That this House notes with sadness, the tragic death of Councillor Stephen Lismore in a climbing accident in Italy on the weekend of 7 February 2026; passes on its condolences to the partner, family and friends of Councillor Lismore; further notes that Stephen had represented Staveley North on Chesterfield Borough Council and before that Chesterfield North division on Derbyshire County Council; recalls that he had been appointed Chesterfield Borough Council' s cabinet member for Health and Wellbeing, providing leadership to a range of council services including community safety, parks and open spaces, and sport and leisure services, a role which he fulfilled with great passion and a real commitment to achieving the very best for the people and places of Chesterfield; and also notes that Stephen served for many years as a civil servant at the Department for Work and Pensions and was instrumental in leading programmes to supporting adults with autism to find work, and was the founder of the charity Touchstone which did a great deal to reduce poverty and deprivation and provide support to people from lower demographic social backgrounds.

That this House notes press reports that rugby union's Six Nations tournament could be put behind a TV pay wall after decades on free to air public broadcasting services; believes the annual tournament should be placed in the Government's Category A of sporting events which must be made available live on free-to-air platforms; recognises that the Six Nations, which began in 1883 as the Home Nations, is one of the oldest and most historic sports tournaments in the world with a special place in the sporting and social culture of Ireland, Scotland, England and particularly Wales; notes the large TV audiences which this year's tournament has already attracted on terrestrial TV with a peak of seven million viewers watching the opening weekend's fixtures accounting for an audience share of 41 per cent; considers the generations of young people who have been inspired to take up the sport after watching the tournament on terrestrial television; and calls on all interested parties to ensure that the Six Nations remains on free to air TV.

That this House notes that the Government's current formula for allocating financial resources to schools includes a requirement that schools themselves have to fund the first £6,000 of the support for the most disadvantaged Special Educational Needs pupils (SEND), those with Education Health and Care plans (EHCP), and that this provides a disincentive for schools to support EHCP applications or to accept pupils with EHCPs in the first place; further notes that these pupils are those who have the greatest need of support and that schools who develop a good reputation for supporting disadvantaged students face a financial penalty for doing so; and calls on the Government to ensure that in the forthcoming Spending Review the Government fully funds the provision for SEND pupils to ensure that schools and local authorities receive the finances to give SEND pupils the investment in their education that those pupils need and deserve.

This House notes that pubs are at the heart of communities across the UK; welcomes ongoing cross-party efforts to protect the British pub; acknowledges that an increasing number of pubs are diversifying in order to provide an ever more valuable and enjoyable offer to their customers; further notes that pubs provide employment for over 900,000 people and contribute £23 billion to the economy; however, acknowledges that latest research by the Campaign for Real Ale highlights that 18 pubs are still closing every week; recognises that recent changes in planning law and taxation have helped the industry, but more still needs to be done to help pubs; and therefore calls on the Government to take further steps to support pubs which reduces the tax burden will enshrine the valuable role the great British pub plays in UK society.
