[111725] Dr. Moonie: This is a matter for the Chief Executive of the Defence Estates agency. I have asked the Chief Executive to write to the right hon. and learned Member. Letter from Ian Andrews to Mr. Menzies Campbell, dated 6 March 2000: The Secretary of State for Defence has asked me to reply to your recent Parliamentary Question on the targets set for the Defence Estate Organisation. Detailed below are the Defence Estates (formerly the Defence Estate Organisation) published Key Targets for 1998/1999: _________________________________________________________________________________________________. Target Subject Status Key Target 1 Establish cost of disposals (including Achieved internal costs and consultancy fees, but not Works in Aid) as a percentage of disposal receipts and set targets for improvement Key Target 2 Achieve gross disposal receipts of £150m Achieved Key Target 3 Complete transfer of title to new owner of Not Achieved 90% of disposals within 3 years of property being passed to DEO for disposal. Key Target 4 Complete initial assessment against Achieved Business Excellence Model. Key Target 5 Complete Internal Investors in People (IIP) and external customer survey and submit reports to the Owner's Advisory Board, together with proposed targets for improvement: a. Internal IIP process Achieved b. External customer survey Achieved Key Target 6 Appointments for external Project Managers for capital works projects: a. 99% achievement within 1 month for Achieved appointments made through Term Commissions or Partnering arrangements. b. 90% achievement within 5 months for all Achieved appointments. _________________________________________________________________________________________________. It was not possible to achieve KT3 due to the legacy of sites in the disposal programme. The actual figure achieved for sites sold during 1998/1999, was 77 per cent. The 1998/1999 Annual Report & Accounts for Defence Estates was published on 2 November 1999, and a copy placed in the library of the House of Commons on 2 November 1999. The Agency's Key Targets for 1998/1999 reflected an organisation in transition. This was a period during which the Agency necessarily committed itself to essential internal restructuring to accommodate the recommendations of the Strategic Defence Review (SDR). It was also necessary for the Agency to improve its focus on the needs of its customers and other stakeholders. The 1999/2000 Key Targets reflected this. Specifically, they addressed the need to establish a corporate management strategy for the estate, the development of a new construction procurement model and to improve the process for the disposal of surplus buildings and land. The published Key Targets for 1999/2000 are: Key Target 1: To demonstrate an improvement of 10% (over the figure for 1998/1999) in the level of customer satisfaction with the services provided by the Agency as measured by the 1999/2000 customer survey. Key Target 2: To achieve net disposal receipts of £235M. Key Target 3: To let three pilot Prime Contracts by 31 March 2000. Key Target 4: To publish a strategy for the management of the Defence Estate by 31 December 1999. I hope this is helpful.

Mr. Hancock: To ask the Secretary of State for Defence for what reasons the Defence Estates Organisation was relaunched on 29 March. [81630] Mr. Spellar: The Strategic Defence Review considered how it might improve the management of the defence estate. The review made a number of important recommendations over the Defence Estate Organisation's role. These were that the Chief Executive be made accountable to Ministers, for working with users to ensure the defence estate is managed efficiently and effectively as a whole to support the delivery of defence capability; that DEO should assume responsibility for all aspects of the disposal of surplus property programme and that the DEO should develop proposals for a new model for construction and procurement. This places an increased burden, and a greatly enhanced role, on an organisation created in 1995 and launched as an Agency in April 1997. Following a fundamental review, in which I have been closely involved, major changes are taking place in DE to enable it to take on these new tasks, placing it at the centre of my Department's estate management matters. Most significantly, the Agency will play a key role in carrying forward the Deputy PM's rethinking construction initiative, in which the MOD will play a major part. The programme I have endorsed will bring out major process changes that will focus the Agency on the services that it delivers to customers elsewhere in the MOD, in the process setting the Agency challenging objectives and outputs. This will provide the necessary impetus for initiatives on estate management to be developed and implemented across the MOD, with enhanced value for money from the Department's substantial investment in its estate, as a primary goal. Savings will undoubtedly accrue from this process, but at this early stage it would be imprudent to set a figure upon achievable levels. This will become more apparent as DE leads MOD through this transition period and will be reported to Parliament, year by year, as a series of targets and achievements. We attach great importance to sending out a strong message to the MOD, the industry and others across Government, and outside, that the nature of the Agency has changed. To this end it was believed appropriate to mark this evolution by relaunching as Defence Estates, supported by a new Framework Document and Corporate Plan.

