Subsidies paid from 2004 to 2008:
2004/05 – 81.0 million (part year - December 2004 to March 2005)
2005/06 – 278.2 million
2006/07 – 168.5 million
2007/08 - 119.3 million

This proposal was developed by Northern Rail as part of a package of efficiency savings to reduce cost to the taxpayer. As a consultee, the Secretary of State considered whether the proposals met the criteria for a Minor Change under the Ticketing and Settlement Agreement.
(a) These factors are not routinely recorded.
(b) A new franchise will be let prior to the tram-train services commencing. It would be for the future operator to consider amending ticket office hours or station procedures as passenger demand increases.
(c) Consideration was given to possible detriment to station security or cleanliness. Following the redevelopment of Rotherham Central in 2012, CCTV cameras are in place there. These are monitored remotely by Northern Rail and by South Yorkshire PTE.
Northern was advised, in October 2014, that they should seek buy-in from major stakeholders – including the PTEs – to highlight and remove any weaknesses in their proposals. The criteria for a Minor Change were satisfied. Therefore, as the Secretary of State had no discretion in relation to the decision there was no opportunity for any effective consultation.

The construction of a new station at Horden is being promoted by Durham County Council and funded from the North East Local Enterprise Partnership Growth Deal. To date, no approval has been sought from the Secretary of State for its opening. The Department would expect the sponsors to work with the future Northern franchisee to develop a deliverable plan.
The Invitation to Tender for the northern rail franchise, published in February 2015, confirmed that we would be asking bidders to replace the Pacer trains and introduce 120 new-build vehicles by January 2020. This is part of our transformation of rail travel in the north and a step in the creation of a northern powerhouse for the UK economy.
The Government established Transport for the North (TfN) in October 2014 to formalise cooperation on transport issues in the North. The aim is for TfN to speak with one voice to Government on the transport priorities for the whole of the North. The Department is working closely with TfN and Rail North to develop and prioritise the rail options so that the first tranche is ready for consideration as part of the Government’s Rail Investment Strategy for the next rail investment period (CP6, 2019 – 2024).
Northern Rail provides an hourly service in each direction between Newcastle and Middlesbrough throughout the day with some additional trains at peak times with some through trains serving Hexham and Nunthorpe. Northern improved the Sunday service frequency between Newcastle and Middlesbrough in May 2015 so trains now run every hour in each direction through the week.
The ITT for the future franchise requires bidders to provide a materially similar number of train services along the Durham Coast line each day of the week.

In February 2015, the Government published the Invitations to Tender for the Northern and TransPennine rail franchises. The specification includes a substantial package of upgrades including new services and some new trains in order to phase out the outdated Pacer trains by 2020.
It will be for bidders to set out how they will meet the specification set out by Government, noting that a key part of the bid evaluation criteria is price.
The final cost of phasing out the pacer trains is subject to the outcome of the competition. The Government’s initial estimate for the costs of the proposals, including 120 new build train vehicles, is approximately £250 million across the nine years of the Northern franchise, however we would expect the prices received by bidders through the competition to be lower than this.

We are committed to improving services for passengers across the North. We recognise that Pacers fall short of passengers’ expectations, which is why in our Invitation To Tender, we will specifically ask bidders to set out plans for how they will phase out these trains from the Northern Rail franchise, either in their core proposition or as an option.
Sadly, the last Northern franchise, let in 2004, contained no such provision.

In putting together the business base for the new Northern rail franchise, we have discussed the options for phasing out Pacers with the Treasury. Our specifications for the Northern franchise will be set out in the Invitation to Tender document, which will be published shortly.

It is planned that all 14 of the Class 319 electric trains will be providing passenger services on routes in the North-West during 2015. Eight electric trains are contracted to run in passenger service from the May 2015 timetable. We expect that the 2015 contracted dates for these trains entering service will be met.

The Class 319 electric trains have been delivered to Northern Rail within the contractual timescales and Northern Rail is currently undertaking driver training and train refurbishment. We will continue to monitor the work Northern are carrying out to ensure that the drivers will be available when the trains enter service.

The first Class 319 electric trains are due to enter passenger service on the Chat Moss line via Newton-le-Willows, once the electrification work is completed by Network Rail and approved for use by the Office of Rail Regulation. The full fleet of 14 trains is planned to be in passenger service from the December 2015 timetable.

Northern serve 527 stations, of which they operate 467. Of those 527 stations, 196 are staffed, 331 are unstaffed.

We are committed to improving services for passengers across the North of England. Pacers fall short of passengers’ expectations. As the Prime Minister has said, we will be asking bidders for the Northern franchise to propose plans to phase these outdated trains out. All franchise competitions are evaluated for quality as well as cost.
In presenting his Autumn Statement to Parliament, the Chancellor said that in the new Northern and TransPennine Express franchises Pacers would be replaced and that new and modern trains would be introduced.
I am sure that the Secretary of State will agree that Pacer units are not fit for purpose and that Halifax passengers deserve new rolling stock. Will he now put a definite date on when we will get those much-needed trains?

Thanks to the support I have had from the Chancellor and the Prime Minister, I hope that we can move to a position of replacing the Pacers. They have certainly outlived their useful purpose, and I know that many people want them replaced, as do I, the Chancellor and the Prime Minister. I am pleased that we are making progress that was not made between 1997 and 2010. We are making huge investments in trains and I am very pleased about that. The invitations to tender will be issued shortly and I hope to be able to say more about it then.
