To ask the Chancellor of the Exchequer, how many and what proportion of UK gilts are held by (a) foreign central banks and (b) banks located in the People's Republic of China as of 27 February 2023.
The gilt market is deep and liquid and is supported by a generally well-diversified investor base, including domestic and foreign investors.
The Office for National Statistics (ONS) publishes data on the broad breakdowns of the underlying owners of UK government debt as part of the UK Economic Accounts, published quarterly. The ONS, however, does not provide a domicile breakdown of where UK debt is held overseas, so it is not possible to observe the specific amount of gilt holdings by sub-groups of overseas investors.

More generally, gilts are largely held in nominee accounts and holdings of underlying beneficial owners are therefore not identifiable.

The UK is not providing any financial support the Central Bank of Yemen.
The UK worked diplomatically with the Central Bank of Yemen to release $270m of hard currency, provided by Saudi Arabia, to support importers bringing in food to Yemen. This resulted in an appreciation of the Riyal to pre-crisis levels and a subsequent reduction in food prices, helping ordinary Yemenis buy food in the markets.

HM Treasury is unable to substantiate whether the Bank of England holds gold for the Central Bank of Venezuela as that is a matter for the Bank of England. HM Treasury has not made an assessment of the benefits to the UK of the Bank of England holding gold reserves for other central banks. Holding gold reserves on behalf of any foreign central bank is a matter for the Bank of England. The Bank of England does not share information on which central banks it holds gold reserves on behalf of or the value of that gold as this would contradict their customer confidentiality obligations.

The UK remains deeply concerned about the political and security crisis in Libya, and the increasing threat from terrorist entities in the country. On 22 January 2015 the United Nations Support Mission in Libya condemned a reported armed attack against the Central Bank branch in Benghazi and called for an independent inquiry. The EU Foreign Affairs Council stated on 9 February 2015 that the independence and proper functioning of the Central Bank of Libya, National Oil Corporation and other key financial institutions must be preserved and protected. The EU condemned actions against Libya's national assets, financial institutions and natural resources, which risk depriving the Libyan people of the benefits of the sustainable development of their economy.
We fully support the United Nations’ mediation efforts towards a ceasefire and a stable political settlement in Libya. Only political dialogue can address this crisis and protect those independent government institutions whose role is to safeguard Libya’s resources for the good of all Libyans. As part of the UN Security Council, the UK has condemned attempts to intimidate and obstruct the proper functioning of Libya’s financial institutions. In addition, the UK funds technical advice and training through the World Bank to Libyan institutions on public financial management. The programme is aimed at putting in place the foundations of more accountable and transparent processes, reducing the scope for fraud and corruption.
