As the asset owner and project lead, the London Borough of Hammersmith and Fulham is responsible for submitting any application to the Structures Fund. Local highway authorities have until 3 August 2026 to put forward proposals for investment.
My Department engages regularly with London local highway authorities on matters related to their local highways networks, including the London Borough of Hammersmith and Fulham. The technical advisory body to the Structures Fund is also having conversations on behalf of my Department about projects that local highway authorities may put forward to the fund; including Hammersmith Bridge.
Baddington bridge has been under a 7.5 tonne weight restriction since September 2025, with an hour-long diversion, leading to significant additional costs for local businesses and farms. Without a workable alternative, some drivers are ignoring the restriction, causing damage and disruption to country roads and nearby bridges. Will the Minister work with me and urgently review Cheshire East council’s application to the structures fund, so that we can reopen the bridge as soon as possible?

The Structures Fund will inject cash into repairing run down bridges, decaying flyovers and worn-out tunnels across Britain. As a structure in need of repair, Hammersmith Bridge remains an eligible candidate for the consideration of further project funding through the Structures Fund.

Local highway authorities will need to complete delivery of schemes by the end of March 2030 and their plans for this will be reviewed as part of the assessment process.

There are no plans to review this requirement. Eligibility for the Fund is restricted to structures that require repair or replacement now or are likely to before 31 March 2030. Schemes to repair or replace these structures must be completed and reopened to traffic by 31 March 2030.

Local highway authorities have a duty under Section 41 of the Highways Act 1980 to maintain the highways network in their area. Local highway authorities putting forward structures for consideration for investment from the Structures Fund are responsible for developing repair or replacement schemes that fully meet the Structures Fund eligibility criteria.

The Government is providing a record £7.3bn for highways maintenance from 26-27 to 29-30. It is also providing £15.6 billion through Transport for City Regions (TCR) settlements to transform the local transport networks of 9 eligible mayoral strategic authorities 26/27-31/32; a £2.3 billion Local Transport Grant for local transport infrastructure to local transport authorities outside London which do not receive TCR settlements from 26/27 to 29/30; and a £2.2 billion settlement for Transport for London. All of this funding can be used for structures on local highway networks.
The deadline for local highway authorities to put forward schemes is 3 August 2026.

In April, the Department published the Structures Fund’s prospectus, setting out the fund’s investment criteria and how local highway authorities can put forward proposals for funding. The Government remains committed to the plans it set out at the Spending Review, including in relation to providing £24 billion of capital funding between 2026-27 and 2029-30 to maintain and improve our motorways and local roads. This also includes £1 billion for key local highway enhancement projects and a new Structures Fund for repairing run-down bridges, decaying flyovers and worn-out tunnels.
The Department for Transport surveyed local highway authorities and other transport stakeholders on the criteria for prioritising structures for investment through the Structures Fund in February 2026. The Department is currently considering responses to the survey and will confirm further detail on the Structures Fund and the funding available for the 2026/27 financial year in due course.