[79991] Mr. Spellar: One of the major issues addressed during the Strategic Defence Review, was how to improve the overall management of the Defence Estate, an important strategic and national asset. A number of key recommendations were made affecting the role of the Defence Estate Organisation (DEO), which was originally launched as a Defence Agency in 1997. These were, that the Chief Executive should be accountable for working to users to ensure that the Defence Estate is managed efficiently as a whole to support the deliver of Defence Capability, that the Agency should assume responsibility for all aspects of the surplus property disposal programme and that the Agency should develop a new model for construction procurement. The effect of these recommendations has been to place major new responsibilities on the Agency and a fundamental review of the role, processes and organisation of the DEO was undertaken and a major change programme has been put in place. A new Framework Document and Corporate Plan have been produced and copies will be placed in the Library of the House. Key Targets for the Agency, which will now be known as Defence Estates (DE), are being finalised and will be published shortly. The work to be undertaken by DE, under the title SMART CONSTRUCTION, aims for the widest possible use of Prime Contracting. Whilst focusing on the MOD's estate requirements, it is also an integral part of the necessary reform of the UK Construction Industry which is a Government-wide initiative.

The Defence Dental Agency currently has 1185 personnel on the payroll of whom 134 are uniformed dental staff within the command of The Health Alliance (THA) British Forces Germany. Payroll responsibility for these staff was transferred to this Agency with effect from 1 April 1998. Strength on formation of the Agency on 1 March 1996 was 1043. At that time dental staff within THA were not included in the strength. Letter from C. J. Boyle to Mr. Mike Hancock, dated 29 March 1999: Further to your Question to the Secretary of State for Defence about the Armed Forces Personnel Administration Agency (AFPAA), these matters fall within the Chief Executive's responsibility. However, as he is currently away from office, I am replying on his behalf. When the Armed Forces Personnel Administration Agency (AFPAA) formed on 1 April 1997, it employed a total of 1171 staff, comprising both Service and civilian personnel. Through the Private Finance Initiative (PFI), AFPAA formed a public/private partnership with EDS to deliver most of the Agency's services on its behalf. In order to ensure the continuity of current services and to provide a significant input to the development of new systems, most of the Agency's civilian staff transferred to the private sector, when the partnership became effective on 1 January 1998. The Agency, therefore, currently employs 299 staff. I hope this explains the position.

Letter from Malcolm Westgate to Mr. Matthew Taylor, dated February 1998: I am replying to your question to the Secretary of State for Defence about the Disposal Sales Agency (DSA) newsletter as this matter falls within my area of responsibility as Chief Executive of the DSA. The newsletter for DSA staff was first produced in July 1995. Since then a further 6 issues have been published, the most recent in January 1998. In future it is planned that the newsletter will be published 3 times a year (January, April and September). The security classification of the DSA Newsletter is unclassified. Letter from I. C. F. Andrews to Mr. Matthew Taylor, dated 25 February 1998: I have been asked to reply to your recent Parliamentary Question regarding the security classification and production of newsletters produced for the staff of the Defence Estate Organisation. DEO produces its own in-house magazine called "ESTATEment". This is a quarterly, unclassified bulletin that aims to keep staff informed about departmental and organisational issues and initiatives. It also contains articles of a human interest nature covering personal experiences and achievements. The publication was first produced in December 1995 and the latest edition (No. 7) is in production for release in March 1998. The first Bulletin was published in August 1993 to coincide with the formal announcement of the formation of the DCTA. The Bulletin is, and always has been, an unclassified document. It is now called Threads and is circulated to all staff on a monthly basis.
