to be made by each firm, within the context of their own risk management strategy and balancing a number of factors.Spot prices for November were volatile and rose, in part, due to nervousness about a tight winter supply demand balance. The Government understand that this creates tough trading conditions for energy intensive users. We will continue to work closely with industry to help, wherever possible, to mitigate the situation and reduce the impact on industrial customers, particularly large users. We are in close contact with high-energy users who have been affected by the price increases.The recent price spike has not had an impact on all of industry. For example, for the less energy intensive users contracts with suppliers may be on a fixed price basis which are lower than the EU average.

Friend aware that the Refuse Disposal (Amenity) Act of 1978—which perhaps was not Labour's finest year for keeping the streets clean—has now been replaced by the Clean Neighbourhoods and Environment Act 2005, providing local authorities with the opportunity to get landowners to clear up their act or risk being fined? What level of scrutiny will the Government maintain to ensure that local authorities use those powers? People are fed up with looking at the eyesore of rubbish in their neighbourhood.

My hon. Friend is right that we need to ensure not only that we pass legislation such as the Clean Neighbourhoods and Environment Act as part of our wider drive to establish respect for our communities, but that local authorities use that legislation to deliver. Certainly, under the Act local authorities will have greater powers to tackle the fly-tipping that is costing them more than £44 million a year to clear up. Landowners and occupiers who have had their chance to clear away fly-tipped waste will now be able to recover their clearance costs, but we do need to ensure that local authorities use the legislation, put it into effect and deliver.

The UK Government's Influenza Pandemic Plan was published on 19 October. The plan sets out our approach: to support the development of a vaccine against pandemic influenza, to build a stockpile of antiviral drugs to treat those who may become ill and to provide information to health professionals and the public.

My hon. Friend will recall the prophets of doom who said that the domestic channel tunnel rail link would never happen, but we have placed the order—and very welcome it is, too. However, is he aware that it is more than 40 years since the Kent rail network timetable was reviewed? Will he assure the House that we will not have to wait a further 40 years, but that route review will be dynamic and ongoing, as work patterns change, especially for commuters to London and given the development of St. Pancras station?

I agree with my hon. Friend about the historical problems on the line and we must keep the issue under review to ensure the best capacity and reliability of the network. We are already hitting 85.1 per cent. on the public performance measure ahead of the March deadline, so progress is being made in the right direction. We must examine how we can continue to improve the service.
