That this House is appalled at proposals from the NHS Executive to sell off the Memorial Hall and Cenotaph within the grounds of Darlington Memorial Hospital; reminds those responsible that the Hall was built by public subscription to honour the local men who gave their lives for their country in the First World War and that it also contains the names of the men and women who died fighting for freedom during the Second World War; believes that the building and grounds must remain fully accessible to the public of Darlington so that they can properly pay their respects to the war dead of the town; and calls on the Government, in making any decision on the Hall and grounds, to take fully into account the strong feelings of attachment felt by the local community.

That this House notes the use of credit cards to purchase time-share developments abroad and the contention by some banks that these purchases are not covered by section 75 of the Consumer Credit Act 1974 which makes the card issuer a connected lender in a debtor-creditor-supplier agreement; further notes the decision in Lynch v Royal Bank of Scotland conflicts with a report by the Director General of Fair Trading that card issuers should treat consumers on the basis that section 75 applies equally to all credit card transactions regardless of where they take place or the merchant acquirer involved; congratulates those banks which have repaid consumers money lost on foreign time-share schemes; and calls upon the remaining banks particularly the Co-operative Bank to follow this lead without delay in repaying money lost on the Vale Navio development.

That this House notes that the honourable Member of Stockton South on 19th July made an allegation in the Chamber of corruption, harrassment, suppression and cover up against Cleveland County Council, identifying two county officials by name as being guilty of these charges; notes that these offences were said to have taken place from April 1988 until Summer 1995; notes that at any time during that period these allegations could have been brought to the attention of the police but were not; notes that the decision to submit these accusations to the District Auditor for investigation was taken by Mr Bruce Stevenson, Chief County Executive, immediately following their presentation to the House; notes that the District Auditor published his findings on Tuesday 17th October concluding that there is no evidence to support the allegation of corruption; notes that the Chief Executive took prompt and appropriate action upon the information given to him and that the disciplinary procedures appeal and grievance followed proper procedures with no evidence of reports being suppressed; notes that the honourable Member for Stockton South has stated on Radio Cleveland that he had hoped to make a statement in the House that day, but had found that it was procedurally unacceptable; and therefore calls upon the honourable Member for Stockton South to register his withdrawal of his accusations in proper form and to offer an apology to each party that he has maligned in such unjustified fashion.

That this House notes with considerable satisfaction the decision by Cleveland School Sports Council to reverse its mean and vindictive ban on participation in County Sport by Macmillan College, Middlesbrough; further notes that this will enable the school to take on its neighbours in competitive sport and will enable talented youngsters to play sport for their town; further notes that this change of heart has only come about because of the embarassment of the national Labour Party in the Langbaurgh by-election when they had previously regarded the matter with indifference in spite of a Langbaurgh child being banned from playing for Middlesbrough; regrets that the School Sports Council made their recent decision only after great pressure from parents, the local press and honourable Members of this House; and further regrets that Richard Holt is not still alive to see this end to victimisation take place.

That this House views with dismay the continued indecision of the Ministry of Defence in relation to the relocation of the DGDQA facility from Woolwich to Stockton-on-Tees and its continued failure to honour its previous commitment to such dispersal made in March 1989; regrets that other departmental relocations have been directed elsewhere as a result of that prior commitment penalising Cleveland in the process; notes that over ??4 million has already been spent on the proposed move and apprentices in Stockton trained ahead of it; recalls that a further answer on the move was promised by the Under Secretary then concerned in April 1991, and again in July 1991; regrets that a third study is still being made on the move; deplores the disappointment this further indecision must cause to the hundreds of Ministry of Defence staff and their families who have already visited the site and the Stockton youngsters recruited for Ministry of Defence apprenticeships; applauds the continued fight by Stockton-on-Tees Borough Council and Cleveland County Council to push for a positive resolution in the matter; and trusts that such a binding pledge can be made well ahead of the next general election in order to assist electors in the important decisions they will then be making.

That this House regrets the continued delay in deciding the future site of the Ministry of Defence Quality Assurance Unit; recalls how a decison had been made by the Ministry of Defence in March 1989 to transfer Quality Assurance activities to Preston Farm, Stockton; remembers the hope this decision gave to younger residents in Teesside, especially at such a practical confirmation of the Government's policy to relocate Civil Service posts in such areas of high unemployment; further remembers how other Government Departments subsequently planning to relocate have bypassed Cleveland so as not to compete with the Quality Assurance Unit for the same labour pool; remains angered at the decision in August 1990 for re-examination of the Quality Assurance Unit move to Preston Farm by the Ministry of Defence, despite the expenditure of millions of pounds already on the project; notes how redeployment of the Quality Assurance Unit to Teesside could yield a net benefit to the national economy of an estimated ??193 million, far more than any projected cost of the move; and finally hopes that a decision will still shortly be forthcoming both to honour existing Government policies for the relocation of Civil Service jobs away from the South East to areas of high unemployment and also to avoid wasting considerable sums already invested in the projected move to Teesside.
