To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, if he will provide a breakdown of FCDO Resource DEL and Capital DEL expenditure in 2026/27 by programme and subhead, identifying separately expenditure classified as ODA.
The Foreign, Commonwealth & Development Office (FCDO) Annual Report and Accounts 2025-26 sets out the Department's 2026-27 programme spending plans, identifying separately planned Official Development Assistance (ODA) and non-ODA expenditure. The published plans provide breakdowns by region and country where allocations have been made, and by policy priority, international organisation and other central areas of expenditure.
In total, the FCDO plans £6.071 billion of ODA and £0.945 billion of non-ODA programme expenditure in 2026-27. The published information does not provide a breakdown of ODA and non-ODA by Resource DEL and Capital DEL at individual programme level. Final 2026-27 expenditure will be reported in the FCDO's 2026-27 Annual Report and Accounts.

Spending plans are subject to revision in response to changing global needs and priorities.
Most multilateral funding agreements are not legally binding. Funding through the International Finance Facility for Immunisation is an exception, with legally binding payment obligations running to 2036 and International Financial Institution (IFI) replenishments, with payments running to 2032.

In addition, we provided a cash injection of £10 million this year (2026/27) via the Spending Review, and a one-off exceptional payment of £15 million last year (2025/26) to support the British Council to restructure its grant-funded operations, in line with its financial turnaround plan. Foreign, Commonwealth and Development Office (FCDO) funding to the British Council is a matter of public record and can be found in the Annual Report and Accounts 2025/26, here: FCDO_Annual_Report_2025_to_2026.pdf.
