That this House urges the Government to strive to move forward the Middle East peace process in partnership with it's European partners in order that the region does not once again lapse into instability and violence, to ensure that Israel adheres to the draft Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States and Israel, which was considered by this House in February, on the basis that human rights and democratic principles in internal and international policy constitute an essential element of the Agreement; and notes that the ongoing expansion of Israeli settlements in East Jerusalem and the West Bank is a violation of international law and that the Israeli Government's commitment to the Har Homa settlement in Jabal Abu Ghneim in Arab East Jerusalem coupled with the withdrawl of the residency rights of Palestinians in Jerusalem is seriously undermining the peace process.

That this House is appalled at the remarks made by the honourable Member for Welwyn Hatfield to pupils within his constituency; agrees with the Sun that his remarks on women honourable Members, black people and his election opponent 'show clearly that he is no longer fit to remain an MP'; congratulates his Labour opponent, Melanie Johnson, on her measured response in focusing on his offensive remarks about her children; and believes that the voters of Welwyn Hatfield will fulfil the wishes of the Sun, women, black people and millions of our citizens who condemn bigotry and campaigning based on personal slurs by ensuring that Melanie Johnson will represent their interests in this House following the election.

That this House condemns the decision of the Israeli Government to go ahead with the Har Homa settlement in Jabal Abu-Ghneim, in East Jerusalem; believes that this has undermined recent progress in the peace process; notes that this will complete the ring of Israeli settlements separating Arab East Jerusalem from the West Bank; notes that this will intensify existing Israeli pressure on Palestinian residents of East Jerusalem; notes the protests being lodged at the UN by Arab states; notes the criticism of the Israeli decision by President Clinton and many leaders of European Union countries; welcomes the condemnation by the Foreign and Commonwealth Office; and urges that this is followed by continuing to hold meetings at the highest level at Orient House in East Jerusalem, the affirmation of United Nations resolutions on Jerusalem and British Government pressure to ensure that progress in the imminent final status negotiations on Jerusalem, settlements and borders is not rendered impossible by this action.

That this House is both surprised and disturbed that the creation of a statutory regulatory body for social workers, a General Social Services Council, has been ruled out by the Secretary of State for Health; reminds him of the consistent support for such a council by the All Party Panel on Personal Social Services, the constructive response which the panel received only last June from the honourable Member for Battersea then with responsibility for Social Services, the support for such a body among individual workers and many social care organisations and the recent recommendation of the National Commission of Inquiry into the Prevention of Child Abuse; and urges the Secretary of State to reconsider the matter and include it among those issues on which his forthcoming White Paper on Social Services will consult.

That this House deplores the air strikes by Israel against civil Lebanese targets, including Beirut, and the collective threat forcing 400,000 Lebanese civilians to flee from their homes, and while in no manner giving any support to armed action by Hizbollah, notes the illegality of Israel's occupation of South Lebanon in defiance of UN Security Council Resolution 425; welcomes initiatives to bring about a cessation of Israeli military action; and urges the United Kingdom Government to act in co-operation with France and other willing European countries to broker a ceasefire and to explore the widest range of options which could lead to a just and lasting settlement on the basis of UN resolutions.

Roberts factory which operated from the 1880s to 1958; recognises that this case demonstrates that companies cannot pollute neighbourhoods leaving a damaging or lethal legacy; notes that the honourable Member for Leeds West publicised this case through adjournment debates on 25th November 1988, 8th July 1992 and 21st February 1994; and hopes and believes that this historic appeal decision will be a precedent for other parallel compensations for injustice in the future.

That this House is deeply saddened to learn of plans to create a 40,000 Jewish settlement on the Har Homa hill near Bethlehem; believes that this demonstrates no commitment to a genuine accord between peoples of equal status, involving as it would the forced displacement of hundreds of Palestinians from their homes and lands they have farmed for centuries, the destruction of sites sacred to both Christianity and Islam and the imposition of yet more settlers in the West Bank; and calls upon Her Majesty's Government to protest to the Government of Israel urging it to cancel the project forthwith, recognising that peace between neighbours can only be based on mutual respect.

That this House finds a consistency between the reports of widespread control of the prison by inmates, drug use and gang-style violence within Doncaster Prison run by the Union States' company Premier Prison Services and reply given to the honourable Member for Morley and Leeds South by the Director of Prison Services on 8th December stating that 'since the prison opened on 20th June this year two prisoners held there have died and 11 have suffered severe injuries which required immediate transfer to hospital'; calls for a public inquiry into the running of this prison and the termintion of the contract with Premier Prison Services; believes that the six months record they have at Doncaster Prison demonstrates the irresponsibility of the Home Secretary's craze to privatise prison management; and believes that no further such private contracts should be let until this inquiry has reported.

That this House is strongly opposed to the dumping of nuclear waste described as 'low grade' on municipal sites; notes that radioactive waste from hospitals causes increased contamination in water draining from sites where it is deposited; regards as irresponsible the deposition of much larger volumes of nuclear power station waste in areas of population; notes that some of the 39 sites listed recently by the Department of the Environment are full whereas others are privately-owned; and calls on that Department to withdraw its proposals or make clear that local authority planning committees will have the power to approve or reject such applications as their local communities wish.

That this House, believing that a regulatory body should be independent from those it regulates, congratulates the Yorkshire Post on revealing the network of appointments to the chairmanships of the regional consumer water services committees by Ian Byatt, Director-General of OFWAT; recognises that they show that nepotism, a close relationship to water companies and a willingness to accept his directives are far more important to him than the needs of consumers; knows that this is entirely consistent with his sacking of Diana Scott from the Yorkshire Committee because she represented consumers as she saw fit; and calls on him to resign forthwith and the Secretary of State for the Environment to ask for his resignation if it is not proffered.

That this House, regarding honesty as a basic value, is appalled at Government double-talk on the energy needs of the nation, citing these as justification for giving private mining companies carte-blanche to opencast while ignoring or denying their needs in deciding the closure of pits; recognises that this hypocrisy reflects the total disregard of the rights and concerns of local communities and environmental factors should they threaten private profits; and calls for revised minerals planning guidance for local authorities giving them the advice to respond fully to the concerns of those who live near to or use any site proposed for opencasting to provide the necessary balance to the measures proposed in the Coal Industry Bill should they become law.

That this House welcomes the efforts of the EEC to establish minimum standards for wild animals in zoos within the Community and the support given by the European Parliament to the directive; and calls on the government to press the Commission to address zoo standards through Community legislation in that the survival of endangered species, a declared function of zoos, involves animals in cross-border travel, and failure to legislate may both undermine those survival chances and sentence thousands of animals to wasted lives of continued suffering with little hope of reprieve.

That this House regrets the Home Secretary's plans to find time for legislation to criminalize hunt saboteurs; and would much prefer the opportunity to ban completely all forms of blood sports, thus making his proposals obsolete before their enactment.
