[111728] Dr. Moonie: [holding answer 6 March 2000]: This is a matter for the Chief Executive of the Defence Storage and Distribution Agency. I have asked the Chief Executive to write to the right hon. and learned Member. Letter from Brigadier P. D. Foxton to Mr. Menzies Campbell, dated 8 March 2000: I refer to your question to the Secretary of State for Defence concerning performance against targets set for the Army Base Storage and Distribution Agency (ABSDA) in 1998/99 and what action has been taken to improve performance in 1999-2000. As Chief Executive of the Defence Storage and Distribution Agency (DSDA), the successor organisation to ABSDA, I am replying as this subject falls within my area of responsibility. As reported in the Agency's Annual Report and Accounts, which were placed in the House of Commons Library on 26 January 2000, ABSDA performance against its Key Targets for 1998/99 was: a. Key Target 1: To exceed 95% satisfaction for the processing of Consumers' authorised demands. This target was achieved. b. Key Target 2: To meet the agreed Customers' requirements for the provision of ammunition Units of Space (UOS) and ammunition processing facilities. This target was achieved. c. Key Target 3: To exceed Consumers' perceived satisfaction of the Agency. This target was achieved. d. Key Target 4: To exceed 90% of Consumers' authorised demands within Supply Chain Processing Time (SCPT) Depot Processing Times (DPT). This target was achieved. e. Key Target 5: To exceed a one day improvement in receipts processing cycle times. This target was achieved. f. Key Target 6: To establish the unit cost per output baseline to enable subsequent measurement of efficiency improvements. This target was achieved in relation to the available resources. Work on deriving costs of output should be able to follow on from the results of the Activity Based Costing trial at ABSDA sites. A series of strategies were introduced to improve performance in 1999/2000. They are Total Quality Management, Business Excellence, Activity Based Management, and Investors in People, together with improved information systems. I am confident that these measures will build on the excellent foundations laid by DSDA's predecessor organisations in delivering improvements in both quality of service and efficiency. An early indication of their success is the selection of DSDA as a finalist in the TNT Modernising Government Partnership Awards. ABSDA ceased to exist on 31 March 1999. The Agency's ammunition functions were transferred to Defence Munitions and its non-explosives tasks were merged with a range of storage and distribution functions from the other Services and the MOD from DSDA.

[71900] Mr. Doug Henderson: [holding answer 24 February 1999]: This is a matter for the Chief Executive of the Army Base Storage and Distribution Agency. I have asked the Chief Executive to write to the hon. Member. Letter from Peter Foxton to Mr. Mike Hancock, dated 18 March 1999: I refer to your question to the Secretary of State for Defence about those key targets the Army Base Storage and Distribution Agency (ABSDA) did not meet in 1997-98, and what monitoring has been undertaken for those targets in 1998-99. As Chief Executive of ABSDA I am replying as it falls within my area of responsibility. As reported in the Agency's Annual Report and Accounts, ABSDA did not achieve, in part, 3 out of its 4 Key Targets (KT) set for 1997-98. These were: Key Target 1--To deliver the required level of storage and to process receipts and returns as defined in agreements with the Agency's customers. This KT is made up of 20 parts and some of these were missed. Two Stores Unit Returns were missed; these are items returned to the base depots by Units. The procedure for returning items to stock is being re-evaluated by the Agency, its Customers and Consumers and are being addressed by the ABSDA/Defence Logistics Agency (USA) Benchmarking partnership. Indications for the current year are that performance for Stores Unit Returns has improved significantly. Two Vehicle Receipts targets were also missed due to the abnormally high number of vehicles received from trade and an excessive number of faults found by the Vehicle Inspectors at the ABSDA Base Vehicle Depot Ashchurch on vehicles supplied by external suppliers. Key Target 2--To meet the Standard Priority System 96 Supply Chain Processing Times (SCPT) for material authorised for issue. This KT breaks down into 21 parts, of which the Agency missed 6. The Agency missed two targets primarily because of the low volumes of this type that exaggerated the impact of such few failures. The 2 lowest Stores non-operational low priority targets were not met but the non-compliance had the agreement of the supported commands and resulted from reduced resources being concentrated on meeting high priority operational demands. Two Vehicles Issue targets were missed mainly due to difficulties encountered with vehicles that had been mid life extended and refurbished. Vehicles classed as fit for issue on selection were found to have faults that required rectification. It has been a difficult balancing act between the achievement of improved performance via a process review and a significant reduction in resources. In the current year all Stores operational and high priority performances are within target. Key Target 4--To implement the recommendations of the ABSDA Information Systems Strategy. This KT has 3 elements and the Agency missed one. The target has now been deferred to Mar 99. Performance against the subsequent Key Targets for 1998-99 is monitored by the Chief Executive and the Management Board of the Agency on a monthly basis. This performance is reported quarterly to the Agency's Owner and annually to Ministers both in the Next Steps Review and the Agency's Annual Report and Accounts. Key Target Achievement is also considered by the National Audit Office during the annual submission of the Accounts for external audit. ABSDA will be absorbed into the new Defence Storage and Distribution Agency (DSDA) on 1 Apr 99; lessons learnt from ABSDA's Performance Review, conducted by Army Management Services, have been incorporated into the Key Targets Rationale Paper for the DSDA which is currently with the Agency's Owner prior to submission to Minister (Armed Forces).

