To ask the Secretary of State for Energy Security and Net Zero, what assessment he has made of the potential impact of alignment with EU Single Electricity Market regulations on the ability of the UK to innovate on commercial nuclear (a) fission and (b) fusion technologies.
The detailed scope of alignment will be determined through negotiations.
The Secretary of State’s priority is to drive delivery in the sector, including through the Government’s approach to nuclear fission—taking a Final Investment Decision on Sizewell C, driving forward the Small Modular Reactor programme, launching the Advanced Nuclear Framework, and unlocking delivery through the Nuclear Regulatory Review.
The UK’s fusion strategy, backed by over £2.5bn of investment, is accelerating growth of the UK fusion industry to capture the economic and strategic benefits of fusion, through a globally competitive supply chain; UK based power plant design, subsystems and systems integration capabilities; and demonstrating commercial viability through STEP.
This government is developing world-leading nuclear expertise and supply chains and unlocking a golden age of nuclear while supporting thousands of good jobs in our communities.

With our recently published Fusion Strategy and record government investment, the UK’s fusion energy programme is expected to support over 10,000 jobs by 2030.

The consultation is open for anyone interested to respond to. The consultation has been shared directly with all respondents to the previous consultation on developing a National Policy Statement for fusion energy, as well as with industry and relevant public bodies. In addition, the UK Atomic Energy Authority has encouraged engagement across a wide range of interested groups. The consultation is open on gov.uk until 17 August and automatic updates have been sent to those who have subscribed to receive them.

The department is working closely with our fusion delivery partners to explore opportunities to maximise UK and Canadian expertise in fusion energy, building on our Fusion MoU signed with Natural Resources Canada in 2024. In September 2025, the UK Atomic Energy Authority (UKAEA) signed an MoU with Ontario Power Generation (OPG) Canada to explore collaborating on tritium (‘fusion fuel’) supply and handling. In March 2026, UKAEA with Italian energy major, Eni, announced their collaboration with Canadian company, Kinectrics, as design and fabrication partner for the UKAEA-Eni Tritium fuel cycle research facility, Hydrogen-3 Advanced Technology (H3AT) in Oxfordshire.

The STEP prototype fusion powerplant will be delivered by UK Industrial Fusion Solutions Ltd. (UKIFS), a wholly owned subsidiary of the UK Atomic Energy Authority (UKAEA), itself sponsored by DESNZ and fully owned by the UK Government. STEP will be delivered in several phases. The first has been completed producing the powerplant concept design, site selection (West Burton) and identifying the appropriate regulatory framework. Site characterisation is ongoing, and a live tender is underway to select industrial partners to work on the plant with UKIFS, and Fusion R&D Partner UKAEA.
