The Department assesses compliance with the Best Value Duty against the Best Value statutory guidance and intervention framework. Consultation is currently underway on this Government’s revised Best Value statutory guidance. The London Borough of Tower Hamlets is subject to statutory Best Value intervention in response to a number of issues, including in the council’s partnerships, governance and use of resources. The Ministerial Envoys regularly report to Ministers on progress in improvement, which inform the Department’s ongoing assessment of the council’s compliance with its Best Value Duty.

Ministerial Envoys in the London Borough of Tower Hamlets are supporting the council to tackle Best Value failure, including in relation to its partnerships and community engagement. The Department receives regular reports from Envoys on progress and challenges. Envoys do not routinely report on operational matters considered as part of their day-to-day work.
The Department’s Best Value guidance makes clear our expectation for councils to promote social cohesion, and ensure services they deliver meet the needs of different groups in the community. This is in addition to councils’ statutory obligations to ensure equal opportunities for participation under the Equality Act 2010.

The Envoys are continuing to work comprehensively within the Council, acting as advisers, mentors and monitors to oversee the Council’s improvement journey and ensure compliance with its Best Value Duty.

The Ministerial Envoys will report to minsters in the autumn on the progress of the intervention in Tower Hamlets. This report will form part of the established reporting cycle to provide ministers and Parliament with regular updates on progress across the intervention and will report on all areas under the Directions (issued to the Council on 17 March 2026), including the deep dive project.

The department received a Pre-Action Protocol letter from the London Borough of Tower Hamlets in August 2024 and provided a response. It is not the Government's usual practice to comment any further on legal correspondence.

The Ministerial Envoys are undertaking a deep dive project as part of the strengthened intervention package that was set out in the Directions on 17 March 2026, to provide assurance in relation to long-standing concerns, including in relation to patronage in recruitment. A list of stakeholders who have raised concerns will not be disclosed as doing so would involve the release of personal data and information provided in confidence and breach GDPR requirements on handling personal data.

Local authorities are required to have regard to the Recommended Code of Practice on Local Authority Publicity when making decisions about publicity. Responsibility for compliance with the Code rests with individual authorities. Where the Secretary of State considers that an authority is not complying with the Code, he has powers under section 4 of the Local Government Act 1986 to issue a direction requiring the authority to comply.
Any concerns regarding compliance should in the first instance be directed to the authority concerned. If the Rt Hon Member has specific concerns about Tower Hamlets Council, he may wish to write to the Department setting out the relevant evidence.
