That this House welcomes the Government's ending of the End of Custody Licence Scheme so that prisoners convicted of crimes will now serve the sentence of the courts, but considers that this scheme might not have been necessary if mandatory sentencing for administrative crimes such as possession of a prohibited firearm had been removed; recognises the inherent unfairness of mandatory sentences where no danger to the public exists, like that of two otherwise law-abiding constituents of the hon. Member for Clwyd South who were sentenced in this way and who, both in their late fifties, had no criminal record and who had formerly for many years been considered legal safe owners of firearms, were no danger to the public, but who were incarcerated unnecessarily at a time when the prison population was at a record high; calls on the Government to repeal this law, which has had little or no effect on illegal firearm use, and to allow the courts to exercise their judgement as to whether a custodial sentence is appropriate for public safety.

That this House recognises that the Veterinary Surgeons Act 1966 needs reviewing by the Department for Environment, Food and Rural Affairs in order to allow the Royal College of Veterinary Surgeons (RCVS) broader and more up-to-date powers; further recognises that despite the excellent care generally provided by veterinary surgeons things can go wrong; further recognises that the current RCVS complaints procedure is limited to instances of professional misconduct, but has been made as robust, fair, objective and transparent as possible; considers that service users have a right to such a procedure in all respects; and welcomes the RCVS council's decision to make the case for a legislative reform order to change its disciplinary machinery pending a new Veterinary Surgeons Act.

That this House congratulates over 50 charities for coming together to form the Unclaimed Assets Charity Coalition; notes that legacies are increasingly important to charities and constitute almost 50 per cent. of some charities' voluntary income; further notes that evidence received by the Treasury Committee indicates that there are hundreds of millions of pounds in unclaimed assets; further notes that some legacies are incomplete because of unclaimed assets left in dormant accounts which charities find difficult to identify and access; acknowledges that a register of dormant accounts would resolve this problem in a more efficient and secure way than the online tracing scheme recently created by the banks, buildings societies and National Savings and Investment (NS&I); welcomes the fact that the well-respected law firm, Withers LLP, has provided legal advice, since shared with Ministers, on the feasibility of a register; further notes that registers work in the United States and other countries without fraud, using only publicly available information; and urges the Government to ensure people's dying wishes to leave money to charity are respected completely by the inclusion in the Dormant Bank and Building Society Accounts Bill of a reserve power for the creation of a register of dormant accounts, to be used should banks', building societies' and the NS&I's efforts to reunite charities with the entirety of legacies bequeathed to them, and thus money that is rightfully theirs, continue to prove inadequate.
