The Sustainable Aviation Fuel (SAF) Mandate cost benefit analysis estimated the potential impact that SAF Mandate compliance costs could have on UK aviation demand. There was not a specific assessment of the demand impact on outbound leisure travel, or the impact on package holiday prices, as this will be dependent on how individual airlines and package holiday providers choose to pass on any costs.

The Sustainable Aviation Fuel (SAF) Mandate cost-benefit analysis set out the estimates of the impact on an average one-way ticket price (Sustainable aviation fuel mandate: final stage cost benefit analysis). This analysis assumes that airlines pass on 75% of the additional costs of the SAF Mandate onto consumers. The year-on-year costs for different ticket-types was not part of the cost-benefit analysis, as this will be dependent on how individual airlines choose to distribute additional costs.
Eligibility criteria for the Low Carbon Fuels Fund will be provided in the guidance for applicants, which will be released upon the launch of the competition this summer. In the previous Advanced Fuels Fund competition, eligibility criteria included the categories of main fuel output, technology readiness level, feedstocks, greenhouse gas emissions, location, project lead and grant offer terms and conditions.

As previously stated, an assessment of the costs of SAF policies and the impact on air fares was conducted as part of the published SAF Mandate cost-benefit analysis.
The SAF Mandate is designed to protect against excessive costs being passed on to passengers with a buyout option for obligated suppliers, with a built-in review process so the Government can take action if necessary. How airlines choose to pass on costs to passengers will be a commercial decision for each airline. As such, it is not possible to predict how individual airlines will choose to do this or the impacts this will have on UK outbound travel routes.

We recognise the need to protect consumers and factored this into the design of the Sustainable Aviation Fuel Mandate through the inclusion of a buyout option for obligated suppliers, which protects end users (passengers) from excessive costs.
The Sustainable Aviation Fuel Cost Benefit Analysis publication provides an assessment of the ticket price impacts of the SAF Mandate, including a detailed description of the pass-through assumption (Section 3; Annex 7.4). We recognise the need to protect consumers from excessive costs and have factored this into the design of the Sustainable Aviation Fuel Mandate.
We continually monitor the market, and, alongside the option of buy-out, the Mandate has a built-in review process every five years so the Government can take action if necessary.
An assessment of domestic production was conducted as part of the SAF Mandate cost-benefit analysis. To support domestic SAF production the Department is introducing a Revenue Certainty Mechanism through the SAF Act and has allocated over £198m through the Advanced Fuels Fund between 2022 and 2026. The Spending Review 2025 has extended support for UK SAF production through to 2029/30, and details of this funding will be announced in the coming months.

The Package Travel and Linked Travel Arrangements Regulations 2018 set the consumer protection framework for package holidays and linked travel arrangements. They require organisers to meet specific standards and provide protections such as redress for substandard or unperformed services, refunds for cancellations, and assistance if issues arise during the trip. The Department is in regular contact with the industry to support standards across the sector.
Travellers are encouraged to research and plan carefully and consider potential risks, for example by consulting the Foreign, Commonwealth & Development Office website which provides up-to-date travel advice to help people make informed decisions before booking and travelling overseas.

To ask the Secretary of State for Business and Trade, how many complaints of package holiday operators failing to provide adequate assistance during accommodation emergencies have been reported to the Competition and Markets Authority in each of the last three years.
Obtaining a definitive figure for the number of complaints would require a manual review, which would be disproportionate. But a search for relevant terms identified only one complaint relating to the provision of emergency accommodation by a package travel operator, which was received in 2025.
The CMA uses complaints, alongside other sources of information and intelligence, to help inform decisions as to the work it undertakes.

To ask the Secretary of State for Business and Trade, what steps he is taking to ensure that package holiday operators comply with their obligations under the Package Travel and Linked Travel Arrangements Regulations 2018 to provide appropriate assistance to consumers during emergency situations.
We are working closely with the industry and regulators to help them understand and comply with the Package Travel and Linked Travel Arrangements Regulations 2018 (PTRs). There are also three DBT approved bodies which assess and monitor business insolvency risk and have codes of conduct travel operators must abide by, as well as offering dispute resolution services if needed.
We have recently undertaken a consultation on the PTRs that included several workshops with industry. We will continue to engage with them on possible legislative changes. This includes the development of guidance that will help them to be compliant.