Bradshaw to Mr. Matthew Taylor, dated 23 July 1998: Defence Codification Newsletter--DCA News 1. I am replying to your question to the Secretary for Defence about the newsletter produced by the Defence Codification Agency (DCA), as this matter falls within my area of responsibility as Chief Executive DCA. 2. The Agency publishes a newsletter called `DCA NEWS'. This is a document which is published quarterly, it has no classified information content and therefore carries no protective marking. The first issue was dated June 1994. Letter from P. D. Mr. Borrow: To ask the Secretary of State for Defence if he will make a statement on the Army's engineer resources. [17550] Mr. Reid: My predecessor announced in August 1995 that the Army Engineer Resources organisation, based at Long Marston in Warwickshire, would collocate with another Royal Engineers organisation--the Military Work Force--on a single site at Chilwell, near Nottingham. A number of subsequent developments have led to a review of this decision. In order to ensure that the Engineer Resources organisation was configured in the most efficient way for the transfer to Chilwell and subsequent Market Testing, a comprehensive business review of this organisation was carried out. This concluded that many of the Engineer tasks--notably storage, provisioning and repair--could be carried out more efficiently by other parts of the Army support organisation, for which they are core business. In parallel, further work was undertaken on the Army's overall storage requirement. The Storage Rationalisation Study, about which we made a separate announcement on 13 November 1997, Official Report, column 611, concluded that the Army Base Storage and Distribution Agency had sufficient space to absorb the Engineer Resources storage task. In the light of this work, an investment appraisal has been carried out which has demonstrated that disaggregation of the Engineer Resources task is substantially more cost effective by some 15 per cent. (approximately £21 million over 25 years in net present value terms) than any option for collocation at Chilwell. Obtaining greater efficiency from Defence spending is a central part of the Strategic Defence Review. All support activities are being rigorously scrutinised against the benchmark of value for money and the need to ensure that we retain only those assets which are essential for Defence needs. I have, therefore, accepted, as the basis for consultation, a recommendation to proceed with the disaggregation of the Engineer Resources tasks to other service providers. Long Marston will close by December 1999. Final decisions will be taken in the light of representations made during the consultation period. A copy of the consultative document is being placed in the Library of the House.

Mr. Hoyle: To ask the Secretary of State for Defence what plans he has for the rationalisation of the Army's storage estate. [16281] Dr. Reid: Work has now been completed on a study, initiated by the previous Administration, on the potential for further rationalisation of the Army Base Storage and Distribution Agency's storage estate. The analysis has show that there are likely to be some increases in aspects of the Army storage task, for example some equipment and stores return from Bosnia, but the overall balance of factors, including the likely impact of the new Government's Strategic Defence Review, indicates that there will be significant reductions in ABSDA's future storage requirement. This reflects the need to drive down the overall size of the Army storage inventory to reflect changes in Defence planning assumptions and to reduce the costs of our storeholdings. Obtaining greater efficiency from Defence spending is a central part of the Strategic Defence Review. All support activities are being rigorously scrutinised against the benchmark of value for money and the need to ensure that we retain only those assets that are essential for Defence needs. I have, therefore, decided to accept, as the basis for consultation with the Trades Unions and other interested parties, the recommendation that the ABSDA sub-depots at Thatcham in Berkshire, and Old Dalby in Leicestershire, should close. This would realise savings of some £35 million in net present value terms over a ten-year period. I also intend to suspend the ABSDA stores division CFQ study for the time being. Final decisions will be taken in the light of representations made during the consultation period. A copy of the Consultation Document is being placed in the library of the House.
